CIVIL SERVICE COMMISSION
The 1269' Regular Meeting of the Civil Service Commission was held on Wednesday,
February 17, 2010. The meeting was called to order at 5:39 p.m.

In the absence of the Chairperson, the Acting Chairperson stepped down to second all the
motions for the meeting.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
10-258 RESOLVED, That the minutes of the 1268th Regular Meeting held
Wednesday, January 20, 2010, be approved as submitted.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
10-259 RESOLVED, That having reviewed the letter of January 28, 2010,
from Rose Marie Pare, Clerk -Typist II, approved for submission by Alex Bishop,
Director of Inspection, requesting an unpaid medical leave of absence, the Civil
Service Commission does hereby affirm the administrative approval of Ms.
Pare's request for an unpaid medical leave of absence not to exceed ninety (90)
calendar days, subject to Ms. Pare providing medical documentation from her
physician, should she not return to work by May 20, 2010.
10-260 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 70 or 70% out of a
maximum score of 100 on the written test for Police Service Aide (927 o.c.).

The Commission received and fled the following:
Status of Temporary Employees Report for January 31, 2010.
Non -Resident Report as of February 1, 2010.
Current Open -Competitive and Promotional Eligible Lists as of February 1,
2010.
Affirmative Action Report for January 1, 2010.

e. Expiring eligible lists for the month of March 2010:
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
10-262 RESOLVED, That having reviewed the expiring eligible lists for the
month of March 2010 —Account Clerk III (921 o.c.), Firefighter (915 o.c.), Heating
Inspector (924 o.c.), Parks Foreman (1288 p.) and Water Operations Mechanic 1
(1293 p.), the Civil Service Commission does hereby approve the extension of
the Account Clerk 111 (921 o.c.) eligible list for six (6) months, to September 20,
2010; the extension of the Firefighter (915 o.c.) eligible list for six (6) months, to
September 29, 2010; and the extension of the Water Operations Mechanic 1
(1293 p.) eligible list for six (6) months, to September 10, 2010.
Removal of names from active eligible list report for the month of
February 2010 - None.
Council Resolution from the January 27, 2010 meeting with minutes to be
approved February 10, 2010:
#32-10, designating Brian Meakin as the City Council representative to the
Board of Trustees of the Livonia Employees Retirement System.
Letter of January 27, 2010, from Jan Patterson, Personnel Clerk,
expressing concern with regard to the decision made at the January 20,
2010 Civil Service Commission meeting to grant a pay step increase to
Peter Keen, Firefighter.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
10-263 RESOLVED, That having reviewed the letter of January 19, 2010,
from Mark Taormina, Planning Director, requesting a promotional examination for
Planner IV and the memorandum of February 10, 2010 from Derrick L.
Washington, Personnel Analyst 11, regarding the proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement:
Have regular status in the classification of Planner III; and
Have at least four (4) years of full-time paid work experience in the
Planning Department of the City of Livonia.
PARTS OF EXAMINATION AND WEIGHTS
Departmental Rating —100°/%
Candidates must pass the Department Rating in order to be placed on the eligible list.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
10-264 RESOLVED, That having reviewed the Departmental
Correspondence of January 29, 2010, from Robert Stevenson, Police Chief,
requesting carryover of excess vacation hours on behalf of Andrew Halttunen,
Police Officer, the Civil Service Commission does hereby approve the request to
carry over excess vacation time up to the maximum permitted for retirement
payout under the Livonia Police Officers Association (LPDA) contract.
The Commission received and fled the Blue Cross Blue Shield monthly Health Insurance
Rates for March 1, 2010 through February 28, 2011.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
10-265 RESOLVED, That having reviewed the memorandum of
February 16, 2010, from Robert F. Biga, Human Resources Director, transmitting
requests from City of Livonia employees to donate vacation time to Rose Marie
Pare, Clerk -Typist II, the Civil Service Commission does hereby approve the
donation of vacation time which will be converted to an equivalent time off based
on Ms. Fare's rate of pay.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
