The meeting was called to order at 5:30 p.m. by Chairman Jim Cambridge. Members Present: James R. Cambridge, Chairman Harry C. Tatigian, Commissioner Member Absent: Charlotte S. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-151 RESOLVED, that the Minutes of the 1336th Regular Meeting held Wednesday, September 16, 2015, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-152 RESOLVED, that the Minutes of the 108th Special Meeting held September 23, 2015, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-153 RESOLVED, that having reviewed the Departmental Correspondence of October 5, 2015, from Anthony Price, Firefighter, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting additional family illness leave, the Civil Service Commission does hereby affirm the administrative approval of Mr. Prices request to use an additional three (3) twenty-four (24) hour days for the calendar year 2015 from his sick bank to be charged as family illness. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-154 RESOLVED, that having reviewed the memorandum of September 21, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, regarding the passing point for the written test for Police Service Aide (964F o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70% out of a maximum of 100 or a score of 70 on the written test for Police Service Aide (964F o.c.). Washington, SPHR, Personnel Analyst II, to Denise C. Maier, SPHR, Human Resources Director, regarding the passing point for the written lest for Police Officer (958F o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70% out of a maximum of 100 or a score of 70 on the written test for Police Officer (958F o.c.). Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-157 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Officer (958F o.c.). Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-158 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Service Aide (964F o.c.). Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-159 RESOLVED, that the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Assistant City Attorney III (1379 p.). The Commission received and fled the following: a. Temporary Report as of September, 2015. b. Non -Resident Report as of October 1, 2015. C. Removal of names from the active eligible list report for the month of September 2015. d. Current open -competitive and promotional lists as of October 1, 2015. e. Affirmative Action Report for September 2015. f. Council Resolutions from the meeting of September 9, 2015, with Minutes to be approved September 21, 2015: #270-15, authorizing the purchase of the NEOGOV Human Resource System, and further authorizing the annual recurring license beginning Fiscal Year 2016-2017. Page 1337" Regular Meeting October 22, 2015 #271-15, approving the new classification of Superintendent of Public Service (non -grandfathered -reduced pay scale) be established as a regular full -lime unrepresented classification and pay range. #272-15, approving the new classification of Assistant Director of Public Works be established and pay range. #275-15, accepting the bid of the Bogdahn Group, to serve as the consultant for a provider search for the City's Defined Contribution (401) and Deferred Compensation (457) Plans. #282-15, appointing Leo Neville, to the Zoning Board of Appeals to fill the unexpired term of Robert Bowling, which expires on July 12, 2017. g. Council Resolution from the meeting of October 5, 2015, with Minutes to be approved October 19, 2015: #301-15, approving the Tentative Agreement between the City of Livonia and AFSCME Union Local 1917 for the period December 1, 2013 through November 30, 2016. h. Expiring eligible lists for the month of November 2015 — Personnel Clerk (998 o.c.). Donald R. Rohraff, Director of Public Works, was present at the meeting to answer any questions the Commissioners might have regarding his request for a promotional examination for Assistant Director of Public Works. Derrick Washington, SPHR, Personnel Analyst II, stated this was a new classification. It was proposed back in 1980's but it was never approved at City Council. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-160 RESOLVED, that having reviewed the letter of September 17, 2015, from Donald R. Rohraff, Director of Public Works, requesting a promotional examination for Assistant Director of Public Works, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the time of application are: Employed in the Public Service Division of the Department of Public Works; and Have regular status in the classification of Superintendent of Public Service. Rohraff, Director of Public Works, requesting a promotional examination for Civil Engineer III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the time of application are: Employed in the Department of Public Works; and Have regular status in the classification of Civil Engineer II; and Must possess a current professional engineer's license with the state of Michigan. Maier, SPHR, Human Resources Director, requesting a promotional examination for Police Sergeant and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who, at the closing date of this examination, are employed in the Police Division of the Department of Public Safety; have regular status in the classification of Police Officer; and have had at least five (5) years of experience, immediately preceding the closing dale of the examination, as a Police Officer with the City of Livonia. Experience is counted through April 8, 2016. PARTS OF EXAMINATION AND WEIGHTS Written Test -60% Interview -15% Departmental Rating -25% Candidates must pass the Written Test, Interview and Departmental Rating in order to be placed on the promotional eligible list. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-164 RESOLVED, That having reviewed the memorandum of October 7, 2015, from Denise C. Maier, SPHR, Human Resources Director, requesting a promotional examination for Police Lieutenant, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 133P" Regular Meeting October 22, 2015 QUALIFICATIONS This examination is open only to employees of the City of Livonia, who, at the closing date of this examination, are employed in the Police Division of the Department of Public Safety; as a Senior Sergeant or have regular status in the classification of Sergeant and, have had at least four (4) years of experience, immediately preceding the closing date of the examination, as Sergeant in the City of Livonia. Experience is counted through April 8, 2016. PARTS OF EXAMINATION AND WEIGHTS Written Test -50% Interview -25% Departmental Rating -25% Candidates must pass the Written Test, Interview and Departmental Rating in order to be placed on the promotional eligible list. Mr. Rohraff stated previously in the Building Mechanic positions, we had the job descriptions of I, II, III and IV levels. With the restructuring of DPW they created Public Service Worker I and Public Service Worker II, so there has been some reorganization in that regard. They are looking for anyone that may have had previous status in this classification and can demonstrate any of the skill set that they are looking for. Mr. Rohraff further explained that this is not a basic entry position; this is a position where someone has three (3) yearsof experience and demonstrated work in this field. Examples are somebody that was a building mechanic at an apartment complex or office facility where they are dealing with electrical, mechanical, plumbing and all kinds of different areas. Anyone who was a Building Mechanic IV is not a PSW II so they are looking to make this a journeyman position to eventually move up to the PSW II position. They are looking for people who have experience in this field. Ken Widmer, Chief Roads Steward, AFSCME Union Local 192, asked how Building Mechanic I related to Public Service Worker II, as far as movement. Mr. Widmer asked if an employee had status or was currently a Public Service Worker II, would they quality as a Building Mechanic I. Or if you are hired as a Building Mechanic I, would you be able to move over to a position of Public Service Worker II? Mr. Rohraff explained that Public Service Worker II is the more experienced previous title of Building Mechanic IV. Mr. Rohraff further stated if there is a Public Service Worker II that has the qualifications they are looking for and has the three years of experience, they would definitely be interested in that individual. Mr. Widmer wanted clarification that they were not looking for a Building Mechanic I to become a Public Service Worker II. Mr. Rohraff, said correct that was not the intent. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-165 RESOLVED, That having reviewed the letter of September 28, 2015, from Donald R. Rohraff, Director of Public Works, and Brian Wilson, Assistant Director of Public Works (TA), requesting an open -competitive examination for Building Mechanic I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page] 1337' Regular Meeting October 22, 2015 QUALIFICATIONS Be a citizen of the United States or resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate; and Have three (3) years full -lime paid experience in the building mechanic trade; and Possess and maintain a valid drivers license and have an acceptable driving record; and Possess or be eligible for a Commercial Drivers License — Group A; and Must have or be eligible for a valid Industrial Truck Driving Permit for operation of a forklift. CANDIDATES ARE REQUIRED TO SUBMIT ORIGINAL HIGH SCHOOL DIPLOMA OR GED CERTIFICATE AND/OR TRANSCRIPTS BY THE DATE OF THE INTERVIEW. PARTS OF EXAMINATION AND WEIGHTS Written Test -50% Interview -50% Background Investigation — Pass/Fail NOTE: A maximum of len (10) qualified applicants with the highest passing score on the Written Test will be invited to the Interview part of the examination. Applicants must pass the Written Test, Interview and Background Investigation parts of the examination in order to be placed on the eligible list. Alex Bishop, Director of Inspection stated they previously had a list for Building Inspector/Environmental Control Officer. They went through all the candidates and they hired who they could. They are requesting to create a new list because the old list is expired. In working with Mr. Washington they have adjusted the qualifications to stay in line with state requirements for a building inspector so it is very clear what is required. They had some people that could not qualify to be a building inspector by state requirements so they are trying to change this a little so that it is very clear what the qualifications are. Mr. Washington stated that qualification #4 is new and specifically states for a person to be able to be registered as a Building Inspector in the state. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-166 RESOLVED, That having reviewed the letter of October 15, 2015, from Alex Bishop, Director of Building Inspection, requesting an open - competitive examination for Building Inspector/Environmental Control Officer and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS Page 1337' Regular Meeting October 22, 2015 By the closing date of the announcement, an applicant must: Be a citizen of the United States or resident alien with the right to work in the United States; and Possess a high school diploma or valid equivalency certificate; and Be familiar with local, state and national building codes, having thorough knowledge of construction methods and techniques and have some knowledge of electrical, plumbing and heating codes; and Have ACT 54 State Registration as Building Inspector and Plan Reviewer or be able to become registered within six (6) months. If not ACT 54 state certified as Building Inspector and Plan Reviewer, must have the credentials and experience needed to obtain Building Inspector/Plan Reviewer registration. Failure to obtain and maintain registration will be cause for dismissal. Following are the state requirements to become registered as Code Official and Inspector: BUILDING INSPECTOR A. An applicant for registration as a provisional building inspector shall have not less than four (4) years of experience in one (1) or more of the following categories: 1. As a licensed residential building under the provisions of the occupational code, 1980 PA 299, MCL 339.101 to 329.2919, who has been actively engaged in the construction business for not less than four (4) years. 2. As a building contractor, a person who is in charge of general building construction, or as a skilled worker in structural carpentry, structural masonry, structural steel erection, or structural concrete construction who has been actively engaged in the general building construction field. This category does not include a person who is licensed as a contractor under the electrical administrative act, 1956 PA 217, MCL 338.881 to 338.892; the state plumbing act, 2002 PA 733, MCL 338.3511 to 338.3569; or the Forbes mechanical contractors act, 1984 PA 192, MCL 338.971 to 338.988. 3. Possess a current license as an architect or engineer under the provisions of the occupational code, 1980 PA 299, MCL 339.2001 to 339.2014. 4. As a project manager, superintendent, supervisor, or foreman actively engaged in general building construction. 5. As a licensed or registered building inspector from other states, Canada or other recognized countries with inspection experience in general building construction and who holds a master or certified building official certificate obtained from the international code council (ICC), defined as an inspector by the building officials and inspectors registration act, 1986 PA 54, MCL 338.2301 to 338.2313. B. A penton who has obtained a degree or certificate in a recognized curriculum from an institution of higher education in a construction -related field shall receive not more than two (2) years of experience for a four (4) year degree and not Page 1337" Regular Meeting October 22, 2015 more than one (1) year experience for a two (2) year degree as required in sub- rule (1) (a) of this rule for registration as a provisional building inspector. C. An applicant who meets the requirements of this rule shall be deemed qualified for registration as a building inspector, subject to the provisions of section 12(2) of the act. D. An applicant shall submit, with an application, documentation of his or her experience. The documentation may consist of any of the following: An affidavit. Notarized letters. Copies of licenses and registrations. A job description from a present or former employer. A permit history from authorized enforcing agencies. A copy of an official transcript from an institution of higher education. Other pertinent information. Obtain International Code Council (ICC) certification as a Residential Building Inspector, Commercial Building Inspector and Plan Reviewer within one (1) year of hire. This certification and renewals will be at the applicant's own time and expense. Failure to obtain and maintain registration will be cause for dismissal; and Possess and maintain a valid Michigan Drivers license and have an acceptable driving record. NOTE: PREFERENCE WILL BE GIVEN TO APPLICANTS WITH ADDITIONAL ACT 54 CERTIFICATION IN MECHANICAL, PLUMBING AND/OR ELECTRICAL CLASSIFICATIONS. NOTE: ORIGINAL LICENSES, CERTIFICATIONS, COLLEGE TRANSCRIPTS, HIGH SCHOOL DIPLOMA OR GED MUST BE SUBMITTED AT TIME OF INTERVIEW. NOTE: THE APPLICANT MUST PASS THE STATE CERTIFICATION FOR BUILDING INSPECTOR AND PLAN REVIEWER WITHIN SIX (6) MONTHS FROM DATE OF HIRE. FAILURE TO DO SO SHALL BE CAUSE FOR DISMISSAL. PARTS OF EXAMINATION AND WEIGHTS 100% - Interview Background Investigation — Pass/Fail In the event the number of qualified applicants exceeds ten (10), an evaluation will be made of the applicants and the ten (10) applicants with the most appropriate and responsible combination of experience and training will be invited to the interview. Candidates must pass the interview in order to be placed on the eligible list. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was Page 10 1337'" Regular Meeting IXSolrer 22, 2015 15-167 RESOLVED, That having reviewed the letter of October 7, 2015, from Dennis Wright, City Treasurer, requesting a promotional examination for Teller I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS The examination is open only to employees of the City of Livonia, who, by the closing date of the announcement, are: Employed in the Treasurers Office; and Have regular status as a Tax Clerk I. PARTS OF EXAMINATION AND WEIGHTS Interview -70% Departmental Rating —30%* 'In the event there is only one qualified applicant for this position, the Parts of Examination and Weights will be 100% Departmental Rating. Denise Maier, SPHR, Human Resources Director, explained that a retired Park Maintenance Worker III is looking to be reinstated as a Public Service Worker II. This is not truly a reinstatement; he never held the position of Public Service Worker II. This individual retired prior to that position being created. The retired individual's last day worked was December 27, 2013. The Department of Public Works administration noted they would not re-employ this retiree on the Termination Certificate. Ms. Maier stated she and Mr. Washington reviewed this further and they both concur that re-employment at this time is not recommended. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-168 RESOLVED, That having reviewed the letter of September 30, 2015, from a retired Park Maintenance Worker III, requesting to be reinstated as a Public Service Worker II, and having discussion with Denise C. Maier, SPHR, Human Resources Director, the Civil Service Commission does hereby respectfully deny the retiree's request for reinstatement as a Public Service Worker II, consistent with the recommendation from the department not to rehire the individual. Mr. Washington explained that at the meeting of September 16, 2015, the Commission approved the parts of examination and weights for the Recreation Supervisor — Community Resources. After having the examination open and accepting applications for about 3 weeks we received 11 applications of which only one of the applicants met the qualifications as slated. After discussing the situation with Community Resources, the only person that is qualified happens to be a current temporary employee who is performing the work. The Department would be open to doing a Departmental Rating to score her and look at the one Page 11 1337" Regular Meeting October 22, 2015 person to be on the eligible list for this position. The Commission has done this one other time at its June 2015 meeting for Water 8 Sewer Supervisor. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-169 RESOLVED, That having reviewed the memorandum of October 21, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, requesting to change the parts of examination and weights of the Recreation Supervisor — Community Resources examination (1017 o.c.), the Civil Service Commission does hereby approve the certification of the one (1) qualified applicant to the department of Community Resources and further approves the amendment of the parts of examination and weights of the Recreation Supervisor — Community Resources examination (1017 o.c.), from 100% Interview to 100% Departmental Rating. Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was 15-170 RESOLVED, That having reviewed the proposed Civil Service Commission meeting schedule for 2016, the Civil Service Commission does hereby approve the following schedule, and is subject to change with notice: DAY DATE TIME WEDNESDAY JANUARY 20, 2016 5:30 P.M. Ms. Maier explained that there are two versions of the proposed holiday schedule for 2016 due to Christmas Eve and Christmas Day occurring on a Saturday and Sunday in 2016. Ms. Maier did a comparison with a few other communities. Mr. Bishop stated that traditionally, in the past Page 12 1337" Regular Meeting October 22, 2015 the holidays have been observed on Friday and Monday and many people enjoy having the day after a holiday off. Mr. Cambridge suggested that we check with the Mayors office regarding this. Mr. Widmer stated he believed the contract refers to this and this would be consistent with the contract.
