HomeMy WebLinkAbout106th Special Meeting (November 4, 2013)1W SPECIAL MEETING OF THE CIVIL SERVICE COMMISSION The 10EP Special Meeting of the Civil Service Commission was held on Monday, November 4, 2013. The meeting was called to order at 4:01 p.m. Members Present: Harry C. Tatigian, Chairman Charlotte S. Mahoney, Commissioner Ronald Reinke, Commissioner Also Present: Derrick Washington, Personnel Analyst II Robert F. Biga, Human Resources Director Gretchen Guisbert, Secretary III Robert F. Biga, Human Resources Director, presented a memorandum dated October 29, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Level IV Appraiser, and proposed qualifications and parts of examination and weights. Mr. Biga explained that City Council formerly approved the establishment of this classification. The Mayor has indicated that he would not veto City Council's action. Mr. Biga stated the department wanted to get this examination started and it will be announced tomorrow, November 5, 2013. Ms. Mahoney asked if this was a new position. Mr. Biga advised it was a brand new classification. The Civil Service Commission and City Council approved the establishment of the classification. Mr. Biga further explained the Personnel Requisition Committee (PRC) has no authority to establish classifications. The Civil Service Commission normally initiates the creation of new classifications and the City Council confirms the action. Ms. Mahoney asked if the PRC allows the hiring. Mr. Biga said that was correct. Ms. Mahoney asked if this would add one employee in the Assessing Department. Mr. Biga slated the Assessing Department would be losing one full-time employee and gaining one part-time employee. Mr. Tatigian indicated this was a 20 -hour a week position. Mr. Biga explained this employee would receive regular part-time benefits. Mr. Reinke inquired if the employee would be able to participate in the Defined Contribution retirement plan. Mr. Biga said yes. If a City employee was selected for this job, and they were in the Defined Contribution retirement plan when they retired, that individual could end up having two separate retirement accounts. One would be from the first term of employment. The second one would be for the part-time employment. Should a current employee get hired, instead of the City contributing 13% of their pay, the City would contribute 8% of their pay. Mr. Biga stated all new general employees receive an 8% City contribution toward their Defined Contribution retirement plan. Mr. Biga explained that by virtue of an employee having two accounts, they would have full access to their account as a retiree. Ms. Mahoney stated that in a sense, they would be doing what everyone likes to call "double dipping" Mr. Biga stated they would essentially have two accounts. One as a retiree. The other as an employee. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-140 RESOLVED, That having reviewed the memorandum of October 29, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination Page 2 106th Special Meehng November 4, 2013 for Level IV Appraiser — Part Time, and proposed qualifications and parts of examination and weights, and having discussion with Robert F. Biga, Human Resources Director, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, an applicant must: Be a citizen of the United States or resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate, and Possess a valid Michigan drivers license and have an acceptable driving record; and Possess a Michigan Master Assessing Officer (MMAO) Certification from the State of Michigan; and Have four (4) years full-time paid work experience in an assessing office while certifying the annual assessment roll, the appraisal of commercial, industrial and personal property, and process and complete all commercial and industrial Michigan Tax Tribunal appeals; and Have computer skills with BS & A Equalizer and Apex; and Have excellent communication skills and the ability to work with the public. NOTE: Applicants are required to submit original diploma, degrees/transcripts and certification (s) at the time of application. PARTS OF EXAMINATION AND WEIGHTS Interview - 100%' 'NOTE: In the event the number of qualified applicants exceeds ten (10), an evaluation will be made of the applications and the ten (10) applicants with the most appropriate and responsible combination of experience and training will be invited to the Interview. Candidates must pass the Interview in order to be placed on the eligible list. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, That the special meeting be adjourned at 4:12 p.m. Gretchen Guisbert, Secretary III Harry C.
