CIVIL SERVICE COMMISSION
The 1296" Regular Meeting of the Civil Service Commission was held on Wednesday,
May 9, 2012. The meeting was called to order at 5:33 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-44 RESOLVED, that the minutes of the 1295th Regular Meeting held
Wednesday, April 18, 2012, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-45 RESOLVED, that having reviewed the letter of May 1, 2012, from
Donna Bobak, Teller I, as approved for submission by Dennis Wright, City
Treasurer, requesting an unpaid medical leave of absence, the Civil Service
Commission does hereby affirm the administrative approval of an unpaid medical
leave of absence, not to exceed ninety (90) days, beginning June 28, 2012
through September 25, 2012.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-46 RESOLVED, that having reviewed the Departmental
Correspondence of April 16, 2012 from Michael Killingbeck, Police Lieutenant, as
approved for submission by Curtis Caid, Police Chief, requesting to carry over
excess vacation hours, the Civil Service Commission does hereby confirm the
administrative approval of Lt. Killingbeck's request to carry over sixteen (16)
excess vacation hours into 2012;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2013.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-47 RESOLVED, that having reviewed the Departmental
Correspondence of April 30, 2012, from Patrick Moug, Senior Police Sergeant,
as approved for submission by Ben McDermott, Deputy Police Chief, for Curtis
Caid, Police Chief, requesting to carry over vacation days in excess of the
maximum allowed by Livonia Lieutenants and Sergeants Association (LLSA)

contract, based on a projected retirement date of April 30, 2015, the Civil Service
Commission does hereby affirm the administrative approval of this request;
AND BE IT FURTHER RESOLVED, that the employee has been advised of the
maximum number of days to be paid off at retirement as cited in the LLSA
Contract, Article 16, VACATION, Paragraph E, and as set forth in Civil Service
Commission Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation),
Paragraph (1);
AND BE IT FURTHER RESOLVED, that the employee is advised that the
maximum number of days will be increased by the number of bonus vacation
days earned in the last three (3) years prior to retirement for not using more than
five (5) sick leave days annually, up to a maximum of nine (9) days;
AND BE IT FURTHER RESOLVED, that the employee is notified it is the
employee's responsibility to manage his vacation time to avoid losing excess
accrued time prior to retirement by scheduling sufficient time off prior to
retirement, subject to the operating needs of the department.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-48 RESOLVED, That having reviewed the memorandum of May 7,
2012, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, regarding the passing point for the written test for
Firefighter (940 o.c.), the Civil Service Commission does hereby affirm the
administrative approval of the passing point of 70% out of a maximum raw score
of 100 in the written test, or a raw score of 70.
The Commission received and filed the following:
a. Status of Temporary Employees Report for April 2012.
b. Non -Resident Report as of May 1, 2012.
C. Current Open -Competitive and Promotional Eligible Lists as of
May 1, 2012.
d. Affirmative Action Report for March 2012.
e. Removal of names from active eligible list report for the month of
April 2012.
f. Letters of May 4, 2012, from Robert F. Biga, Human Resources Director, to
Mayor Jack Kirksey, regarding Estimated Costs of Various City Benefits for
Fiscal Year 2012-2013 for General Employees, and for Police and Fire
Employees.
g. Expiring eligible lists for the month of June 2012 — None.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
12-49 RESOLVED, that having reviewed the letter of April 20, 2012, from
former employee Linda Grimsby, and memorandum of May 3, 2012, from Derrick
L. Washington, Personnel Analyst 11 to Robert F. Biga, requesting to extend

reinstatement eligibility to any of the classifications of Account Clerk I, Accountant
I and Accountant 11, and having discussion with Robert F. Biga, Human Resources
Director, the Civil Service Commission does hereby approve a two (2) year
extension of reinstatement eligibility to the aforementioned classifications for Ms.
Grimsby, should a vacancy occur.
Mr. Biga informed the Civil Service Commission that the request for a waiver of the residency
requirement for John Podina, Sr. Plumbing Inspector, needed no Civil Service Commission
action because Mr. Podina lives within the 20 mile radius from the nearest boundary of the
City of Livonia.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
12-50 RESOLVED, that having reviewed a letter of May 1, 2012, from
Anthony Price, Firefighter, as approved for submission by Shadd A. Whitehead,
Fire Chief, requesting a waiver of the residency requirement, the Civil Service
Commission does hereby grant a request for a waiver of the residency
requirement for Mr. Price until further notice.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
12-51 RESOLVED, that having reviewed a letter of April 27, 2012, from
Matthew Ream, Fire Engineer, as approved for submission by Shadd A.
Whitehead, Fire Chief, requesting a waiver of the residency requirement, the Civil
Service Commission does hereby grant a request for a waiver of the residency
requirement for Mr. Ream until further notice.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
1252 RESOLVED, that having reviewed a letter of April 27, 2012, from
Nicholas Schroeder, Police Officer, as approved for submission by Curtis Caid,
Police Chief, requesting a waiver of the residency requirement, the Civil Service
Commission does hereby grant a request for a waiver of the residency
requirement for Mr. Schroeder until further notice.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-53 RESOLVED, that having reviewed the Departmental
Correspondence of April 30, 2012, from Michael Carlton, Battalion Chief, as
approved for submission by Shadd A. Whitehead, Fire Chief, requesting an
extension of the three-year retirement limit for excess vacation accrual, the Civil
Service Commission does hereby approve an extension of the three-year
vacation day carry over limit in anticipation of retirement based on a revised
retirement date of April 30, 2015, the Civil Service Commission does hereby
approve this request;

AND BE IT FURTHER RESOLVED, that the employee must reduce his vacation
balance to fifteen (15) twenty-four (24) hour duty days, effective December 31,
2014, since his basic vacation credit on January 1, 2015, is thirteen (13) twenty-
four (24) hour duty days, and the maximum number of days the employee can
have in the vacation bank is twenty-eight (28) twenty-four (24) hour duty days;
AND BE IT FURTHER RESOLVED, that the employee has been advised that the
maximum number of days will be increased by the number of bonus vacation
days earned in the Iasi three (3) years prior to retirement for not using more than
fifty-six (56) sick leave hours annually, up to a maximum of three (3) days;
AND BE IT FURTHER RESOLVED, that the employee has been notified it is the
employee's responsibility to manage his/her vacation time to avoid losing excess
accrued time prior to retirement by scheduling sufficient time off prior to
retirement, subject to the operating needs of the department.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
1254 RESOLVED, that having reviewed the Departmental
Correspondence of April 30, 2012, from James Pietraz, Battalion Chief, as
approved for submission by Shadd A. Whitehead, Fire Chief, requesting an
extension of the three-year retirement limit for excess vacation accrual, the Civil
Service Commission does hereby approve an extension of the three-year
vacation day carry over limit in anticipation of retirement based on a revised
retirement date of April 30, 2015, the Civil Service Commission does hereby
approve this request;
AND BE IT FURTHER RESOLVED, that the employee must reduce his vacation

Robert Biga, Human Resources Director, advised that the original Departmental
Correspondence, dated January 12, 2012, from Daniel Lee, Senior Fire Inspector, as
approved for submission by Shadd A. Whitehead, Fire Chief, requesting an extension of
the three-year retirement limit for excess vacation accrual, which was reviewed at the
February 15, 2012 Civil Service Commission, Resolution 12-20, needed to be revised

due to the fact that Mr. Lee is a 40 -hour employee and the resolution was prepared for a
56 -hour employee. Therefore, a new resolution from the Civil Service Commission is
needed and the former resolution rescinded.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
1255 RESOLVED, that having reviewed the Departmental
Correspondence of January 12, 2012, from Daniel Lee, Senior Fire Inspector, as
approved for submission by Shadd A. Whitehead, Fire Chief, requesting an
extension of the three-year retirement limit for excess vacation accrual, the Civil
Service Commission does hereby approve an extension of the three-year
vacation day carry over limit in anticipation of retirement based on a revised
retirement date of January 12, 2015, the Civil Service Commission does hereby
approve this request;
AND BE IT FURTHER RESOLVED, that the employee must reduce his vacation
balance to thirty-two (32) eight (8) hour duty days, effective December 31, 2014,
since his basic vacation credit on January 1, 2015, is twenty-seven (27) eight (8)
hour duty days, and the maximum number of days the employee can have in the
vacation bank is fifty-nine (59) eight (8) hour duty days;
AND BE IT FURTHER RESOLVED, that the employee has been advised that the
maximum number of days will be increased by the number of bonus vacation
days earned in the Iasi three (3) years prior to retirement for not using more than
forty (40) sick leave hours annually, up to a maximum of three (3) days;
AND BE IT FURTHER RESOLVED, that the employee has been notified it is the
employee's responsibility to manage his/her vacation time to avoid losing excess
accrued time prior to retirement by scheduling sufficient time off prior to
retirement, subject to the operating needs of the department;
AND BE IT FURTHER RESOLVED, that Civil Service Commission resolution 12-
20 is hereby rescinded.
Robert Biga, Human Resources Director, stated the qualifications for promotion for Police
Service Aides require six (6) months of experience before becoming eligible for promotion to
Police Officer. We are requesting that it be waived because there are some Police Service
Aides who have less than six months experience, but have obtained the MCOLES certification.
Due to the low level of staffing at the Livonia Police Department, it is requested we promote
these individuals right away. Mr. Biga indicated this waiver would be for this examination only,
and the requirement to have the six months experience as a Police Service Aide would remain
the qualification for future examinations.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
12-56 RESOLVED, that having reviewed the memorandum of May 3,
2012, from Derrick L. Washington, Personnel Analyst II, requesting to amend the
qualifications for the Police Officer (1332 p.) examination, the Civil Service

Commission does hereby approve a waiver of the six (6) month experience
requirement as a Police Service Aide in the Police Officer (1332 p.) examination,
due to the low level of staffing at the Police Department.
Mr. Biga stated the Civil Service Commission Rules provide a one (1) year probationary period
in a Police promotional examination. The Police Officer open -competitive examination has a
two (2) year probationary period. Mr. Biga stated that there should be a 2 year probationary
period for all Police Officer examinations. Mr. Biga advised he is in the process of revising the
Civil Service Commission Rules to reflect changes as a result of contract negotiations. At the
time the changes are made, we will include this change in the Civil Service Commission Rules
so the probationary period would be consistent for all Police Officer examinations in the future.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
12-57 RESOLVED, that having reviewed the memorandum of May 7,
2012, from Derrick L. Washington, Personnel Analyst II, requesting a review of
the probationary period for promotional Police Officer examinations, the Civil
Service Commission does hereby approve a change in the Civil Service
Commission Rules to require a probationary period for all future Police Officer
promotional examinations of two (2) years, which will be consistent with the
Police Officer open -competitive examination.
The Commission reviewed the letter of May 8, 2012, from Alex Bishop, Director of Inspection,
requesting a promotional examination for Senior Clerk and proposed qualifications in the
examination. Mr. Bishop is requesting a reduction in the experience requirement as a Clerk -
Typist II from eight (8) years to four (4) years and requiring temporary experience as a Senior
Clerk. Mr. Biga recommends that the experience requirement change from eight (8) years to
four (4) years be accepted but not accept the temporary service requirement.
Upon a motion by Mr. Meakin seconded by Ms. Mahoney and unanimously adopted, it was
12-58 RESOLVED, That having reviewed the letter of May 8, 2012, from
Alex Bishop, Director of Inspection, requesting a promotional examination for
Senior Clerk and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by closing date of
this examination, are:
Employed in the Inspection Department; and
Have regular status as a Clerk Typist II with a minimum of two (2) years
full-time paid Clerk Typist 11 work experience in the issuance and

processing of building and mechanical permits, licenses and daily cash
reports; and
3. Have experience using Microsoft Office 2000, BS 8 A software and
Logos.Net; and
4. Have at least four (4) years of service in the Inspection Department.

Interview -40% Departmental Rating -60%'
'In the event there is only one (1) qualified applicant for the position, the Parts of Examination
and Weights will be 100% Departmental Rating.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
RESOLVED, that the meeting be adjourned at 5:48 p.m.
