HomeMy WebLinkAbout1313th CSC Meeting (October 16, 2013)131P REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 131P Regular Meeting of the Civil Service Commission was held on Wednesday, October 16, 2013. The meeting was called to order at 5:03 p.m. Members Present: Harry C. Tatigian, Chairman Charlotte S. Mahoney Ronald Reinke Also Present: Thomas Stadler, Sewer Maintenance Worker II Robert F. Biga, Human Resources Director Andrew Toth, Custodian (RPT) Derrick Washington, Personnel Analyst II Brian Wilson, Superintendent of Public Service Gretchen Guisbert, Secretary III Chairperson Tatigian welcomed Ron Reinke as the third and newest member of the Civil Service Commission and stated some people will remember him based on his vast experience with the City of Livonia and the County of Wayne and we are very fortunate to have him as a valued and qualified member of the Civil Service Commission. The Chairperson stepped down to second the following motion: Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was 13-128 RESOLVED, that the Minutes of the 1312th Regular Meeting held Tuesday, September 17, 2013, be approved as submitted. Mr. Tatigian resumed as Chairperson. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-129 RESOLVED, That having reviewed the letter of October 11, 2013, from Cadira Michalak, as approved for submission by Dennis Wright, City Treasurer, requesting additional family illness leave, the Civil Service Commission does hereby affirm the administrative approval of Ms. Michalak's request to use an additional six (6) eight (8) hour days for the calendar year 2013 from her sick bank to be charged as family illness. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-130 RESOLVED, That having reviewed the Departmental Correspondence of October 7, 2013, from David Kaul, as approved for submission by Shadd Whitehead, Fire Chief, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of an unpaid medical leave of absence for Mr. Kaul, not to exceed thirty (30) calendar days, with the understanding that Mr. Kaul is responsible during his unpaid medical leave of absence to pay the copayment for his medical insurance; Page 2 1313u Regular Meeting October 16, 2013 AND BE IT FURTHER RESOLVED, that should Mr. Kaul not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, he will be responsible to reimburse the City of Livonia for any cost for benefits paid for Mr. Kaul during his time off, in accordance with Section 25.6(c), Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Mr. Kaul's control. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-131 RESOLVED, That having reviewed the memorandum of September 23, 2013, from Derrick L. Washington, Personnel Analyst II, regarding the passing point for the written test for Police Service Aide (964A o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70 or 70% of the maximum raw score of 100 on the written lest for Police Service Aide (964A o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-132 RESOLVED, That having reviewed the memorandum of October 4, 2013, from Derrick L. Washington, Personnel Analyst II, regarding the passing point for the written lest for Police Officer (958 o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70 or 70% of the maximum raw score of 100 on the written test for Police Officer (958 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-133 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Electrical Inspector (976 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-134 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Equipment Operator II (1348 p.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-135 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Library Aide (1349 p.). The Commission received and fled the following: a. Status of Temporary Employees Report for September 2013. b. Non -Resident Report as of October 1, 2013. C. Current Open -Competitive and Promotional Eligible Lists as of October 1, 2013. d. Affirmative Action Report for September 2013. Page 1313u Regular Meeting October 16, 2013 e. Removal of names from active eligible list report for the month of September 2013. f. Council Resolution from the meeting of September 9, 2013, with minutes to be approved September 23, 2013: #283-13, confirming the appointment of Gregory G. Coppola, to the Economic Development Corporation for a six year term expiring June 7, 2019. g. Council Resolution #304-13, from the meeting of September 23, 2013, with minutes to be approved October 7, 2013: Accepting the proposal submitted by Great Lakes Employee Benefits, for providing prescription coverage with AmWINS Group Benefits, for all City of Livonia retirees, including those under age 65 and over age 65. h. Holidays for 2014. I. Expiring eligible list report for the month of November 2013 — Training Coordinator (Fire) (1338 p.). Andrew Toth, Custodian (RPT), was present at the meeting, and explained that he had been working in the classification of Sewer Maintenance Worker I temporary assignment for over two (2) years. He explained that he had very satisfactory reviews and they had all positive remarks. He further explained that he was applying for status in the classification of Sewer Maintenance Worker I to hopefully fill a position that should be vacant soon for which nobody else with status has signed. Mr. Tatigian indicated it appeared that both the Department and the Union support this request. Mr. Wilson agreed with Mr. Tatigian and stated Mr. Toth's supervisor has indicated he was doing a very good job beyond his probationary reports which were a while ago. His good work has continued. He asks questions. He shows initiative. He makes suggestions and is a great asset to the Section. Mr. Tatigian asked if there were any questions. There was a member of the audience who wished to speak. Tom Stadler, Sewer Maintenance Worker 11, stated he works with Mr. Toth and has for approximately two (2) years. He stated he felt obligated to tell the Commissioners what a great worker Mr. Toth is. Mr. Stadler explained his time working with Mr. Toth has always been good and he was always hard working and extremely dedicated. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-136 RESOLVED, That having reviewed the letter of October 2, 2013, from Andrew Toth, Custodian (RPT), as approved for submission by Kevin Maillard, Director of Public Works, requesting status as a Sewer Maintenance Worker I, and having discussion with Andrew Toth, Custodian (RPT); Brian Wilson, Superintendent of Public Service and Thomas Stadler, Sewer Maintenance Worker 11, the Civil Service Commission does hereby grant status to Mr. Toth as a Sewer Maintenance Worker I, based on the fact that he was on the expired eligible list for Sewer Maintenance Worker I for a period of approximately two (2) years and his job performance was rated satisfactory. Page 1313" Regular Meeting October 16, 2013 The request for a promotional examination for Sewer Maintenance Worker I and proposed qualifications and parts of examination and weights, was removed from the agenda at the request of the Department. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-137 RESOLVED, That having reviewed the letter of October 9, 2013, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard, Director of Public Works, requesting a ninety (90) day unpaid medical leave of absence for Laura Sieracki, Custodian, to commence upon the exhaustion of donated vacation time, the Civil Service Commission does hereby approve the request for an unpaid medical leave of absence for Ms. Sieracki to begin upon the exhaustion of all donated vacation time. Mr. Biga presented a memorandum to the Commission regarding the payroll system. Mr. Biga explained that there is an issue regarding input to the City payroll system from the Cartegraph system in the Department of Public Works. There is an edit check missing in the new version of Logos called NexGen that needs to be installed as soon as possible. Mr. Biga requested that until that is done, the Department of Public Works not make changes in their pay rates in the Cartegmph system until they get fully executed payroll certificates. Also, Mr. Biga recommended that we send a letter to the Finance Director advising him that this is a problem and requesting it be corrected because of the Commission's City Charter responsibility for verifying payroll. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-138 RESOLVED, That having reviewed the memorandum of October 14, 2013, from Robert F. Biga, Human Resources Director, regarding the approval of payrolls, and having discussion from Robert F. Biga, Human Resources Director, the Civil Service Commission does hereby accept the recommendation that the Department of Public Works not process any payroll changes without the appropriate paperwork and further recommends the Director of Finance notify the Commission when the issue with Logos has been corrected. Mr. Biga presented the letter of October 15, 2013, from Michael T. Slater, Director of Finance, requesting an open -competitive examination for Accountant 11. Mr. Biga explained there is a current eligible list for Accountant II (open -competitive) that was extended in July. Mr. Biga further explained the list was effective for one year which was due to expire in July, but at the request of the department, the list was extended. The department now has a vacancy and when they received the certification, they were a little surprised because they were given two of the same names they had received previously. Mr. Biga stated when he investigated; one of the two persons on the Accountant II eligible list had declined a regular position and should not have been certified. Mr. Biga stated he told Mr. Slater he received the wrong certification. He should get two new names plus one that he received previously. Mr. Slater was satisfied with that response. Mr. Biga clarified this request did not need any Civil Service Commission action. Page 5 1313u Regular Meeting October 16, 2013 Ms. Mahoney welcomed Ronald Reinke to the Civil Service Commission. Ms. Mahoney requested that Mr. Reinke act as the Civil Service Commission representative on the Retirement Board. Mr. Reinke stated he has had several conversations with two different individuals in the City administration regarding this matter. Mr. Tatigian stepped down to second the following motion: Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was 13-139 RESOLVED, That Ronald Reinke serve as the Civil Service Commission representative on the Board of Trustees of the Livonia Employees Retirement System. Upon a motion by Mr. Reinke, seconded by Ms. Mahoney, and adopted, it was RESOLVED, that the meeting be adjourned at 5:22 p.m. Gretchen Guisbert, Secretary III Harry C.
