Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
14-137 RESOLVED, that the Minutes of the 1325'^ Regular Meeting held
Wednesday, October 15, 2014, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-138 RESOLVED, That having reviewed the memorandum of October
23, 2014, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, regarding the passing point for the written test for
Police Officer (958 C o.c.), the Civil Service Commission does hereby affirm the
administrative approval of the passing point of 70% out of a maximum total score
of 100 or a score of 70 on the written test for Police Officer (958 C o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-139 RESOLVED, That having reviewed the memorandum of November
6, 2014, from Robert Martin, Personnel Analyst I, to Robert F. Biga, Human
Resources Director, regarding the passing point for the written test for Personnel
Clerk (998 o.c.), the Civil Service Commission does hereby affirm the
administrative approval of the passing point of 70% out of a maximum of 200 or
a score of 140 on the written test for Personnel Clerk (998 o.c.).

The Commission received and filed the following:

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-148 RESOLVED, That having reviewed the expiring eligible lists for the
month of November 2014 — Code Enforcement Officer (975 o.c.) and Water
Operations Mechanic 1 (1352 p.), the Civil Service Commission does hereby affirm
the administrative approval to extend the Code Enforcement Officer (975 o.c.)
eligible list for six (6) months to May 19, 2015.
Mr. Biga explained the updated Livonia Fire Department Rules and Regulations, specifically
Article 17, 'TATTOOS, BODY ART, BODY PIERCINGS (EXCLUDING EARLOBES),
BRANDINGS, INTENTIONAL SCARRING, MUTILATION, OR OTHER BODY
MODIFICATIONS," at the direction of the Civil Service Commission from the September 17,
2014 Regular meeting, was referred to the Law Department for review, who indicated there
was no problem with the updated language other than some minor typographical errors, which
have since been corrected.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-149 RESOLVED, That having reviewed the updated Livonia Fire
Department Rules and Regulations, Article 17, 'TATTOOS, BODY ART, BODY
PIERCINGS (EXCLUDING EARLOBES), BRANDINGS, INTENTIONAL
SCARRING, MUTILATION, OR OTHER BODY MODIFICATIONS"), which were
reviewed by the Law Department at the direction of the Civil Service Commission
from the September 17, 2014 Regular meeting, are hereby approved by the Civil
Service Commission.

Mr. Biga explained to the Commission that the City of Livonia is self-insured for Workers'
Compensation benefits. The letter of October 20, 2014, from Michael T. Slater, Director of
Finance, as approved for submission by Jack E. Kirksey, Mayor, regarding Workers'
Compensation renewal is for the processing of our Worker's Compensation claims and
designating our insurance carrier for our Self -Insured Retention (SIR).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-150 RESOLVED, That having reviewed the letter of October 20, 2014,
from Michael T. Slater, Director of Finance, as approved for submission by Jack
E. Kirksey, Mayor, regarding Workers' Compensation Insurance renewal, the
Civil Service Commission does hereby approve the renewal of the contract with
Citizens Management, Inc., for the period December 1, 2014 through November
30, 2015, to provide the City with claims administration services; and approves
the execution of a contract with Midwest Employers Casualty Company, to
provide excess insurance coverage when losses from any one claim reaches
$750,000.
Chairman Reinke presented the letter of October 17, 2014, from Jack E. Kirksey, Mayor,
requesting Civil Service Commission concurrence with the Mayor's assignment of Director of
Administrative Service Dave Varga, to serve as Acting Superintendent of Parks and
Recreation, effective November 1, 2014.
Ms. Mahoney inquired why the Commission needed to approve the Mayor's appointment of
Mr. Varga into a temporary position. Mr. Biga explained that by the Civil Service Commission
Rules and Regulations, any temporary appointments have to be approved by the
Commission. With regard to normal routine items, the Civil Service Department staff
processes the employment paperwork. The Commission addresses appointments after six
(6) months. In those cases, the Commission needs to review an extension of temporary
employment. In this case, it is a Department Head position and this is a temporary
appointment, it is being brought to the Commission's attention. Also, this is unusual in that
Mr. Varga is not a classified Civil Service employee; he is an unclassified employee. If
someone were to be hired off the street as a temporary Superintendent, they would not have
benefits because they do not have status. Mr. Varga is in an unusual circumstance. He is an
appointee. Appointees do not have Civil Service status. As an appointee Mr. Varga has
benefits. As long as the Mayor doesn't back -fill his position, Mr. Varga will still be the Director
of Administration and he still has the benefits of that classification. Should that position be
back-filled, Mr. Varga could lose his benefits, since he would be a temporary employee.
Civil Service Rule 16.4(c)(3) provides that temporary employees "...acquire no permanent
rights, title or interest to the position to which the employee has been appointed." This means
the temporary employee does not receive benefits while employed in a temporary capacity.
Ms. Mahoney inquired if the Superintendent of Parks and Recreation is normally under the
purview of the Parks and Recreation Commission, why were they not approving this. Mr. Biga
stated the City Attorney has rendered an internal opinion to the Mayor that he has the right to
make an appointment to this position. Ms. Mahoney clarified that the Mayor was appointing

Mr. Varga as Acting Superintendent of Parks and Recreation, which is a temporary
assignment. Mr. Biga stated the question is who should be making the appointment. Ms.
Mahoney stated the Parks and Recreation Commission wasn't even copied on the
memorandum that was done. She stated if she sat on the Parks and Recreation Commission
she might be a little upset. Mr. Tatigian stated the Civil Service Commission approval is
limited to the appointment being on a temporary appointment basis, subject to the provision
that the benefits Mr. Varga is receiving are due to the position he is vacating and not by virtue
of this temporary position. Mr. Tatigian also thought they should include in the approving
resolution the fact that Mr. Trudell will be continued as a temporary Superintendent through
October 31, 2014.
Mr. Tatigian recommended the Human Resources Director discuss this matter further with the
Mayor indicating, that he, for one, would like to see a permanent appointment made by the
Parks and Recreation Commission.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-151 RESOLVED, That having reviewed the letter of October 17, 2014,
from Jack E. Kirksey, Mayor, requesting Civil Service Commission concurrence
with his assignment of Director of Administrative Services Dave Varga to serve
as Acting Superintendent of Parks and Recreation, effective November 1, 2014,
and having discussion with Robert F. Biga, Human Resources Director, the Civil
Service Commission does hereby approve the assignment of Director of
Administrative Service Dave Varga, to serve as Acting Superintendent of Parks
and Recreation, effective November 1, 2014.
Mr. Biga stated he advised the Mayor that the assignment of Mr. Varga to Acting
Superintendent of Parks and Recreation, technically is not a promotion by Civil Service
Commission Rules, but a transfer from the Director of Administrative Services, to the Acting
Superintendent of Parks and Recreation. Therefore, it would not be subject to the 4% pay
increase rule that is listed in the Compensation Plan. The 4% Rule is, in the event of a
promotion, an employee is supposed to get the nearest step or half-step in the classification's
pay rate that provides approximately a 4% pay rate increase. Mr. Biga stated he was
recommending this. This is not covered under the Compensation Plan. This is an unusual
circumstance. We have never had someone from the unclassified service go into a classified
position on a temporary basis.
Ms. Mahoney stated it may lead us to some interesting decisions in the future.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-152 RESOLVED, That having reviewed the letter of November 7, 2014,
from Jack E. Kirksey, Mayor, requesting a pay rate of $42.52 per hour for David
Varga as the Acting Superintendent of Parks and Recreation, effective
November 1, 2014, and having discussion with Robert F. Biga, Human
Resources Director, the Civil Service Commission does hereby approve the rate
of $42.52 per hour for Mr. Varga as the Acting Superintendent of Parks and
Recreation, effective November 1, 2014.

Curtis Caid, Police Chief, was present at the meeting to discuss his request for an open -
competitive examination for Program Supervisor. Chief Caid explained request was outlined
in a memorandum from Mr. Washington. Chief Caid stated this was a position that is being
transitioned from a sworn officer to a civilian Property Room Manager. This continues the
effort to analyze positions that we have inside the building and utilize non -sworn personnel in
positions versus having sworn officers in those positions and put those sworn personnel on
the road.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-153 RESOLVED, That having reviewed the letter of November 12,
2014, from Curtis Caid, Police Chief, requesting an open -competitive
examination for Program Supervisor, and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
Be a citizen of the United States or a resident alien with the right to work in
the United States; and
Be at least 21 years old; and
Have a high school diploma or a valid equivalency certificate; and
Must have obtained an Associate's Degree in any discipline; and
Within the last seven (7) years, have either:
(a) A minimum of four (4) years of prior experience as a sworn law
enforcement officer; or
(b) A minimum of five (5) years of prior experience as a manager of
Police property/evidence/impound/seized assets of a policy agency;
and
Have two (2) years full-time work experience creating reports and other relevant
documents; and
Have two (2) years full-time work experience in inventory completion and
oversight of the security and distribution of seized property and/or evidence.
Prior experience utilizing CLEMIS property/impound modules.
NOTE: Employee in this position must submit to random drug screens.

The Commission reviewed a letter of November 6, 2014, from Mark Taormina as approved for
submission by Mayor Kirksey, to create a classification of Economic Development
Coordinator and a proposed salary range for the classification.
Mr. Biga stated years ago there was a Civil Service classification titled Industrial Development
Coordinator. More recently there was an appointed classification of Economic Development
Director that was created by City Council. By City Charter this classification should have
been a classified Civil Service position. He indicated to the Mayor that if the position was to
be filled again, it had to be a classified Civil Service position or the Mayor would need to
create a whole department. This is why it's being presented, as a new classification of
Economic Development Coordinator. Money for this position was budgeted and the proposal
has been brought to the Commissioners to establish the classification. Ms. Mahoney inquired
if City Council had to approve it after the Civil Service Commission approves it. Mr. Biga
confirmed they do. The City Council has approved the budget. The City Council will need to
affirm the creation of the classification and the pay rate. Once the classification is approved,
the matter will return to the Commission to establish the qualifications and Parts of
Examination and Weights forlhe examination.
Mr. Tatigian stated he thought the Commission approved an increase in salary for
Mr. Taormina so that he would handle both jobs. Mr. Tatigian stated it was a substantial pay
raise. Ms. Mahoney stated the increase in his salary base was based on the fact that he was
handling two jobs. So once this new classification is created, does his job go back to the old
salary base? Mr. Biga stated once the classification is filled, the Mayor could be asked what
his intent is. Ms. Mahoney said that it didn't mean that the decision can't be made that the
rate for the current position is still proper. She believed it was important to ask the question at
the appropriate time.
Mr. Biga recommended the Commission approve the creation of the classification and then
ask that question as a separate resolution. Mr. Biga stated the Commission could expect
some discussion on the second issue. On this resolution, there was a maximum pay rate that
was created and then we back into the salary grade. The salary grade was established with
4% between steps. That's how the salary schedule was put together.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-154 RESOLVED, That having reviewed the letter of November 6, 2014,
from Mark A. Taormina, AICP, PCP, as approved for submission by Jack E.
Kirksey, Mayor, requesting to establish a new job classification of Economic
Development Coordinator, and having had discussion with Robert F. Biga,
Human Resources Director, the Civil Service Commission does hereby approve
the establishment of a new classification of Economic Development Coordinator,
with a 5 -step salary range, having a 4% differential between steps, of $55,556.80
to $65,000.00.
Chairman Reinke asked if there should be a resolution regarding the question of the salary of
the Planning Director. Ms. Mahoney wasn't sure if it was a resolution or if it was a request for
information to be brought back to them on. She stated maybe there are other things that the
Planning Director is doing that warrants the current salary. Mr. Tatigian thought they could

ask the question of whether the Planning Director's salary, in view of the creation of the
Economic Development Coordinator, should be reviewed.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-155 RESOLVED, That pursuant to Civil Service Resolution #14-154,
which approved the creation of a new classification of Economic Development
Coordinator, the Civil Service Commission recommends a review of the Planning
Directors salary, and requests a report and recommendation from the Human
Resources Director regarding this matter.
Mr. Biga explained that Michael T. Slater, Finance Director, is requesting the creation of a
new classification titled Purchasing Manager. Mr. Biga stated the position is budgeted and
Mr. Slater is requesting a certain salary range. In discussing the salary range with Mr. Slater,
Mr. Slater used a 4 -step salary range, which is actually three (3) years to reach the maximum.
Mr. Biga stated that the Administrative and Professional classifications have a 5 -step salary
range. Mr. Biga stated this should be a 5 -step salary range, not a 4 -step.
Mr. Biga stated Mr. Slater used approximately a 3-1/2°k differential between steps. The
Compensation Plan calls far 4%. Typically, you only have one chance to do this right and that
is when you create the classification. Once the classification is established you don't know
what's going to happen in the future with pay rales. What has happened in the past is there
have been across the board step adjustments and percentage increases. If there are only
percentage increases, you never have a problem. However there have been a couple of
situations, where Flat cents per hour increases have been made. These destroy the
percentage differential between steps. Mr. Biga stated he told Mr. Slater that. Mr. Slater was
not able to be here at this meeting. Mr. Biga recommended the Commission keep the 4%
steps, especially when they are creating a new classification.
Mr. Tatigian asked how the City has gotten along without a Purchasing Manager up until now.
Ms. Mahoney asked if Mr. Slater was doing this himself and Mr. Biga explained that he was.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-156 RESOLVED, That having reviewed the letter of November 10,
2014, from Michael T. Slater, Director of Finance, as approved for submission by
Jack E. Kirksey, Mayor, requesting to establish a new classification of
Purchasing Manager, and having discussion with Robert F. Biga, Human
Resources Director, the Civil Service Commission does hereby approve the
establishment of a new classification of Purchasing Manager, with a 5 -step
salary range, having a 4% differential between steps, of $63,897.60 to
$74,984.00.
Brian Wilson, Superintendent of Public Service, requested an open -competitive examination
for Public Service Worker I. He explained that after many months of discussion with
AFSCME Union Local 192, the classification was established. Now there is an opportunity to
announce Public Service Worker I and later on the Agenda, the Public Service Worker 11

classifications. He further explained these classifications will replace many old classifications.
He stated they had originally submitted a letter requesting a promotional and an open -
competitive examination for Public Service Worker I. After having discussion with Derrick
Washington, all employees will meet the qualifications in an open -competitive examination
and no one would be excluded, so they only really needed to announce an open -competitive
examination.
Mr. Reinke asked if employees chose not to sign up for the open -competitive examination,
what happens. Mr. Wilson advised that the affected employees are in the Custodian
classification. Mr. Washington stated that Mr. Wilson and he were talking and they could
have as many as 200 applicants for this test. He said he suggested instead of doing the 75 -
pound lifting test at the written lest, that it be conducted on the day of the interview. Ms.
Mahoney asked if that really made sense. Mr. Biga wasn't sure how people would come
dressed for an interview. If people are told they will have to do a lift test with 75 pounds, at a
written test they can dress however they choose. Mr. Biga stated he could see having a 75 -
pound weight lift test before going in to a written test. Mr. Washington stated he thought this
weight lifting test could add an hour or two to the timeframe at a written test given at night.
He further stated most people applying for this position would show up in work clothes and we
will have it in the letter inviting them to the interview, to be prepared to do a 75 -pound lift. Mr.
Washington stated if the Commission wanted this test to be done at the written test, he could
do that. Ms. Mahoney inquired who would be responsible if someone strained their back
while doing the 75 -pound weight lift. Mr. Biga stated there is a waiver they will sign ahead of
time.

14-157 RESOLVED, That having reviewed the letter of November 12,
2014, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard,
P.E., Director of Public Works, requesting an open -competitive examination for
Public Service Worker I and proposed qualifications and parts of examination
and weights, and having discussion with Brian Wilson, Superintendent of Public
Service; Robert Biga, Human Resources Director; and Derrick L. Washington,
Personnel Analyst II, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
Be a citizen of the United States or a resident alien with the right to work
in the United States; and
Have a high school diploma or valid equivalency certificate; and
Have a minimum of one year of paid work experience; and
Are eligible for a Temporary Instruction Permit (TIP), or have a valid
Group 'A' Commercial Driver's License with Air Brake; and
Have or be eligible for a valid Industrial Truck Driving Permit for operation
of a forklift; and
Be able to lift a minimum of seventy-five (75) pounds.

NOTE: An employee in this classification is subject to all requirements of the Federal
Omnibus Transportation Employee Testing Act of 1991, as amended.
PARTS OF EXAMINATION AND WEIGHTS

Background Investigation — Pass/Fail
A maximum of twenty (20) qualified applicants with the highest passing score on the Written
Test will be invited to the Interview part of the examination. Candidates must pass the Written
Test, Interview, pass a performance test demonstrating that they are able to lift 75 pounds,
and the Background Investigation in order to be placed on the eligible list.
Agenda item Number 11 (the request for a promotional examination for Public Service Worker
I and proposed qualifications and parts of examination and weights), has been removed at
the request of Brian Wilson, Superintendent of Public Service.
Brian Wilson, Superintendent of Public Service, stated that for the promotional examination
for Public Service Worker II, it is an opportunity for all employees who are now Public Service
Worker I's, of which there are many, to promote to Public Service Worker II.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-158 RESOLVED, That having reviewed the letter of November 12,
2014, from Brian Wilson, Superintendent of Public Service and Kevin Maillard,
P.E., Director of Public Works, requesting a promotional examination for Public
Service Worker II and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
Applications will only be accepted from employees of the City of Livonia who, by the closing
date of this examination, are:
Employed in the Department of Public Works; and
Have regular status as a City employee; and
Have at least three (3) years of experience as a Construction Worker,
Equipment Operator, Water Operations Mechanic, Water Meter Repairer,
Sewer Maintenance Worker, Sign Maintenance Worker or Park
Maintenance Worker.
Possess and maintain a valid Group "A" Commercial Drivers License with

NOTE: Candidate must pass the Performance Test and Departmental Rating in order to
be placed on the eligible list.
The Performance Test will consist of the operation of a backhoe and lifting of a 75 -pound
object.
Mr. Biga explained that the original proposed qualifications required an employee to have
regular status as a Public Service Worker I, which brought to his mind, that none of our
employees will have status as a Public Service Worker I, because the classification was just
created. For this examination the qualifications read that an applicant needed regular status
as an employee. Mr. Biga recommended the existing employees in the classifications that
were consolidated into the Public Service Worker I be given regular status in that
classification as one resolution from the Civil Service Commission.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-159 RESOLVED, That having discussion with Robert Biga, Human
Resources Director, regarding the qualifications for the Public Service Worker II
promotional examination, the Civil Service Commission does hereby approve
granting status as Public Service Worker I, to all regular employees whose
classifications were consolidated into the new classification.
Mr. Biga stated there are requests from employees to donate vacation time to Mr. Patrick
O'Donnell, Building Inspector, who is a new employee without much sick time in his bank. Mr.
O'Donnell has returned to work, but the donated time will provide him compensation for the
time he was off work. Mr. Tatigian stated the generosity of City employees amazed him.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
14-160 RESOLVED, That having reviewed the memorandum of November
13, 2014, from Robert F. Biga, Human Resources Director, transmitting letters
from employees requesting to donate vacation time to Patrick O'Donnell,
Building Inspector, the Civil Service Commission does hereby approve the
donation of vacation time which will be converted to an equivalent time off based
on Mr. O'Donnell's rate of pay.
Derrick L. Washington, Personnel Analyst II, stated that in regard to the qualifications for
Library Aide I, he stated he decreased the number of applicants that would interview from
twenty (20) down to fifteen (15) to give the interview panel more time to look at the fifteen (15)
candidates.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-161 RESOLVED, That having reviewed the letter of October 28, 2014,
from Toni LaPorte, Acting City Librarian, requesting an open -competitive
examination for Library Aide I, and proposed qualification and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
1. Be a citizen of the United States or a resident alien with the right to work in
the United States; and
2. Possess a high school diploma or its equivalent; and
3. Have completed at least two (2) years (60 semester credit hours) at an
accredited college or university; and
4. Have experience in the use of computers or word processing equipment.
NOTE: CANDIDATES MUST PRESENT ORIGINAL HIGH SCHOOL DIPLOMA AND/OR
COLLEGE TRANSCRIPTS AT TIME OF INTERVIEW.

A minimum of the top fifteen (15) candidates with the highest scores on the written test will be
invited to the interview portion of the examination. Candidates must pass the written test and
the interview in order to be placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
14-162 RESOLVED, That having reviewed the memorandum of November
18, 2014, from Jan Patterson, Personnel Clerk, to Robert F. Biga, Human
Resources Director, regarding the expiration of the Equipment Operator 1
(1282 p.) eligible list, the Civil Service Commission does hereby allow the
Equipment Operator 1 (1282 p.) eligible list to expire.
Chairman Reinke thanked the Civil Service Department staff, Mr. Biga, Mr. Washington, Ms.
Guisbert and his fellow Commissioners for working with him for the last fifteen (15) months or
so. He stated he submitted his resignation as a member of the Civil Service Commission to
the Mayor today, effective Friday, November 21, 2014. Mr. Reinke stated as of November 22,
2014, he will no longer be a resident of the City of Livonia. He stated it has been a pleasure

to be affiliated with the City of Livonia for about 40 years and he will still consider Livonia as
his hometown, but it was time for a new phase in his life, so he wanted to thank everyone.
Mr. Tatigian expressed the Commission's sincere appreciation of Mr. Reinke's fine service on
the Civil Service Commission, as well as on the Board of Trustees.
Ms. Mahoney stated their next meeting, December 10, 2014, will be a meeting with just two
Commissioners, unless the Mayor makes an appointment before that time. Ms. Mahoney
asked if there was no appointment made by December 10th, which of the two Commissioners
would end up chairing the December meeting. Mr. Biga stated it was his opinion, based on
the Charter, the Commissioner whose term of office is next to expire, which would be Ms.
Mahoney, as Chair, Pro -Tem. Whoever takes Mr. Reinke's position, will be Chair, even
though there is only one year left, because that tens is next to expire.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
RESOLVED, that the meeting be adjourned at 6:39 p.m.
