The meeting was called to order at 5:33 p.m. Members Present: Charlotte S. Mahoney, Chairperson Harry C. Tatigian Ronald E. Washington, Personnel Analyst II Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 11-95 RESOLVED, that the minutes of the 1288'" Regular Meeting held Wednesday, September 21, 2011, be approved as submitted. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 11-96 RESOLVED, that the minutes of the 100t' Special Meeting held October 12, 2011, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 11-97 RESOLVED, that having reviewed the letter of September 22, 2011, from Brenda Smyser, Legal Stenographer I, as approved for submission by Donald L. Knapp, Jr., City Attorney, requesting additional family illness leave, the Civil Service Commission does hereby affirm the administrative approval of Ms. Smyser's request to use an additional six (6) eight (8) hour days for the calendar year 2011 from her sick bank to be charged as family illness. 11-98 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Officer (1324 p.). The Commission received and filed the following: Status of Temporary Employees Report for September 2011. Non -Resident Report as of October 1, 2011. Current Open -Competitive and Promotional Eligible Lists as of October 1, 2011. Affirmative Action Report for September 2011. Paget 1289" Regular Meeting October 19, 2011 e. Removal of names from active eligible list report for the month of September 2011. f. Notice dated October 13, 2011, regarding the Holiday Schedule for 2012. g. Letter of September 29, 2011, from Robert F. Biga, Human Resources Director; Charles Locke, President, AFSCME Union Local 192; and Jeanette DiFlorio, Staff Representative, Council 25, AFSCME, to all members of Local 192 regarding Additional Information on the Tentative Agreement. 11-99 RESOLVED, That having reviewed the expiring eligible lists for the month of November 2011 — Account Clerk 1 (931 o.c.), Clerk II (1303 p.) and Equipment Operator 11 (1289 p.), the Civil Service Commission does hereby confirm the administrative approval of the extension of the eligible list for Account Clerk 1 (931 o.c.) for six (6) months to May 18, 2012. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 11-100 RESOLVED, That having reviewed the Departmental Correspondence of September 27, 2011, from Robert Nencianni, Police Captain, as approved for submission by Robert Stevenson, Police Chief, requesting an extension of the three-year retirement limit for excess vacation accrual in anticipation of retirement based on a revised retirement date of October 31, 2014, the Civil Service Commission does hereby approve this request; AND BE IT FURTHER RESOLVED, that the employee must reduce his vacation balance to thirty-two (32) eight (8) hour duty days, effective December 31, 2013, since his basic vacation credit on January 1, 2014, will be twenty-seven (27) eight (8) hour duty days; AND BE IT FURTHER RESOLVED, that the employee has been advised that the maximum number of days will be increased by the number of bonus vacation days earned in the last three (3) years prior to retirement for not using more than forty (40) sick leave hours annually, up to a maximum of nine (9) days; AND BE IT FURTHER RESOLVED, that the employee has been notified it is the employee's responsibility to manage his/her vacation time to avoid losing excess accrued time prior to retirement by scheduling time off prior to retirement, subject to the operating needs of the department. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 11-101 RESOLVED, that having reviewed the letter of September 28, 2011, from Brian Wilson, Superintendent of Public Service and Kevin Maillard, Director of Public Works, and memorandum of October 12, 2011, from Derrick L. Washington, requesting a promotional examination for Equipment Operator II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 3 1289u Regular Meeting October 19, 2011 QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement: Are employed in the Department of Public Works; and Have regular status in any classification; and Are eligible for either a Temporary Instruction Permit (TIP) for, or have a valid Group "A" commercial driver's License with Air Brake, and must have or be eligible for, a valid Industrial Truck Driving Permit for operation of a forklift. An employee in this classification is subject to all requirements of the Federal Omnibus Transportation Employee Testing Act of 1991, as amended; and Must be able to lift in excess of fifty (50) pounds. PARTS OF EXAMINATION AND WEIGHTS Performance Test -80% Departmental Rating -20% Candidates must pass the Performance Test in order to be placed on the eligible list. Pursuant to AFSCME Local 192, PROMOTIONS 20.1b., in competitive examinations which include departmental ratings, the departmental rating from 0 to 100 will count as 20% of the examination, but a score under 70 will not disqualify the candidate from continuing the process. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 11-102 RESOLVED, That having reviewed the letter of September 29, 2011, from Alex Bishop, Director of Inspection, and memorandum of October 3, 2011, from Derrick L. Washington, Personnel Analyst II, requesting an open - competitive examination for Clerk -Typist I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, an applicant must: Be a citizen of the United States or resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate; and Have a minimum of one (1) year of full-time paid work experience as a Clerk -Typist or in a similar classification which involved typing as a requirement. (Part-time experience may not be substituted for full-time experience required.) Page 4 1209u Regular Meeting October 19, 2011 PARTS OF EXAMINATION AND WEIGHTS Performance Test -30% Written Test -30% Interview -40% 'A minimum of twenty (20) applicants who score highest on the performance and written tests will be invited to the Interview part of the examination. The required minimum typing speed is 45 words per minute without error. Applicants must pass the Written Test, Typing Performance Test and Interview in order to be placed on the eligible list. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 11-103 RESOLVED, That having reviewed the letter of October 5, 2011, from Curtis Caid, Acting Police Chief, and memorandum of October 11, 2011, from Robert F. Biga, Human Resources Director, requesting a promotional examination for Police Captain and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the closing date of this examination, are employed as a Senior Lieutenant or Lieutenant in the Police Division of the Department of Public Safety and have regular status in the classification of Lieutenant. PARTS OF EXAMINATION AND WEIGHTS Interview -30% Departmental Rating -35% Administrative Rating -35%` In the event there is only one qualified applicant for this position, the Parts of Examination and Weights will be 100% Administrative Rating. Candidates must pass the Interview, Departmental Rating and Administrative Rating in order to be placed on the eligible list. Linda McCann, Director of Community Resources was present to discuss her request for a promotional examination for Program Supervisor. Derrick L. Washington, Personnel Analyst II, clarified that the position was formerly Administrative Assistant, but the qualifications for Program Supervisor are consistent. Ms. McCann explained that the current Administrative Assistant was retiring and there is an employee who meets the qualifications but she was hoping she could promote the employee and start him at Step 2, because he would be supervising approximately 40 people and overseeing the bus program and 500 or 600 seniors. Ms. McCann explained that there is a lot more responsibility than just a Program Supervisor. Page 5 1289u Regular Meeting October 19, 2011 Ms. Mahoney inquired if the job was changing and Ms. McCann stated the job was the same but instead of the classification being that of an Administrative Assistant, the classification will be Program Supervisor because as people leave from the Administrative Assistant classification, the position will be filled at the Program Supervisor level. Mr. Tatigian inquired if the Program Supervisor was a lower classification than the Administrative Assistant and Robert Biga, Human Resources Director confinned that it was. Mr. Biga explained that some time ago the City made the determination that the Administrative Assistant classification would be abandoned and the replacement would be a Program Supervisor. Ms. McCann stated that with the other Program Supervisors, it wasn't that essential to start paying the employee at Step 2, but this particular position has so much more responsibility. Mr. Biga advised that the starting pay issue could be addressed at the time the employee is appointed. But for now, the Civil Service Commission just needs to review the qualifications and parts of examination and weight. The second issue could be addressed at the next meeting. Ms. Mahoney clarified that regardless of who gets this Program Supervisor position, Ms. McCann would like them to start at Step 2 in the pay range because of the responsibilities of the job. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 11-104 RESOLVED, that having reviewed the letter of October 12, 2011, from Linda McCann, Director of Community Resources, and the memorandum of October 71, 2011, from Derrick L. Washington, Personnel Analyst II, requesting a promotional examination for Program Supervisor and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement: 1. Have status in a regular classification in the Department of Community Resources; and 2. Have a degree in Gerontology, Senior Recreation, Transportation or a closely related field with prior administrative experience; and/or 3. Have a minimum of ten (10) years full-time paid work experience with seniors, including supervisory experience; and 4. Have experience training and working with volunteers. PARTS OF EXAMINATION AND WEIGHTS Interview— 100%* In the event there is only one qualified applicant for this position, the parts of examination and weights will be 100% Departmental Rating. Page 1289" Regular Meeting October 19, 2011 Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 11-05 RESOLVED, that having reviewed the letter of October 12, 2011, from Linda McCann, Director of Community Resources, and memorandum of October 14, 2011, from Derrick L. Washington, Personnel Analyst II, requesting an open -competitive examination for Recreation Supervisor and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; and 2. Have a degree from an accredited college or university with major emphasis of study in Gerontology, Social Work, Recreation or closely related field; and 3. Have a minimum of two (2) years full-time paid work experience directing Senior Citizen activities and programs. 4. Grant writing experience preferred, but not required. PARTS OF EXAMINATION AND WEIGHTS 100% Interview In the event the number of qualified applicants exceeds ten (10), an evaluation of the applications will be made and the ten (10) applicants with the most appropriate and responsible combination of experience and training will be interviewed.
