The meeting was called to order at 5:40 p.m. by Chairman Jim Cambridge. Members Present: James R. Cambridge, Chairman Charlotte S. Mahoney, Commissioner Harry C. Denise Maier, Human Resources Director, stated there needed to be a modification to the verbiage on the agenda for Mr. Rohraffs request for a leave of absence from the classified service. The agenda erroneously stated it was a request for an extension of a leave of absence, but it is actually Mr. Rohraffs first time requesting the leave of absence. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-107 RESOLVED, that having reviewed the letter of June 24, 2015, from Donald Rohraff, Director of Public Works, requesting a leave of absence from the classified service, the Civil Service Commission does hereby affirm the administrative approval of a leave of absence from the classified service for Mr. Rohraff for one (1) year, commencing July 3, 2015, pursuant to Civil Service Commission Rules and Regulations, RULE 16, CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5, Appointment of an Employee in the Classified Service to a Position in the Unclassified Service. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-108 RESOLVED, That having reviewed the letter of July 2, 2015, from Susan A. Hoff, City Clerk, requesting an extension of a leave of absence from the classified service from the position of Deputy City Clerk, the Civil Service Commission does hereby affirm the administrative approval of an extension of a leave of absence for Ms. Hoff as Deputy City Clerk for one (1) year, commencing September 1, 2015, pursuant to Civil Service Commission Rules and Regulations, RULE 16, CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section Paget 1334' Regular Meeting July 15, 2015 16.5, Appointment of an Employee in the Classified Service to a Position in the Unclassified Service. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-109 RESOLVED, That having reviewed the memorandum of July 8, 2015, from Robert Martin, Personnel Analyst I, to Denise C. Maier, SPHR, Human Resources Director, regarding the passing point for the written test for Project Foreman (Urban Forestry Manager) (1009 o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70% out of a maximum of 62 or a score of 43 on the written test for Project Foreman (Urban Forestry Manager) (1009 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-110 RESOLVED, That having reviewed the memorandum of July 1, 2015, from Derrick L. Washington, SPHR, Personnel Analyst 11, to Denise C. Maier, SPHR, Human Resources Director, regarding the passing point for the written lest for Police Officer (958E o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70 or 70% of the maximum raw score of 100 on the written test for Police Officer (958E o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-111 RESOLVED, That having reviewed the memorandum of July 1, 2015, from Derrick L. Washington, SPHR, Personnel Analyst 11, to Denise C. Maier, SPHR, Human Resources Director, regarding the passing point for the written test for Police Service Aide (964 E o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70 or 70% of the maximum raw score of 100 on the written test for Police Service Aide (964 E o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-115 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Animal Control Officer (1010 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-116 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Computer Administrator II — GIS (1013 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-117 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Officer (1374 p.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-118 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Officer (958E o.c.). The Commission received and fled the following: a. Status of Temporary Employees Report for June 2015. b. Non -Resident Report as of July 1, 2015. C. Current Open -Competitive and Promotional Eligible Lists as of July 1, 2015. d. Affirmative Action Report for June 2015. e. Council Resolution from the meeting of June 15, 2015, with minutes to be approved July 8, 2015: #188-15, appointing James Baringhaus to the Zoning Board of Appeals for a three-year term that expires on July 12, 2018. f. Letter of June 19, 2015, from Kevin L. Maillard, Director of Public Works, to Linda Zaydel, Custodian (RPT), regarding notice of termination of employment. The Commission removed the expiring eligible list for the month of August 2015 from receive and file for their review. Page 4 1334'" Regular Meeting July 15, 2015 Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-119 RESOLVED, That having reviewed the eligible lists for the month of August 2015 — Clerk 1 (980 o.c.) and Recreation Supervisor (991 o.c.), the Civil Service Commission does hereby affirm the administrative approval to extend the Clerk 1 (980 o.c.) and Recreation Supervisor (991 o.c.) eligible lists for six (6) months to February 12, 2016. Denise Maier, Human Resources Director, reminded the Commission that the letter of June 12, 2015, from Michael T. Slater, Director of Finance, requesting a promotional examination for Account Clerk III and proposed qualifications and parts of examination and weights was discussed at the June 16, 2015 Civil Service Commission meeting. There was a question as to why we weren't opening up the announcement to all Account Clerk It's within the City. Coline Coleman, Chief Accountant, was present to answer any questions. Ms. Coleman slated the reason she asked that the announcement be confined to the Accounting Department is that there is only one (1) other Account Clerk II in the City, but they are currently employed in another Department. That employee started employment with the City on October 1, 2014. Ms. Coleman explained that this Account Clerk III position is quite a bit different than an Account Clerk II position. Ms. Coleman stated she is looking for someone who is familiar with the different general ledger accounts and a lot of the processes that currently happen in her Department. Ms. Coleman stated if the Commission felt strongly, she had no objection to opening this up to all Account Clerk II's. They just need to have a promotion to the position that is currently vacant. Ms. Mahoney stated her concern was that they removed the qualification of needing at least five (5) years' experience in a regular classification. To her, going from "have at least five years' experience in a regular classification" to "must be in the Accounting Department" unfairly disqualifies any other Account Clerk II's. The fact is if that person has only been here for a short amount of time, they may have an issue with the test or with a Departmental Rating, but we should give them a chance to decide if they want to lake on the potential for a promotion. To rule them out because we think they probably wouldn't have the experience is probably unfair to them. That was why she thought they would open it up to all City of Livonia Account Clerk Its. Chairman Cambridge stated he agreed with Ms. Mahoney and asked how Ms. Coleman's department would feel about that. Ms. Coleman stated they were fine with that and she didn't know if that person would even sign for the promotion. Ms. Coleman explained there are four Account Clerk Its, three of whom are in her department and one who works in another department within the City of Livonia, but that person started last October. Ms. Mahoney suggested that in the future the Department might want to add some specific experience to the qualification, such as "must have two years or three years of experience in the Finance Department or in the Water Department." Page 5 1334'" Regular Meeting July 15, 2015 Upon a motion by Ms. Mahoney, RESOLVED, That having reviewed the memorandum of June 15, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, requesting a promotional examination for Account Clerk III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS Applications will be accepted only from employees of the City of Livonia who, by the closing date of this examination have regular status as an Account Clerk II. PARTS OF EXAMINATION AND WEIGHTS Written Test — 70% Departmental Rating — 30%* 'In the event there is only one (1) qualified applicant, the Parts of Examination and Weights will be 100°/% Departmental Rating. The motion was not voted on because further discussion took place. Ms. Coleman stated if she had known that the preference was to make the requirement be that the individual worked in the Accounting Department for two years she would have written it that way. Mr. Tatigian stated in looking further, it indicates that the candidates will be rated based upon Departmental Rating and this is Citywide, not just the in the Finance Department. Correct? Ms. Coleman stated if there is only one qualified person the qualifications become 100% Departmental Rating. Ms. Mahoney stated after the closing dale, if there is only one candidate that applies, then we don't need the written test. Mr. Tatigian stated he would support Ms. Mahoney's motion. Further discussion continued. Ms. Coleman asked if the person isn't from the Accounting Department, does the other Department do the rating. Mr. Tatigian confirmed the rating is from the Department they are currently working. Ms. Mahoney inquired if the Departmental Rating should be interview. Mr. Tatigian stated maybe this should be referred back for clarification. Ms. Maier stated if they change the Departmental Rating to Interview they should be all set. Ms. Mahoney asked if it was the intention for it to be 70% written test and 30% from an Interview. Ms. Maier stated yes. Ms. Mahoney amended her resolution as follows Page 6 1334'" Regular Meeting July 15, 2015 Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, RESOLVED, That having reviewed the memorandum of June 15, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, requesting a promotional examination for Account Clerk III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS Applications will be accepted only from employees of the City of Livonia who, by the closing date of this examination have regular status as an Account Clerk II. PARTS OF EXAMINATION AND WEIGHTS Written Test -70% Interview -30%' Ms. Mahoney stated the Departmental Rating words will be changed wherever else they appear. So in the event there is only one qualified applicant, the parts of examination and weights will be 100% Interview. No vote was taken because additional discussion took place. Ken Widmer, Chief Roads Steward, AFSCME Union Local 192, staled he wasn't really prepared for this discussion but there is a section in their contract regarding the Departmental Rating being 30% by union contract for promotional examinations. So that can't be changed. Ms. Mahoney asked how the contract defines the Departmental Rating. Which Department accepting the employee or the Department the employee is coming from. Mr. Widmer stated he believes it is the department the employee is coming from that completes the rating form, based on your evaluation of your work up to that point. He also stated when there is a promotional examination, 30% of your total score is from a Departmental Rating from your Department based on your performance. Ms. Mahoney wanted to clarify the scenario, and stated there are four individuals who are Account Clerk II's. All four of them decide they are interested. All four take the written test. Of the four, then all four have a departmental rating that will be completed. All four can be on an eligible list and the department will promote the person who ranks number one on the eligible list. Mr. Cambridge asked if we know right now what the right thing to do is. It sounds like we have Mr. Widmer pointing to the contract. Mr. Tatigian stated he could make a substitute motion to refer this back to the Human Resources Director to come back with a subsequent report and recommendation. Ms. Mahoney stated she hadn't withdrawn her motion. Ms. Mahoney had a concern because the Department already knows that one of the three individuals in the Department would be a good candidate for the position. That is the issue of Page ] 1334'" Regular Meeting July 15, 2015 why we didn't want to open this up to all Account Clerk II's in the City. If this is a promotional opportunity for everybody eligible in the Account Clerk II classification, if the person coming from outside the Department ending up on number one on the list because they are a good worker and they passed the test, she didn't see any reason why this couldn't be open Citywide. Ms. Mahoney stated she would be happy to withdraw the request to change the Departmental Rating to Interview because if that is in the contract, she didn't have any problem. The fad of the matter is she will change her motion to leave the Departmental Rating. Mahoney withdrew her previous motion to change the Departmental Rating to Interview. Mr. Tatigian stated this was all muddled and he still wanted to refer this back to the Human Resources Director. Mr. Cambridge stated the only thing that was confusing to him was, it should say Interview or Departmental Rating. Ms. Maier stated she thought they all agree it should read Departmental Rating. Ms. Maier stated with all due respect, the Department has already wailed a month for this announcement. Mr. Cambridge stated he felt comfortable voting on the matter. Mr. Widmer stated the last time the Account Clerk III promotional announcement was posted was last year and the qualifications read, "This examination is open only employees of the City of Livonia who, by the closing date of this announcement, are: 1) Employed in the Department of Public Works; and 2) Have regular status as an Account Clerk II; and 3) Have a minimum of five (5) years' experience as an Account Clerk II." What is the issue on this one? There are four Account Clerk II's in the City. So why not just leave in the amount of years for experience because that is better for anybody who is promoted to have experience in the job. We can keep the exact qualifications that there were a year ago and the people who are the most qualified for the job will be the ones taking the test. The Union is very comfortable with that. Ms. Mahoney amended her motion. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-120 RESOLVED, That having reviewed the memorandum of June 15, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, requesting a promotional examination for Account Clerk III and proposed qualifications and parts of examination and weights used for the last promotional job announcement for Account Clerk III, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement: 1. Have regular status as an Account Clerk II; and 2. Have a minimum of five (5) years' experience as an Account Clerk II. Page 8 1334'" Regular Meeting July 15, 2015 PARTS OF EXAMINATION AND WEIGHTS Written Test — 70% Departmental Rating — 30%' `In the event there is only one (1) qualified applicant, the Parts of Examination and Weights will be 100% Departmental Rating. Denise Maier, Human Resources Director, stated in October 2014 the eligible list for Electrical Inspector (976 o.c.) was allowed to expire, but the list had 12 names remaining on it. Nobody is really clear on how the list was expired with 12 names on it. There is a pending vacancy in the Inspection Department for an Electrical Inspector and the request is to reinstate the list. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-121 RESOLVED, That having reviewed the memorandum of July 1, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, requesting to reinstate the expire eligible list for Electrical Inspector (976 o.c.), the Civil Service Commission does hereby approve the reinstatement of the eligible list for Electrical Inspector (976 o.c.). Don Rohraff, Director of Public Works, introduced himself and stated he was previously the Superintendent of Public Utilities for five years and explained that he was Mr. Maillard's replacement. Mr. Maillard stated he was here in case there were any questions. Mr. Rohraff stated Mr. (Thomas) Wilson has been the Director of Public Works in three other cities and he is extremely qualified in the current position that he is in. He brings over 30 years of experience in the Department of Public Works. He explained that Mr. Wilson has an S-1 license and that was one of the requirements. Since Mr. Wilson has been here he has made some large changes. He has identified some savings for the City, he is a huge asset and a part of the future with this Department. Mr. Cambridge asked what the amount of the additional step was. Ms. Maier clarified that he would like to advance Thomas Wilson from Step 1 to Step 3. Mr. Rohraff stated it was a normal progression. Mr. Rohraff stated Mr. Wilson started as a Step 1 and Ms. Maier clarified that was as a Temporary employee. Ms. Mahoney read the memo which staled, The Compensation Plan allows for an advance step increase to "the second full step above the minimum." We have started people above the minimum, but that is not what this is about. This is about promoting someone through the steps. Ms. Mahoney staled she was hearing two different things. Ms. Mahoney stated that we would take Mr. Wilson from a step 1 which is what he is at right now to Step 3 on September 2, 2015, skipping step 2. Mr. Cambridge asked what the difference in pay is. Ms. Maier stated step 1 is $62,566.40 and step 3 is $67,620.80. Page 1334' Regular Meeting July 15, 2015 Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-122 RESOLVED, That having reviewed the memorandum of July 10, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II to Denise C. Maier, SPHR, Human Resources Director, requesting an advance step increase for Tom Wilson, Water & Sewer Supervisor, and having discussion with Donald Rohraff, Director of Public Works and Denise Maier, Human Resources Director, the Civil Service Commission does hereby approve the advance step increase to step 3 for Mr. Thomas Wilson, effective September 2, 2015. Denise Maier, Human Resources Director, stated there was a request to establish Assistant Director of Public Works classification. Ms. Maier stated the proposed pay scale mirrors that of the pay scale for City Engineer, which is an established pay scale. Ms. Mahoney asked if we were re-establishing this classification. Ms. Maier stated it was formerly an appointed position and now we are looking for an unrepresented position. Ms. Mahoney asked if the classification has been accepted by the Personnel Review Committee and if that the position would be a regular full-time time regular Civil Service position. Ms. Maier stated yes and the Mayor approved this. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-123 RESOLVED, That having reviewed the memorandum of July 14, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, requesting to establish the Administrative and Professional Classification of Assistant Director of Public Works and proposed salary, the Civil Service Commission does hereby approve the establishment of the Administrative and Professional Classification of Assistant Director of Public Works with the compensation listed below, and submits same to City Council for their review and consideration. Mr. Rohraff, Director of Public Works staled this classification would have a new reduced salary for the new Superintendent position. Ms. Mahoney clarified this would be a new position with a new pay rate and the old rate would disappear forever. Washington, SPHR, Personnel Analyst II to Denise C. Maier, SPHR, Human Resources Director, requesting to establish the Administrative and Professional Classification of Superintendent of Public Service (Non - Grandfathered -Reduced Pay Scale) and proposed salary, the Civil Service Commission does hereby approve the establishment of the Administrative and Professional Classification of Superintendent of Public Service (Non - Grandfathered -Reduced Pay Scale) with the compensation listed below, and submits same to City Council for their review and consideration. This is due to the fact that there is an Account Clerk I who is actually doing the work of a Personnel Clerk, but she is being paid and classified as an Account Clerk 1. Ms. Maier stated the position has evolved over time. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-125 RESOLVED, That having reviewed the memorandum of July 7, 2015, from Derrick L. Washington, SPHR, Personnel Analyst 11, to Denise C. Maier, SPHR, Human Resources Director, requesting a promotional examination for Personnel Clerk and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the time of application: Have regular status in the classification of Account Clerk I in the Civil Service Department; and Have five (5) years' experience in a regular classification. PARTS OF EXAMINATION AND WEIGHTS Interview -70% Departmental Rating —30%* Page 11 1334'" Regular Meeting July 15, 2015 *In the event there is only one (1) qualified applicant, the Parts of Examination and Weights will be 100% Departmental Rating. Ms. Maier, Human Resources Director, explained that the request to remove a name from the Public Service Worker II (1367 p.) eligible list was due to the fact that the employee worked in the former Construction Worker II classification and therefore, was considered to have status as a Public Service Worker II. We are just looking to remove that name from the list. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-126 RESOLVED, That having reviewed the memorandum of July 2, 2015, from Robert Martin, Personnel Analyst I, to Denise Maier, SPHR, Human Resources Director, requesting to remove a name from the Public Service Worker II (1367 p.) eligible list, the Civil Service Commission does hereby approve the removal of Thomas Liacakes' name from the Public Service Worker II (1367 p.) eligible list, due to the fact that he already has status in that classification. Chairman Cambridge stated he would like to have a little more time to review the agenda material. He understood that there are deadlines for the Departments to submit the information to the Civil Service Department. Mr. Cambridge wanted to hold to those deadlines. Unless there is an emergency or extreme circumstances that Ms. Maier approves, if the deadline is met the item can be presented at the meeting. If the deadline is missed, the item will wait until the next month's meeting. It is important that Ms. Maier, the Civil Service Department staff and the Commission has enough time to react to the items. He asked Ms. Mahoney and Mr. Tatigian how they felt about this. Ms. Mahoney agreed with Mr. Cambridge. She stated unless there is a very important item that needed to be placed on the agenda as an x -item, it was important that the deadlines were adhered to. Ms. Mahoney recommended the Civil Service Department distribute this resolution as a Notice to all Departments. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-127 RESOLVED, That having discussion regarding the deadlines for submitting agenda items for the Civil Service Commission, the Civil Service Commission does hereby reinforce the deadlines for submitting items to be considered for the Civil Service Commission agendas, subject to the Human Resources Director using her discretion on what additional items could be added in the event it was appropriate and necessary. Ms. Mahoney requested that any x -items should be presented to the Human Resources Director by the Monday prior to the meeting. Mr. Tatigian requested that the Department Heads be present at the meeting if an x -item does come up. Chairman Cambridge reiterated the importance of getting the materials in on time to the Civil Service Department or there would be a consequence.
