Chairperson Pro -Tem Mahoney stepped down to second the following motions:
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-01 RESOLVED, that the Minutes of the 1326'^ Regular Meeting held
Wednesday, November 19, 2014, be approved as submitted.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-02 RESOLVED, That having reviewed the memorandum of November
24, 2014, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, regarding the passing point for the written test for
Computer Administrator I (RPT) (997 o.c.), the Civil Service Commission does
hereby affirm the administrative approval of the passing point of 50% out of a
maximum total score of 40 or a score of 20 on the written test for Computer
Administrator I (RPT) (997 o.c.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-03 RESOLVED, That having reviewed the memorandum of November
24, 2014, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, regarding the passing point for the written test for
Custodian (996 o.c.), the Civil Service Commission does hereby affirm the
administrative approval of the passing point of 70% out of a maximum of 60 or a
score of 42 on the written test for Custodian (996 o.c.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-04 RESOLVED, That having reviewed the memorandum of November
24, 2014, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, regarding the passing point for the written test for
Police Service Aide (964C o.c.), the Civil Service Commission does hereby affirm
the administrative approval of the passing point of 70% out of a maximum of 100
or a score of 70 on the written test for Police Service Aide (964C o.c.).

Upon a motion by Mr. Taligian, seconded by Ms. Mahoney, and adopted, it was
15-05 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Police Service Aide (964C o.c.).
Upon a motion by Mr. Taligian, seconded by Ms. Mahoney, and adopted, it was
15-06 RESOLVED, That the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Computer Administrator I (RPT)
(997 o.c.).
The Commission received and fled the following:
a. Status of Temporary Employees Report for November 2014.
b. Non -Resident Report as of December 1, 2014.
C. Current Open -Competitive and Promotional Eligible Lists as of December
1, 2014.
d. Affirmative Action Report for November 2014.
e. Removal of names from active eligible list report for the month of
November2014: None.
f. Council Resolution from the meeting of November 5, 2014 with Minutes to
be approved November 17, 2014:

g. Council Resolutions from the meeting of November 17, 2014, with Minutes
to be approved December 1, 2014:
#342-14, approving the appointment of James Joseph Jolly as Substitute
Magistrate of the 16th District Court effective October 20, 2014, and
extending to November 30, 2014, and approves a per hour compensation of
$40.00 per hour and a flat $50.00 fee per call for after-hours search warrant
issuance for the Substitute Magistrate, with no additional fringe benefits.
#349-14, regarding the issue of the vacancy of the City Clerk position,
referring the matter to the Committee of the Whole for its report and
recommendation.
h. Expiring eligible lists for the month of January 2015 — Custodian (967 o.c.)
and Equipment Mechanic 1 (978 o.c.).
Upon a motion by Mr. Tatigian seconded by Ms. Mahoney, and adopted, it was
15-07 RESOLVED, that having reviewed a letter of December 4, 2014,
from Daniel Homing, Police Officer, as approved for submission by Curtis Caid,
Police Chief, requesting a waiver of the residency requirement, the Civil Service
Commission does hereby grant a request for a waiver of the residency
requirement for Police Officer Horning until further notice.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-06 RESOLVED, that having reviewed a letter of December 5, 2014,
from Jeffrey Geldhof, Police Officer, as approved for submission by Curtis Caid,
Police Chief, requesting a waiver of the residency requirement, the Civil Service
Commission does hereby grant a request for a waiver of the residency
requirement for Police Officer Geldhof until further notice.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-09 RESOLVED, that having reviewed a letter of December 5, 2014,
from Colin Williams, Police Service Aide, as approved for submission by Curtis
Caid, Police Chief, requesting a waiver of the residency requirement, the Civil
Service Commission does hereby grant a request for a waiver of the residency
requirement for Police Service Aide Williams until further notice.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-10 RESOLVED, that having reviewed the memorandum of December
9, 2014, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga,
Human Resources Director, requesting a promotional examination for Secretary
II and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve the following qualifications and parts
of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the time of
application, have regular status as a Clerk -Typist II and are employed in the Department of
Administrative Services.
PARTS OF EXAMINATION AND WEIGHTS
Performance Test — 40% Departmental Rating — 60
Typing — Minimum 60 wpm
NOTE: Candidates must pass the Performance Test and Departmental Rating in order to be
placed on the eligible list.
Mr. Biga explained that in Civil Service Commission Rule 22.2, Re-employment of a Retiree,
when an employee retires and is subsequently re-employed by the City, the rehired retiree
receives the better of the two medical benefits or life insurance policies. The former
employee cannot receive insurance benefits as both an employee and a retiree.
Mr. Biga stated the Rule does not address when the re-employed retiree retires. Does the
employee receive the old benefit plus the new benefit? Or does the employee receive the
new benefit alone? It makes more sense to say the retiree takes the better of the two. One

caution Mr. Biga had is there are several Police Sergeants who have a contractual benefit
that is $3,500 and now they are back working for the City. When they retire, since they are
now in a civilian position, they are in a classified position that is non -represented. Non -
represented employees who retire receive a $5,000 life insurance policy. If the employee
receives the better of the two life insurance policies, he is sure they would rather take the
$5,000 vs. the $3,500. Since their original benefit was a contractual benefit, they could argue
that they should receive both life insurance benefits. Mr. Biga was not suggesting that should
occur, he would rather see that retirees who are rehired receive the better of the two benefits.
Mr. Biga inquired what would occur if the Union benefit were to exceed the non -represented
employee benefit. Would the employee still want both of the benefits? If it is decided in
these circumstances that the employee receives the better of the two, there is no duplication
of benefit and this matter is covered. Mr. Tatigian requested that the Civil Service
Commission Rule be amended to that effect.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-11 RESOLVED, That having reviewed the memorandum of December
10, 2014, from Robert F. Biga, Human Resources Director, regarding Life
Insurance Coverage for Retirees, and having discussion with Mr. Biga, the Civil
Service Commission does hereby amend Civil Service Commission Rule 22.2
Re-employment of a Retiree, to reflect if an employee retires, is subsequently
rehired and retires again, should the employee be eligible for a retiree life
insurance benefit based on both terms of employment, the employee will receive
only the greater life insurance benefit.
Mr. Biga updated the Commission on the status of the Human Resources Director
examination.
As a result of Ron Reinke's resignation from the Civil Service Commission and the Livonia
Employees Retirement System Board of Trustees, Chairperson Mahoney recommended that
Mr. Tatigian fill the vacancy on the Board of Trustees as the Commission representative.
Chairperson Pro -Tem Mahoney stepped down to make the following motion:
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and adopted, it was
15-12 RESOLVED, That the Civil Service Commission does hereby
approve the appointment of Harry C. Tatigian as the Civil Service Commission
representative for the Livonia Employees Retirement System Board of Trustees.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
RESOLVED, that the meeting be adjourned at 6:45 p.m.
