CIVIL SERVICE COMMISSION
The 1316t' Regular Meeting of the Civil Service Commission was held on Wednesday, January
15, 2014. The meeting was called to order at 5:38 p.m.

Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was
14-01 RESOLVED, that the Minutes of the 1315th Regular Meeting held
Wednesday, December 4, 2013, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-02 RESOLVED, that having reviewed the letter of January 10, 2014,
from Maurine Leonard, Program Supervisor, as approved for submission by
Michael T. Slater, Director of Finance, requesting additional family illness leave,
the Civil Service Commission does hereby affirm the administrative approval of
Ms. Leonard's request to use an additional six (6) eight (8) hour days for the
calendar year 2014 from her sick bank to be charged as family illness.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-03 RESOLVED, that having reviewed the letter of January 3, 2014, from
David Kaul, Firefighter, as approved for submission by Shadd A. Whitehead, Fire
Chief, requesting an unpaid medical leave of absence, the Civil Service
Commission does hereby affirm the administrative approval of a thirty (30) day
unpaid medical leave of absence beginning January 8, 2014;
AND BE IT FURTHER RESOLVED, that should Mr. Kaul not return to work for at
least thirty (30) calendar days after the approved unpaid medical leave of
absence, he will be responsible to reimburse the City of Livonia for any cost for
benefits paid for Mr. Kaul during his time off, in accordance with Section 25.6(c),
Insurance Premium Payments, of the Civil Service Commission Rules and
Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not
returning to work are beyond Mr. Kaul's control.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-04 RESOLVED, That having reviewed the memorandum of December
4, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,

Human Resources Director, regarding the passing point for the written test for
Water Operations Mechanic 1 (1352 p.), the Civil Service Commission does hereby
affirm the administrative approval of the passing point of 70% out of a maximum
raw scare of 60 in the written test, or a score of 42.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-05 RESOLVED, That having reviewed the memorandum of December
4, 2013, from Derrick L. Washington, Personnel Analyst 11, to Robert F. Biga,
Human Resources Director, regarding the passing point for the written test for
Equipment Mechanic 1 (978 o.c.), the Civil Service Commission does hereby affirm
the administrative approval of the passing point of 56% out of a maximum score of
100 in the written test, or a score of 56.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-06 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Clerk -Typist II (Non-competitive)
Inspection Department.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-07 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Clerk -Typist II (Non-competitive)
Mayors Office.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-08 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Code Enforcement Officer
(975 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-09 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Level IV Appraiser (981 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-10 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Equipment Mechanic 1
(978 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-11 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Secretary 111 (1356 p.).

Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-12 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Police Service Aide (964A).
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-13 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Police Officer (958 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-14 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Water Meter Repairer III
(1357 p.).
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-15 RESOLVED, That that the Civil Service Commission does hereby
affirm the administrative approval of the eligible list for Water Operations
Mechanic 1 (1352 p.).
The Commission received and fled the following:
a. Status of Temporary Employees Report for December 2013.
b. Non -Resident Report as of January 1, 2014.
C. Current Open -Competitive and Promotional Eligible Lists as of January 1,
2014.
d. Affirmative Action Report for December 2013.
e. Removal of names from active eligible list report for the month of
December 2013.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-16 RESOLVED, That having reviewed the expiring eligible lists for the
month of February 2014 — Computer Administrator I (RPT) (951 o.c.) and
Accountant II (951 o.c.), the Civil Service Commission does hereby affirm the
administrative approval of an extension of the Accountant II (951 o.c.) eligible list
for six months to July 21, 2014.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-17 RESOLVED, That having reviewed the memorandum of December
19, 2013, from Brian Wilson, Superintendent of Public Service, and Kevin
Maillard, Director of Public Works, requesting a promotional examination for
Account Clerk III and proposed qualifications and parts of examination and

weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement are:
Employed in the Public Service Division of the Department of Public
Works; and
Have regular status as an Account Clerk II; and
Have a minimum of five (5) years' experience as an Account Clerk II.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -70% Departmental Rating —30%*
Candidates must pass the Written Test in order to be placed on the eligible list. Pursuant to
AFSCME Local 192, PROMOTIONS 20.B., in competitive examinations which include
departmental ratings, the departmental rating from 0 to 100 will count as 30% of the
examination, but a score under 70 will not disqualify the candidate from continuing the
process.
'In the event there is only one (1) qualified applicant, the Parts of Examination and Weights
will be 100% Departmental Rating.
Mr. Tatigian inquired as to the change in the qualifications to now require five years'
experience for the Account Clerk III and Account Clerk II promotional examinations. Brian
Wilson, Superintendent of Public Service, explained that the previous Account Clerk III
required five years and he was mirroring the qualification for the Account Clerk II
announcement. Derrick L. Washington, Personnel Analyst II, clarified that it wasn't on the last
Account Clerk III examination, but it was listed on the examination before that. Mr. Tatigian
inquired if it was inadvertently omitted from the last announcement. Mr. Washington
explained that it was likely removed to expand the pool of applicants.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-18 RESOLVED, That having reviewed the letter of December 19,
2013, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard,
Director of Public Works, requesting a promotional examination for Account
Clerk II and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:

This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:

Director of Public Works, requesting a promotional examination for Building
Maintenance Foreman, and proposed qualifications and parts of examination
and weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
1. Employed in the Department of Public Works; and
2. Have regular status as a Building Mechanic IV; and
3. Have a minimum of five (5) years' experience in the Building Maintenance
Section of the Public Service Division; and
4. Possess and maintain a mechanical contractors license or journeyman
electrician license from the State of Michigan; and
5. Possess and maintain a valid Michigan driver's license.
PARTS OF EXAMINATION AND WEIGHTS
Written Examination -30% Interview -40% Departmental Rating -30%'
Candidates must pass the Written Test, Interview and Departmental Rating in order to be
placed on the eligible list.

In the event there is only one qualified applicant for the position, the parts of examination and
Weights will be 100% Departmental Rating.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-20 RESOLVED, That having reviewed the memorandum of January 7,
2014, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard,
Director of Public Works, requesting an open -competitive examination for
Secretary I, and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
By closing date of the announcement, applicants must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or valid equivalency certificate; and
Have had a minimum of two (2) years responsible full-time paid work
experience as a Secretary or in a similar classification which involves word
processing (Part-time experience may be substituted for full-time
experience.); and
Have had a minimum of two (2) years full-time paid work experience
utilizing Microsoft Word.

The required minimum typing speed is 60 words per minute without error.
Applicants must pass the Written Test, Performance Test and Interview in order to be placed
on the eligible list.
Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was
14-21 RESOLVED, That having reviewed the letter of January 8, 2014,
from Donald Knapp, Jr., City Attorney, as approved for submission by Jack E.
Kirksey, Mayor, requesting a step increase for Eric S. Goldstein, Assistant City
Attorney II, the Civil Service Commission does hereby approve a step increase to
step 5 of the rate range for Mr. Goldstein, effective February 1, 2014.
Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was
14-22 RESOLVED, That having reviewed the memorandum of January
13, 2014, from Robert F. Biga, Human Resources Director, requesting an open-

competitive examination for Program Supervisor and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
By closing date of the announcement, applicants must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or valid equivalency certificate; and
Have either:
a. A minimum of five (5) years full-time paid experience in an
executive support assignment with an Associate's degree, or
b. A minimum of seven (7) years full-time paid administrative support
experience.
Have experience using Microsoft Office applications, especially word
processing and Excel spreadsheet. Experience with database
management is desirable.
Be able to generate Minutes of meetings using notes or recordings from
an electronic medium.
NOTE: Candidates are required to submit ORIGINAL high school diploma, GED certificate,
college degree or official transcripts at the time of the interview.
