CIVIL SERVICE COMMISSION
The 1305' Regular Meeting of the Civil Service Commission was held on Wednesday,
February 20, 2013. The meeting was called to order at 4:32 p.m.

Chairman Tatigian passed the gavel to Mr. Meakin, and stepped down to second the following
motion:
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-15 RESOLVED, that the Minutes of the 1304P Regular Meeting held
Wednesday, January 16, 2013, be approved as submitted.
Chairman Tatigian passed the gavel to Ms. Mahoney, and stepped down to second the
following motion:
Upon a motion by Mr. Meakin, seconded by Mr. Tatigian and adopted, it was
13-16 RESOLVED, that the Minutes of the 100 Special Meeting held
Wednesday, January 30, 2013, be approved as submitted.
The gavel was returned to Mr. Tatigian who resumed as Chairman.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
13-17 RESOLVED, That having reviewed the memorandum of January
31, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F.
Biga, Human Resources Director, regarding the passing point for the written
lest for Police Dispatcher (959 o.c.), the Civil Service Commission does hereby
affirm the administrative approval of the passing point of 70% out of a maximum
score of 100 in the written test, or a score of 70.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
13-16 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Program Supervisor (957 o.c.).

Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
13-19 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Computer Administrator 1
(955 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
13-20 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Superintendent of Parks and
Recreation (1344 p.).
The Commission received and fled the following:
a. Status of Temporary Employees Report for January 2013.
b. Non -Resident Report as of February 1, 2013.
C. Current Open -Competitive and Promotional Eligible Lists as of February 1,
2013.
d. Affirmative Action Report for January 2013.
e. Removal of names from active eligible list report for the month of January
2013.
Robert Biga, Human Resources Director, pointed out that Council 25, the State
representative for American Federation of State, Country, and Municipal Employees
(AFSCME) for locals 192 and 1917, sent the Civil Service Department a letter
requesting to reopen negotiations. The intent is to extend the contract which expires
November 30, 2013 and the agency shop provision that is in their contracts. An
extension would avoid the Right -To -Work legislation which is effective March 27, 2013.
Some unions in the State have approved extensions and Council 25 is attempting to do
the same.
Mr. Biga stated it was interesting that officials of both 192 and 1917 were not aware of
this letter and were upset. Local 192 had already prepared a letter that Council 25 did
not forward to the City. Local 192 wanted to extend the contract but recognized there
are certain things they would like and that the City would like.
There has been a meeting with the Mayor to discuss this, but no action has been taken.
Mr. Biga further stated that 192 has not signed their contract so discussions to extend
the contract won't start until it is signed.
f. Letter of January 23, 2013, from Mel Bmbson, Staff Representative,
AFSCME Union Local 192, formally requesting to meet with the City of
Livonia to begin the negotiation process.

AFSCME Union Local 1917, formally requesting to meet with the City of
Livonia to begin the negotiation process.
It. Article from PLANSPONSOR, January 2013, entitled, "The Wait is Over"
regarding recent Internal Revenue Service (IRS) notices related to the

Patient Protection and Affordable Care Act (PPACA) employer "shared
responsibility" mandate provision and 90 -day waiting period limitation.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
13-21 RESOLVED, That having reviewed the expiring eligible lists for the
month of March 2013 — Custodian (934 o.c.), Clerk -Typist (937 o.c.), Equipment
Operator III (1321 p.) and Police Sergeant (1326 p.), the Civil Service
Commission does hereby affirm the administrative approval of an extension of
the Clerk -Typist (937 o.c.) eligible list for six months to September 28, 2013.
Robert Biga, Human Resources Director, explained that Wes McKee took the examination and
accepted the position for Program Supervisor. The Police Department would like to start
Mr. McKee above the minimum, as permitted by the Compensation Plan. Mr. Biga indicated
there is a step freeze for non -represented employees, which means he will not be eligible for a
step adjustment until November 30, 2013. The Compensation Plan permits, in the case of
Administrative and Professional employees, that the City could employ an individual up to two
steps above the minimum, which is what the Department is requesting. Mr. Biga stated the
Department has done this in 2006, when they hired Dan Loftus as a Systems Analyst II.
Mr. Meakin stated the whole purpose of this is to save the City money and he believed Mr.
McKee is an outstanding individual who could perform the duties required. However, the
intent is to save the City money, and he offered a motion to deny the step advancement. Mr.
Meakin stated Mr. McKee will be eligible for step increases in November. Mr. Meakin would
rather start the employee at the minimum wage rate for the position. Ms. Mahoney stated she
would support that motion.
Mr. Tatigian stated he would vote in opposition of the denial because he thought the City
would save money by employing Mr. McKee. Mr. Tatigian further stated if the Department had
to utilize a Sergeant, it would take away from them being available for other police duties.
Mr. Biga clarified that the Department would use a Sergeant in the position if Mr. McKee didn't
take the position. Ms. Mahoney slated Mr. McKee was retired and he should be employed at
the entry level for the position. Mr. Meakin followed up by stating things are a little different
now than in 2006 and everyone across the board is tightening their bells. This is another
opportunity for the City to save some money.
Mr. Biga staled the savings would not be for one year, it would be for two years because it will
take Mr. McKee two years to get to step three. Mr. Biga stated there are two options; the
Chief could come back next month and ask the Commission to revisit this matter or else at the
completion of Mr. McKee's probationary period, the Chief could come in to ask for an
advancement similar to what has been done for the Fire service.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and adopted, it was
13-22 RESOLVED, That having reviewed the letter of February 11, 2013,
from Curtis Caid, Police Chief, requesting a salary step advancement for Wes
McKee, Program Supervisor, and having discussion with Robert F. Biga, Human

Resources Director, the Civil Service Commission does hereby deny the request
to hire Mr. McKee above the minimum rate for Program Supervisor.

Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
13-23 RESOLVED, that having reviewed the memorandum of February
19, 2013, from Robert F. Biga, Human Resources Director, transmitting requests
for City of Livonia employees to donate vacation time to Barbara Wesley,
Custodian (RPT), the Civil Service Commission does hereby approve the
donation of vacation time from several employees which will be converted to an
equivalent time off based on Ms. Wesley's rate of pay.
The Commission received and fled the Blue Cross/Blue Shield of Michigan Medical -
Hospitalization rates for March 1, 2013 — February 28, 2014.
Shadd Whitehead, Fire Chief, congratulated Ms. Mahoney on her recent award for
volunteerism in the City of Livonia.
Chief Whitehead staled he is requesting a re -announcement of the Senior Fire Equipment
Mechanic promotional examination. He used the prior qualifications in his request for
examination. He was not aware that the Emergency Vehicle Technician (EVT) Certifications
offered change over the years. There are nine (9) certifications offered. Two (2) are offered
per year. The two (2) offered change annually. Therefore, it is possible that the available
certifications will be different for each examination. The current qualifications include
certifications that were not offered during the last two (2) years. Therefore, he is requesting
that the qualifications be modified to reflect the certifications that were offered.
The employee will be required to obtain additional certifications annually until all 9
certifications are obtained. Ms. Mahoney asked if by changing the qualifications there would
be any other employee who may have been qualified under the old posting who would be
affected. Chief Whitehead said there was none.
Upon a motion by Ms. Mahoney, seconded by Mr. Meakin and unanimously adopted, it was
13-24 RESOLVED, That having reviewed the letter of February 14, 2013,
from Shadd A. Whitehead, Fire Chief, requesting to re -announce the Senior Fire
Equipment Mechanic promotional examination and revised proposed
qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:

1. Employed in the Fire Department; and
2. Have regular status as Fire Equipment Mechanic with at least two (2) years of
experience in that classification; and
3. Possess Emergency Vehicle Technician (EVT) certification in the following:
Maintenance, Inspection & Testing of Fire Apparatus, Fire Apparatus
Electrical systems, Maintenance, Inspection & Testing of Ambulance,
Ambulance Electrical systems.
PARTS OF EXAMINATION AND WEIGHTS
Interview - 70% Departmental Rating - 30%`
`In the event there is only one (1) qualified applicant for the position, the Parts of Examination
and Weights will be 100% Departmental Rating.
Mr. Biga announced that AFSCME Union Local 192 Grievance #13-01, dated January 11,
2013, from Dave Flahan, Custodian, regarding an extension of probation while employed in
the classification of Water Meter Repairer I, was withdrawn at the request of the union.
Mr. Biga explained that the Livonia City Council and the Civil Service Commission have
adopted a Cafeteria Program, also known as the Premium Only Plan, which provides a pre-
tax treatment for employee contributions for the monthly health care premiums. This plan
needs to be renewed on an annual basis. The City Council has authorized the Civil Service
Commission by resolution to administer this program on behalf of the City.
Upon a motion by Mr. Meakin, seconded by Ms. Mahoney and unanimously adopted, it was
13-25 RESOLVED, that the form of Cafeteria Plan, as authorized under
Section 125 of the Internal Revenue Code of 1986, presented is hereby adopted
and that the proper officers of the City are hereby authorized and directed to
execute and deliver to the Plan Administrator one or more copies of the Plan;
AND BE IT FURTHER RESOLVED, that the Plan Year shall be for a period
beginning on March 1, 2013 and ending February 28, 2014;
AND BE IT FURTHER RESOLVED, that the City shall contribute to the Plan
amounts sufficient to meet its obligation under the Cafeteria Plan, in accordance
with the terms of the Plan Document and shall notify the Plan Administrator to
which periods said contributions shall be applied;
AND BE IT FURTHER RESOLVED, that the Civil Service Department staff of the
City shall act as soon as possible to notify employees of the adoption of the
Cafeteria Plan by delivering to each Employee a copy of the Summary Plan
Description presented at this meeting, which form is hereby approved.
Mr. Biga stated there is a request for an open -competitive examination for Computer
Administrator II. The position is in the Police Department. This position is currently filled as a

Data Processor. The employee is terminating employment and the Department wants to hire
a Computer Administrator 11, which is a higher level classification because it is adding
increased responsibilities to the position. The Computer Administrator is the appropriate
classification.
Ms. Mahoney asked if this employee would report through the Police Department or through
the Information Systems Department. Mr. Biga replied the employee would report through the
Police Department Information Technology section. There is a Systems Analyst II as well as
another Computer Administrator in the Department. The Department handles their own
computer system. Ms. Mahoney asked if that was duplicative. It seemed to her the
Computer Administrator ought to be from one area assigned to the Police Department. Mr.
Biga clarified that the Police Department's computer system came first to the City. There
have been discussions as to whether the two should be consolidated or separate. There is
no movement at this time to make changes.
Mr. Biga advised there is a similar circumstance in the Fire Department. The Fire Department
has its own equipment repair function, separate and apart from the DPW and Police
Department. The Police Department contracts out for all of its repairs and has a contract
manager called a Vehicle Maintenance Officer. The DPW handles the maintenance of all
general City vehicles. The Fire Service handles its own maintenance. There have been
discussions on numerous occasions about consolidating all of those into one. The same
results have occurred and that is, keep it at the status quo.
Ms. Mahoney stated the need for the job is there. She didn't think they were being efficient in
the manner in which they were administratively handling these functions. It is not really the
role of the Civil Service Commission. To deny the request doesn't make sense. Ms.
Mahoney asked if there was a Computer Administrator II position open in City Hall, would the
qualifications be the same. Mr. Biga advised they would be very similar but not identical. Mr.
Biga also advised the Information Systems Department just filled a Computer Administrator I
position which is slightly below Computer Administrator 11 and the qualifications are below this
level. That job was filled as a part-time position. There are different candidates who would
apply for a full-time job versus a part-time job. Mr. Biga stated there are three Computer
Administrator 11's in the Information Systems Department now. They do different things,
ranging from GIS to computer support to mainframe support. The Police Department system
is independent of City's system but they work together.
Ms. Mahoney suggested that in the City's efforts to be more efficient, the Departments
consider streamlining the operations. Mr. Biga stated there is a separate funding source for
each of the Departments.

By the closing date of this announcement, an applicant must:
1. Be a citizen of the United Slates or resident alien with the right to work in the
United States; and
2. Have an MCSD Web Application and/or MCPD Web Developer 4 Certification;
and
3. Have a Comp Tia A+ Certification; and
4. Have a thorough knowledge of Microsoft Office 2010 including Outlook, Word,
Excel and Access; and
5. Have an Associate's Degree in a computer-related field and/or 5 years of
employment in a computer technology-related position; and
6. Have a valid drivers license and an excellent driving record.
NOTE: Additional experience in computer networks, both wired and wireless, is desired but
not required.

Background Investigation — Pass/Fail
The ten (10) applicants with the highest passing scare on the performance test will be invited
to the interview. Candidates must pass the interview in order to be placed on the eligible list.
