Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
14-110 RESOLVED, that the Minutes of the 1323rd Regular Meeting held
Wednesday, August 20, 2014, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-111 RESOLVED, That having reviewed the Departmental
Correspondence of August 25, 2014, from Chris Fondaw, Firefighter, as
approved for submission by Shadd A. Whitehead, Fire Chief, requesting
additional family illness leave, the Civil Service Commission does hereby affirm
the administrative approval of Mr. Fondaw's request to use an additional three
(3) twenty-four (24) hour days for the calendar year 2014 from his sick bank to
be charged as family illness.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
14-112 RESOLVED, That having reviewed the letter of September S, 2014,
from Susan Hoff, Deputy City Clerk (RPT), requesting an extension of a leave of
absence from the classified service, the Civil Service Commission does hereby
affirm the administrative approval of an extension of a leave of absence from the
classified service for Ms. Hoff for one (1) year, commencing September 1, 2014,
pursuant to Civil Service Commission Rules and Regulations, RULE 16,
CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5
Appointment of an Employee in the Classified Service to a Position in the
Unclassified Service.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-113 RESOLVED, That having reviewed the letter of August 26, 2014,
from Brian Wilson, Superintendent of Public Service and Kevin L. Maillard,
Director of Public Works, requesting an extension of probation for Michael
Jodway, Custodian (RPT), the Civil Service Commission does hereby affirm the

administrative approval of a six (6) month extension of probation for Mr. Jodway
to April 8, 2015.
The Commission received and filed the following:
a. Status of Temporary Employees Report for August 2014.
b. Non -Resident Report as of September 1, 2014.
C. Current Open -Competitive and Promotional Eligible Lists as of September
1, 2014.
d. Affirmative Action Report for August 2014.
e. Removal of names from active eligible list report for the month of August
2014: None.
f. Council Resolutions from the meeting of August 6, 2014 with Minutes to be
approved August 18, 2014:
#235-14, concurring in and approving the rale increases for Parks and
Recreation temporary classifications for Levels 1 through 5, as well as for
the temporary classifications of College Co-op, High School Co-op, Police
Matron, Seasonal Clerk, Seasonal Laborer I, Seasonal Laborer II and
Student Page.
#237-14, concurring in and approving the recommended salary and benefit
changes for Non -represented employees, for the period December 1, 2013,
December 1, 2014, and December 1, 2015.
g. Council Resolution from the meeting of August 18, 2014, with Minutes to be
approved September 3, 2014:
#251-14, detennining to take no further action regarding the request from
the Human Resources Director and Secretary to the Livonia Employees
Retirement System, forwarding a request from Asset Strategies to prepare
a customer service proposal for a review of the City's Defined Contribution
Plan and the Deferred Compensation Plans.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-114 RESOLVED, That having reviewed the expiring eligible lists for the
month of October 2014 — Electrical Inspector (976 o.c.), Firefighter (960 o.c.), and
Systems Analyst II (977 o.c.), the Civil Service Commission does hereby affirm the
administrative approval to extend the Firefighter (960 o.c.) eligible list for six (6)
months to March 17, 2015.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-115 RESOLVED, That having reviewed the proposed Civil Service
Commission meeting schedule for 2015, the Civil Service Commission does
hereby approve the following schedule, with notification that Chairman Reinke
will not be able to attend the March 18, 2015 meeting, and is subject to change
with notice:

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-116 RESOLVED, That having reviewed the letter of August 26, 2014,
from Michael T. Slater, Director of Finance, requesting an open-competitive
examination for Chief Accountant, and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights, and will announce
the examination when requested by the Director of Finance per his request:
QUALIFICATIONS
1. Be a citizen of the United States or resident alien with the right to work in
the United States; AND
2. Have a Bachelor's Degree from an accredited college or university with a
major in Accounting, or an acceptable equivalent of experience and
training; AND
3. Have five (5) years of full-time paid supervisory experience in the field of
accounting within the last ten (10) years; AND
4. Have at least two (2) years of full-time paid work experience related to
governmental accounting.

PARTS OF EXAMINATION AND WEIGHTS
Excel Test -25% Assessment Center -75%
Candidates must pass the Excel Test and the Assessment Center in order to be placed on
the eligible list.
NOTE: Qualified applicants will be invited to the Excel Test. The top five (5) candidates with
a passing score on the Excel Test will be invited to the Assessment Center.
The Commission reviewed a letter, dated August 25, 2014, from Shadd A. Whitehead, Fire
Chief, and reviewed by Rob Domenzain, President, LFFU, regarding a request to approve a
new subsection to the Livonia Fire Department Rules and Regulations, Article 17, pertaining
to Grooming. The new section would be titled, "Tattoos, Body Art, Body Piercings (excluding
earlobes), Brandings, Intentional Scanning, Mutilation, or Other Body Modifications.'
The letter explains that the new policy closely follows the Livonia Police Department's
directive instituted in September 2008.
Upon a motion by Mr. Taligian, it was
RESOLVED, That having reviewed the letter of August 25, 2014, from
Shadd A. Whitehead, Fire Chief, and reviewed by Rob Domenzain, President,
Livonia Fire Fighters Union (LFFU), regarding the addition of a subsection under
Article 17, GROOMING, to the Livonia Fire Department Rules and Regulations,
the Civil Service Commission does hereby approve the addition of a new
subsection of Article 17, to be titled, "TATTOOS, BODY ART, BODY
PIERCINGS (EXCLUDING EARLOBES), BRANDINGS, INTENTIONAL
SCARRING, MUTILIATION, OR OTHER BODY MODIFICATIONS" to the
Livonia Fire Department Rules and Regulations.
The motion died for lack of support.
Chairman Reinke recommended and Ms. Mahoney agreed that the proposed new language
in Article 17 of the Livonia Fire Department Rules and Regulations should be submitted to the
Law Department for review prior to the point the Commission approves it. The Commission
then recommended the matter be brought back to the Commission atter it has been reviewed
by the Law Department.
The Commission received for file a letter of August 22, 2014, from Phillip D. Churchill, Jr.,
Blue Cross Blue Shield of Michigan Assistant General Counsel, notifying Robert F. Biga,
Human Resources Director, of a class action drug settlement from the Neurontin Settlement
claims Administrator.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-117 RESOLVED, That having reviewed the letter of September 11,
2014, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard,
P.E., Director of Public Works, requesting an open -competitive examination for
Custodian and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
By the closing date of this announcement, applicants must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or its equivalent; and
Possess and maintain a valid drivers license, and have an acceptable
driving record; and
Have a minimum of six (6) months full-time paid work experience
preferably custodial, janitorial, laborer or maintenance work; and
Be able to lift a minimum of fifty (50) pounds.
There will be a check of the applicant's driving record. If the information obtained is
unsatisfactory, the applicant may be eliminated from further consideration in the examination.

NOTE: The twenty-five (25) candidates with the highest passing score on the written
examination will be invited to the interview portion of the examination.
The Commission reviewed the memorandum of September 11, 2014, from Robert F. Biga,
Human Resources Director, regarding the approval of the City of Livonia Health
Reimbursement Arrangement Plan.
Robert Biga, Human Resources Director, explained the City has had reimbursement
programs for about 30 years. The City has both a dental reimbursement program and an
optical plan. Up until recently there haven't been any issues. Recently, with changes at the
federal level, the City's health care consultant recommended that we adopt a formal health
reimbursement arrangement plan so we protect our employees from potentially having to pay
income tax on the reimbursements that they receive. This action would keep the plan a
qualified plan in compliance with Internal Revenue Code sections 105 and 106.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-118 RESOLVED, That having reviewed the memorandum of
September 11, 2014, from Robert F. Biga, Human Resources Director,
requesting approval of the City of Livonia Health Reimbursement Arrangement
Plan, and having discussion with Robert Biga, Human Resources Director, the
Civil Service Commission does hereby approve the adoption of the City of
Livonia Health Reimbursement Arrangement Plan and submits same to City
Council for their review and consideration.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-119 RESOLVED, That having reviewed the letter of August 29, 2014,
from Michael T. Slater, Director of Finance, and Dan Putman, Director of
Information Services, requesting an open -competitive examination for Computer
Administrator I (RPT) and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of application, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in
the United States; and
2. Have Comp Tia A+ Certification or possess at least an Associate Degree
in a computer related field; and
3. Have knowledge of computer support, computer application software
support; Windows and Microsoft Office; and
4. Have a valid drivers license and an acceptable driving record.
PARTS OF EXAMINATION AND WEIGHTS
Performance Test -50% Interview -50%
The fifteen (15) applicants with the highest passing score on the performance test will be
invited to the interview. Candidates must pass the interview in order to be placed on the
eligible list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-120 RESOLVED, That having reviewed the letter of September 12,
2014, from Donald L. Knapp, Jr., City Attorney, requesting a promotional
examination for Chief Assistant City Attorney, and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:

Be employed in the Law Department; and
Have regular status as Assistant City Attorney III; and
Have at least ten (10) years' full-time paid law experience with the
Department of Law of the City of Livonia.

Candidates must pass the Departmental Rating in order to be placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-121 RESOLVED, That having reviewed the letter of September 12,
2014, from Donald L. Knapp, Jr., City Attorney, requesting a promotional
examination for Program Supervisor, and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
Be employed in the Law Department; and
Have regular status as Legal Steno 11; and
Have at least five (5) years' full-time paid experience with the Department
of Law of the City of Livonia.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was

September 17, 2014, from Robert F. Biga, Human Resources Director,
requesting an open -competitive examination for Personnel Clerk, and proposed
qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:

QUALIFICATIONS
By the closing date of the announcement, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in
the United States; and
2. Have a high school diploma or a valid equivalency certificate with
preference given to completion of an Associate Degree in Secretarial
Science or a related post -secondary diploma or degree; and
3. Have had a minimum of three (3) years current full-time paid secretarial or
administrative assistant work experience, with preference given to
experience in a Personnel or Human Resources Department; and
4. Have had a minimum of three (3) years current full-time paid work
experience using personal computers with Word processing, Excel
spreadsheets and Access data retrieval preferred.
PARTS OF EXAMINATION AND WEIGHTS
Interview -80% Performance Test (Computer) -20%
In the event the number of qualified applicants exceeds twenty (20), an evaluation of the
applications will be made and the twenty (20) applicants with the most appropriate and
responsible combination of experience and training will be invited to the performance test.
Candidates must pass the Interview and Performance test in order to be placed on the eligible
list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-123 That having reviewed the Civil Service Commission meeting
schedule for the remainder of 2014, the Civil Service Commission does hereby
approve to change the December 2014 Civil Service Commission meeting from
December 17, 2014 to December 10, 2014, with notice being given to all
employees and general public.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
