CIVIL SERVICE COMMISSION
The 1312' Regular Meeting of the Civil Service Commission was held on Tuesday, September
17, 2013. The meeting was called to order at 5:39 p.m.
Members Present: Harry C. Tatigian, Chairman
Charlotte S. Mahoney
Also Present:
Dawn Borregard, Assistant City Assessor Robert F. Biga, Human Resources Director
Michael Valdez, Firefighter Gretchen Guisbert, Secretary III
Shadd A. Whitehead, Fire Chief
The Chairman stepped down to second the motions for the meeting:
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-120 RESOLVED, that the Minutes of the 1311th Regular Meeting held
Wednesday, August 20, 2013, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-121 RESOLVED, That having reviewed the memorandum of
September 3, 2013, from Derrick L. Washington, Personnel Analyst II, as
approved for submission by Robert F. Biga, Human Resources Director,
regarding the passing point for the written test for Account Clerk III (1350 p.), the
Civil Service Commission does hereby affirm the administrative approval of 70%
of the maximum score of 50 or a raw score of 35.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-122 RESOLVED, That the Civil Service Commission does hereby affinn
the administrative approval of the eligible list for Assistant Branch Librarian —
Children's Services (974 o.c.).
The Commission received and fled the following:
a. Status of Temporary Employees Report for August 2013.
b. Non -Resident Report as of September 1, 2013.
C. Current Open -Competitive and Promotional Eligible Lists as of September
1, 2013.
d. Affirmative Action Report for August 2013.
e. Removal of names from active eligible list report for the month of August
2013.
f. Expiring eligible lists for the month of October 2013 — None.
g. Letter of August 29, 2013, from Mayor Jack E. Kirksey, regarding the
Livonia Fallen Heroes Monument and Nehasil Park renovations.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-124 RESOLVED, that having reviewed the memorandum of September
11, 2013, from Robert F. Biga, Human Resources Director, transmitting requests
for City of Livonia employees to donate vacation time to Laura Sieracki,
Custodian (RPT), the Civil Service Commission does hereby approve the
donation of vacation time which will be converted to an equivalent time off based
on Ms. Siemcki's rate of pay.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-125 RESOLVED, that having reviewed the letter of September 11,
2013, from Dawn Borregard, Assistant City Assessor, as approved for

submission by Jack E. Kirksey, Mayor, requesting to establish a new
classification of Level 4 Appraiser, the Civil Service Commission does hereby
approve the request to establish a new twenty (20) hour per week classification
of Level 4 Appraiser;
AND BE IT FURTHER RESOLVED, that the pay rale for this classification is a
flat rate of $45,000 per year for all hours worked, payable in equal bi-weekly
amounts of $1,730.77;
AND BE IT FURTHER RESOLVED, that the employee in this classification will
receive the same benefits as a twenty (20) hour per week, part-time classified
Civil Service employee;
AND BE IT FURTHER RESOLVED, that establishment of this classification is
due to the unique circumstances at this time;
AND BE IT FURTHER RESOLVED, that the Civil Service Commission will review
the matter again when the position becomes vacant in the future after the initial
hiring.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-126 RESOLVED, That having reviewed the Departmental
Correspondence of September 10, 2013, from Shadd A. Whitehead, Fire Chief,
requesting a step increase for Michael Valdez, Firefighter, and having received
documentation of prior related work experience for Mr. Valdez, the Civil Service
Commission does hereby approve an additional step increase for Michael
Valdez, Firefighter, to step 3, to be effective September 17, 2013.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
13-127 RESOLVED, That having reviewed the letter of September 3, 2013,
from Michael T. Slater, Director of Finance, requesting an open -competitive
examination for Account Clerk III and proposed qualification and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of this announcement, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in
the United Stales; and
2. Have a high school diploma or a valid equivalency certificate; and
3. Have five (5) years full-time paid work experience within the past ten (10)
years in the use of computer menus and entering of data on computer
terminals; experience with office machines and experience with Excel; and
4. Have had a minimum of three years of full-time paid accounting,
bookkeeping or related clerical experience, including experience with office

machines in the last five years; OR have had two (2) years of college
business courses or business school training; OR have an equivalent
combination of education and experience.
5. Possession of Bachelors Degree in Accounting or Finance from an
accredited college or university preferred above qualifications three and
four.
NOTE: Candidates are required to submit ORIGINAL HIGH SCHOOL DIPLOMA OR GED
CERTIFICATE AND/OR ORIGINAL DEGREE OR OFFICIAL TRANSCRIPTS at the
time of Interview.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -30% Interview -70%
A minimum of the top fifteen (15) qualified candidates with the highest passing scores on the
Written Test will be invited to the Interview. Candidates must pass the Written Test and the
Interview in order to be placed on the eligible list.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and adopted, it was
RESOLVED, that the meeting be adjourned at 5:45 p.m.
