The meeting was called to order at 5:34 p.m. by Chairman Jim Cambridge. Washington, SPHR, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-138 RESOLVED, that the Minutes of the 1335th Regular Meeting held Tuesday, August 12, 2015, be approved as submitted. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-139 RESOLVED, that having reviewed the Departmental Correspondence of August 26, 2015, from Ryan Eshkanian, Assistant Driver, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting additional family illness leave, the Civil Service Commission does hereby affirm the administrative approval of Mr. Eshkanian's request to use an additional three (3) twenty-four (24) hour days for the calendar year 2015 from his sick bank to be charged as family illness. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-140 RESOLVED, that having reviewed the letter of August 27, 2015, from Lindsay Szwejkowski, Public Service Worker I, as approved for submission by Brian Wilson, Superintendent of Public Service, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of a ninety (90) day unpaid medical leave of absence beginning October 22, 2015; AND BE IT FURTHER RESOLVED, that should Ms. Szwejkowski not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, she will be responsible to reimburse the City of Livonia for any cost for benefits paid for Ms. Szwejkowski during her time oft, in accordance with Section 25.6(c), Insurance Premium Payments, of the Civil Service Commission Rules and Page 2 1336'" Regular Meeting September 16, 2015 Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Ms. Szwejkowski's control. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-141 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Account Clerk 1 (1012 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-142 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Program Supervisor (1377 p.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-143 RESOLVED, That having reviewed the correspondence dated August 18, 2015, from Curtis Caid, Police Chief, and the military orders dated May 13, 2015, and received in the Civil Service Department on August 19, 2015, from Adam Wloszek, Police Service Aide, requesting an extension of probation due to a military leave of absence, the Civil Service Commission does hereby affirm the administrative approval of an extension of Mr. Wloszek's probationary period for an additional 24 days. The Commission received and fled the following: a. Temporary Report as of July 31, 2015. b. Temporary Report as of August 31, 2015. C. Non -Resident Report as of September 1, 2015. d.. Removal of names from the active eligible list report for the month of August 2015. e. Current open -competitive and promotional lists as of September 1, 2015. f. Affirmative Action Report for July 2015. g. Affirmative Action Report for August 2015. h. Letter of August 20, 2015, from Donald R. Rohraff, Director of Public Works regarding notice of termination of a Custodian. I. Letter of August 21, 2015, from Donald R. Rohraff, Director of Public Works regarding notice of termination of a Custodian. j. Expiring eligible lists for the month of September 2015 — None. k. Expiring eligible lists for the month of October 2015 — Librarian I (RPT) (993 o.c.), Police Dispatcher (988 o.c.), and Recreation Supervisor — Senior Center (994 o.c.). At the request of Linda McCann, Director of Community Resources, the Civil Service Commission agreed to review Agenda item #5 as the first item of new business. Ms. McCann explained that the request for a Recreation Supervisor position is due to the amount of work that needs to be done. There is an employee that is currently doing this work Page 1336' Regular Meeting September 16, 2015 but due to the Affordable Care Act, their hours have to be less than 30. Along with the general public, the employee will be eligible to apply for the new full-time position. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-144 RESOLVED, that having reviewed the letter of September 8, 2015, from Linda McCann, Co -Director of Community Resources, requesting an open - competitive examination for Recreation Supervisor (Community Resources), and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: 1. Be a citizen of the United States, or a resident alien with the right to work in the United States; and 2. Have a high school diploma or valid equivalency certificate; and 3. Have a minimum of five (5) years' experience working with municipal commissions and supervision of large groups (50 or more) of volunteers; and 4. Have at least five (5) years full-time experience with a bookkeeping background. PARTS OF EXAMINATION AND WEIGHTS Interview -100% Note: In the event the number of qualified candidates exceeds len (10), an evaluation will be made, and the ten (10) applicants with the most appropriate and responsible combination of education, training and experience will be invited to the interview. Candidates must pass the interview in order to be placed on the eligible list. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-145 RESOLVED, That having reviewed the letter of September 2, 2015, from Gregg Schultz, Attorney, transmitting the Tentative Agreement between the City of Livonia and AFSCME Union Local 1917, for the period December 1, 2013 to November 30, 2016, the Civil Service Commission does hereby approve the Tentative Agreement between the City of Livonia and AFSCME Union Local 1917 for the period December 1, 2013 through November 30, 2016, and submits same to City Council for their review and consideration. The request to change the title of City Librarian to Library Director was presented and Ms. Mahoney confirmed this is strictly a title change. Ms. Maier explained that this would require a Page 4 1336' Regular Meeting September 16, 2015 change in the ordinances wherever City Librarian is referenced. Ms. Maier referenced a list of libraries and the titles that they utilized and Library Director is the norm. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-146 RESOLVED, that having reviewed the letter of August 19, 2015, from Mayor Jack E. Kirksey, requesting a change to the title of the City Librarian classification to Library Director, the Civil Service Commission does hereby approve the change to the title of City Librarian classification to Library Director, with a change in the ordinances wherever City Librarian is referenced, and submits same to City Council for their review and recommendation. Donald Knapp, City Attorney, stated over the years, the Law Department has taken in more civil litigation that used to be sent out to outside counsel. A big chunk of that burden has been placed on Eric Goldstein who has done a great job. Mr. Knapp believed, given the amount that he and the Law Department have saved the City, there are General Fund dollars that would otherwise have been spent on Cummings McClorey, or Johnson Rosati. We want to make sure that Mr. Goldstein stays here and continues to do an excellent job for the City. Mr. Knapp stated he could not say enough about Mr. Goldstein's great work. Ms. Mahoney noted that in qualification #3, the number of years was two years and Mr. Washington confirmed it used to be five years. Ms. Mahoney then inquired if there was more than one qualified individual in the Department and Mr. Knapp stated there was one person, but that employee was a Temporary employee. Mr. Washington explained that the Chief Assistant City Attorney is qualified, but it would be a step down for that employee. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-147 RESOLVED, that having reviewed the letter of August 21, 2015, from Donald L. Knapp, Jr., City Attorney, requesting a promotional examination for Assistant City Attorney III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the time of application are: Employed in the Law Department; and Have regular status in the classification of Assistant City Attorney 11; and Have successfully completed at least two (2) years as a full-time Assistant City Attorney 11 in the Department of Law with the City of Livonia. PARTS OF EXAMINATION AND WEIGHTS Interview -80% Departmental Rating -20%` Page 13361 Regular Meeting September 16, 2015 'In the event there is only one qualified applicant for this position, the Parts of Examination and Weights will be 100% Departmental Rating. Candidates must pass the Interview and Departmental Rating in order to be placed on the eligible list. Curtis Caid, Police Chief, stated the request for a promotional examination for Police Captain has been approved by the Mayor and the Personnel Review Committee. He stated there are currently seven individuals who are eligible to take this examination. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-148 RESOLVED, that having reviewed the letter dated September 2, 2015, from Curtis Caid, Police Chief, requesting a promotional examination for Police Captain, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the closing date of this examination, are employed as a Senior Lieutenant or Lieutenant in the Police Division of the Department of Public Safety and have regular status in the classification of Lieutenant. PARTS OF EXAMINATION AND WEIGHTS Interview -30% Departmental Rating -35% Administrative Rating -35%` 'In the event there is only one qualified applicant for this position, the Parts of Examination and Weights will be 100% Administrative Rating. Candidates must pass the Interview, Departmental Rating and Administrative Rating in order to be placed on the eligible list.
