CIVIL SERVICE COMMISSION
The 1333rd Regular Meeting of the Civil Service Commission was held on Tuesday, June 16,
2015. The meeting was called to order at 6:05 p.m. by Ms. Mahoney, Acting Chairman.

Mr. Cambridge was unable to attend the meeting; therefore, Ms. Mahoney, Acting Chairman,
stepped down to second all the motions for the meeting.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-92 RESOLVED, that the Minutes of the 1332nd Regular Meeting held
Wednesday, May 20, 2015, be approved as submitted.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-93 RESOLVED, that having reviewed the letter received on May 29,
2015, from Brian Tutor, Public Service Worker II, as approved for submission by
Brian Wilson, Superintendent of Public Service and Kevin L. Maillard, P.E.,
Director of Public Works, requesting additional family illness leave, the Civil
Service Commission does hereby affirm the administrative approval of Mr. Tutor's
request to use an additional six (6) eight (8) hour days for the calendar year 2015
from his sick bank to be charged as family illness.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-94 RESOLVED, that having reviewed the letter of May 28, 2015, from
Alex Bishop, CBO, Director of Inspection, requesting an extension of a leave of
absence from the classified service, the Civil Service Commission does hereby
affirm the administrative approval of an extension of a leave of absence from the
classified service for Mr. Bishop for one (1) year, commencing June 1, 2015,
pursuant to Civil Service Commission Rules and Regulations, RULE 16,
CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5,
Appointment of an Employee in the Classified Service to a Position in the
Unclassified Service.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-95 RESOLVED, that having reviewed the letter of June 1, 2015, from
Judith M. Priebe, Director of Legislative Affairs, requesting an extension of a leave
of absence from the classified service, the Civil Service Commission does hereby
affirm the administrative approval of an extension of a leave of absence from the
classified service for Ms. Priebe for one (1) year, commencing June 14, 2015,
pursuant to Civil Service Commission Rules and Regulations, RULE 16,
CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5,
Appointment of an Employee in the Classified Service to a Position in the
Unclassified Service.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-96 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Accountant 1 (1373 p.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-97 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Economic Development
Coordinator (1006 o.c.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-96 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Police Officer (1332 p.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-99 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Equipment Mechanic Trainee
(1011 o.c.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-100 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of a four (4) month extension of probationary period for
Courtney Williamson, Personnel Clerk, from July 6, 2015 to November 6, 2015.
The Commission received and fled the following:
a. Status of Temporary Employees Report for May 2015.
b. Non -Resident Report as of June 1, 2015.
C. Current Open -Competitive and Promotional Eligible Lists as of June 1,
2015.
d. Affirmative Action Report for May 2015.

e. Council Resolutions from the meeting of May 18, 2015, with minutes to be
approved June 1, 2015:
#138-15, approving the reappointment of Kenneth Hale, to the Board of
Directors of the Economic Development Corporation of the City of Livonia
for a six-year term expiring June 7, 2021.
#139-15, approving the reappointment of Charlotte Mahoney, to the Board
of Directors of the Economic Development Corporation of the City of Livonia
for a six-year term expiring June 7, 2021.
#140-15, approving the reappointment of Kathleen McIntyre, to the City
Planning Commission of the City of Livonia for a three-year term expiring on
June 9, 2018.
#141-15, approving the reappointment of Carol Smiley, to the City Planning
Commission of the City of Livonia for a three-year term expiring on June 9,
2018.
#142-15, approving the reappointment of Ian Wilshaw, to the City Planning

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-101 RESOLVED, That having reviewed the expiring eligible list for the
month of July 2015 — Account Clerk II (987 o.c.), the Civil Service Commission
does hereby affirm the administrative approval to extend the Account Clerk II
(987 o.c.) eligible list for six (6) months to January 28, 2016.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-102 RESOLVED, That having reviewed the letter of June 3, 2015, from
Janice Babich, Police Dispatcher, as approved for submission by Curtis Caid,
Police Chief, requesting a waiver of the residency requirement, the Civil Service
Commission does hereby grant a request for a waiver of the residency
requirement for Ms. Babich until further notice.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-103 RESOLVED, That having reviewed the memorandum of May 13,
2015, from Robert Martin, Personnel Analyst I, requesting an increase in wages for
Temporary classifications affected by the increase in the Stale of Michigan
Minimum Wage law, the Civil Service Commission does hereby approve an
increase in wage rates to be effective January 1, 2016, for the temporary
classifications of College Co-op, High School Co-op, Police Matron, Seasonal
Clerk, Seasonal Laborer I, Seasonal Laborer II, Student Page and Library Page,
as indicated on the memorandum from Mr. Martin, and submits same to City
Council for their review and consideration.
Ms. Maier staled there is a request to amend the Parts of Examination and Weights for the
Water 8 Sewer Supervisor (1014 o.c.) examination. This is due to the fad that there were
three (3) individuals that applied and only one (1) of them qualified. The other two (2)
candidates did not qualify.
Mr. Tatigian asked if this was an open -competitive or a promotional examination.
Mr. Washington stated this was an open -competitive examination. This position was
advertised in the usual manner.
Mr. Tatigian asked if this was unusual for an open -competitive examination. Mr. Washington
stated the S-1 license requirement has led to a situation whereby only one (1) applicant met
the qualifications. Mr. Washington stated he was asking the Commission to certify the one (1)
candidate that is qualified because there were not three (3).
Ms. Maier stated the qualified individual is in the position temporarily. Mr. Washington clarified
that this was an open -competitive examination and the qualified individual was from outside
the City and he has been temporarily employed in DPW until the position was filled. The
individual applied to the open -competitive examination and he has the qualifications.

Ms. Mahoney asked if this had ever been done before and Mr. Washington stated that a
special circumstance was approved for the Police Department. The Department agreed to
accept one candidate and they will interview him and the Department is confident he will be
hired.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-104 RESOLVED, That having reviewed the memorandum of June 15,
2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C.
Maier, SPHR, Human Resources Director, requesting an amendment to the Parts
of Examination and Weights for the Water & Sewer Supervisor (1014 o.c.)
examination, and having had discussion with Denise C. Maier, SPHR, Human
Resources Director and Derrick L. Washington, SPHR, Personnel Analyst II, the
Civil Service Commission does hereby approve amending the Parts of
Examination and Weights from one hundred percent interview to one hundred
percent departmental review.
Ms. Maier stated she thought the letter of June 12, 2015, from Brian Wilson, Superintendent of
Public Service and Kevin Maillard, Director of Public Works, requesting an extension of
temporary employment for two (2) Equipment Mechanic Trainees, was being pulled from the
agenda. Ms. Maier clarified that was a miscommunication and it was not being pulled from the
Agenda.
Mr. Washington stated there is no need for an extension because the eligible list went to the
Department of Public Works today. However, there is a 192 representative present at the
meeting that wanted to make a formal statement regarding this situation.
Ms. Mahoney asked for a few minutes to review the item.
Tim Fairgrieve, Vice -President, AFSCME Union Local 192 stated he just wanted the
commission to be aware of this situation. Mr. Washington explained that initially Mr. Wilson
was asking for an extension until the eligible list was created. Ms. Mahoney asked if the two
individuals were on the eligible list. Mr. Washington stated yes, they are. He indicated there
are a total of three individuals on the eligible list. Four people applied for the position and the
panel failed one of the candidates. The other three are on the eligible list, which was on the
confirming agenda forth is meeting.
Mr. Washington stated Mr. Fairgrieve would like the Commission to review the letter dated
June 8, 2015, from Union Local 192. This letter was never forwarded due to the fact that there
was an eligible list and it was thought this item was resolved. The Union is not agreeing with
that and just wanted the Commission to be aware of this.
There was a request from Chairman Mahoney to have copies of the Union's letter made for
the Commission, which was done. The Commission took a few minutes to read the letter from
Union Local 192.
After reading over the letter, Mr. Tatigian stated it appeared the issue was moot.
Mr. Fairgrieve reiterated he wanted to make the Commission aware of the situation

Mr. Washington explained that Mr. Wilson initially requested to extend the temporary
employment of the Equipment Mechanic Trainees because he was unaware the eligible list
would be ready.
Mr. Tatigian stated the Union's concern was valid in that a position shouldn't be continually
filled by temporary employees without a request for an extension from the Department.
Mr. Fairgrieve stated the two employees were hired in November and December 2014. So this
was past the six month timeframe.
Ms. Mahoney stated the Union's concern is the manner in which this situation occurred, but
this is not a grievance. Mr. Fairgrieve just wanted to be sure the Commission was aware of
this. Mr. Tatigian stated they understand the Union's concern.
Ms. Mahoney asked what the timeframe was for hiring individuals from an eligible list.
Mr. Washington stated he didn't check with the Department, but the eligible list went to the
department today. Two candidates are currently working for them in that capacity and they will
probably be certified as regular employees. The third person has worked here on and off as a
seasonal laborer and the department agreed to let him come back and keep working.
By direction of the Chair, the Commission received for file the letter of June 12, 2015, from
Brian Wilson, Superintendent of Public Service and Kevin Maillard, Director of Public Works,
requesting an extension of temporary employment for two (2) Equipment Mechanic Trainees
and the letter of June 8, 2015, from Tim Fairgrieve, Vice -President, AFSCME Union Local 192,
regarding Violation of Contract Language and Civil Service Rules and Regulations —
Temporary Employees.
The Commission reviewed the letter of June 12, 2015, from Michael T. Slater, Director of
Finance, requesting a promotional examination for Account Clerk III and proposed
qualifications and parts of examination and weights. Ms. Maier explained that this is due to the
fact that the Finance Department has an Account Clerk III who has resigned effective June 19,
2015. They have an Account Clerk III who has agreed to take a lateral transfer into the
position that was vacated and they are requesting a promotional exam from an Account Clerk
II to an Account Clerk III to fill that vacancy.
Ms. Mahoney noted the removal of the language in the qualifications that the applicant needed
to have at least five (5) years' experience in a regular classification and new language was
added the applicant needed to be employed in the Accounting Department.
Mr. Washington confirmed that the Chief Accountant feels that they have some Account Clerk
II's that don't have five (5) years' experience that would be good in this position if they had an
interest in applying for it. This would expand the pool of applicants.
Ms. Mahoney asked if there might be other Account Clerk II's outside the Finance Department
who would qualify but are not currently in the Accounting Department because this is a
promotional examination. Mr. Washington stated there is one person in the DPW and there
might be one in the Fire Department. Ms. Mahoney asked if it is incorrect to be exclusive to

one department if there are others in the City. Ms. Mahoney thought it might be improper to
exclude other employees from a promotional opportunity.
Mr. Tatigian asked if this should be deferred in order to get further input from Mr. Slater.
Ms. Maier stated the eligible list for Account Clerk II was extended. Mr. Washington stated we
have an eligible list to certify three names from to fill any existing vacancies. Mr. Tatigian
asked for clarification.
Mr. Washington stated they were debating whether or not this should be left as a promotional
examination. Ms. Maier stated they currently have 12 people on an Account Clerk II eligible
list to backfill behind the person who takes the Account Clerk III position. Mr. Slater would
have an opportunity to promote someone from within and find a person to fill the resultant
vacancy. New language restricts current Account Clerk Its who might want a different
assignment. Ms. Maier stated that was correct.
Mr. Washington stated once the Account Clerk II vacancy becomes available, then it is posted
citywide where anyone with status as an Account Clerk II could transfer into the department.
Ms. Maier asked if we had any other Account Clerk Ills. Mr. Washington stated yes, and Ms.
Coleman spoke with them to ask if they were interested in transferring but that person was not
interested.
Ms. Mahoney clarified that at this time, they as a Commission, could either change the
qualifications, or suggest to Mr. Slater that they would like to change the qualifications. If he
could tell the Commission the reasons why he would prefer the qualifications remain as written
then he could come to the next meeting. Mr. Tatigian agreed that the Commission should
defer any action on this item until next month.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
15-105 RESOLVED, That having reviewed the letter of June 12, 2015, from
Michael T. Slater, Director of Finance, requesting a promotional examination for
Account Clerk III, and having discussion with Derrick L. Washington, SPHR,
Personnel Analyst II, and Denise C. Maier, SPHR, Human Resources Director, the
Civil Service Commission does hereby defer this item to the next meeting in order
to get more information from Mr. Slater.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and adopted, it was
RESOLVED, that the meeting be adjourned at 6:31 p.m.
