CIVIL SERVICE COMMISSION
The 1338th Regular Meeting of the Civil Service Commission was held on Wednesday,
November 18, 2015. The meeting was called to order at 5:31 p.m. by Chairman Jim
Cambridge.

Chairman Cambridge passed the gavel to Ms. Mahoney and stepped down to second the
following motion:
Upon a motion by Mr. Tatigian, seconded by Mr. Cambridge, and adopted, it was
15-172 RESOLVED, that the Minutes of the 1337th Regular Meeting held
Thursday, October 22, 2015, be approved as submitted.
The gavel was returned to Mr. Cambridge who resumed as Chairman for the meeting.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
15-173 RESOLVED, that having reviewed the letter of November 10, 2015,
from Nitza Ramirez -Blackstock, Librarian I, as approved for submission by Toni
LaPorte, Library Director, requesting an unpaid medical leave of absence, the
Civil Service Commission does hereby affirm the administrative approval of Ms.
Ramirez-Blackslock's request for a ninety (90) day unpaid medical leave of
absence beginning October 26, 2015;
AND BE IT FURTHER RESOLVED, that should Ms. Ramirez -Blackstock not return
to work for at least thirty (30) calendar days after the approved unpaid medical leave
of absence, she will be responsible to reimburse the City of Livonia for any cost for
benefits paid for Ms. Ramirez -Blackstock during her time off, in accordance with
Section 25.6(c) Insurance Premium Payments, of the Civil Service Commission
Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless
circumstances for not returning to work are beyond Ms. Ramirez-Blackslock's
control.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
15-174 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Assistant Superintendent of
Parks and Recreation (1015 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
15-175 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Recreation Supervisor —
Community Resources (1017 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was
15-176 RESOLVED, that the Civil Service Commission does hereby affirm
the administrative approval of the eligible list for Police Officer (1374a p.).
The Commission received and fled the following:
a. Temporary Report as of October, 2015.
b. Non -Resident Report as of November 1, 2015.
C. Expiring eligible lists for the month of December 2015 — Code
Enforcement Officer (958 o.c.), Computer Administrator 1 (997 o.c.) and
Human Resources Director (989 o.c.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
15-177 RESOLVED, that having reviewed the memorandum of November
5, 2015, from Derrick L. Washington, SPHR, Personnel Analyst 11, to Denise C.
Maier, SPHR, Human Resources Director, requesting an open -competitive
examination for Clerk I, and proposed qualifications and parts of examination
and weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, an applicant must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or a valid equivalency certificate; and
Have had a minimum of one (1) year of full -lime' paid general office
clerical work experience OR two (2) years' experience in an appropriate
clerical cooperative education program.
`NOTE: Equivalent part-time work experience may be substituted for the full-time
experience required in Qualification #3.

'A minimum of the twenty (20) highest scoring candidates on the written test will be invited to
the interview part of the examination. Applicants must pass the written test and interview in
order to be placed on the eligible list.
Chairman Cambridge stated he was removing item 2, regarding the letter of November 18,
2015, from Donna McDowell, Co -Director, Community Resources, requesting approval of a 4%
increase across the wage rate schedule for Livonia Community Transit Grant Classifications
from December 1, 2015 to November 30, 2018, from the agenda. Mr. Cambridge stated he
would like further information and referral by the Department. Ms. Maier explained this item
would be placed on the Civil Service Commission agenda for December 9.
Ms. Maier stated the qualifications for the open -competitive examination for Personnel Clerk
have changed in an effort to get an individual that understands administrative assistant and
clerical type work but also has at least a beginning understanding of human resources. This is
a need in the department and it will benefit not only the department, but the City as well.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
15-178 RESOLVED, That having reviewed the memorandum of November
10, 2015, from Derrick L. Washington, SPHR, Personnel Analyst II, to Denise C.
Maier, SPHR, Human Resources Director, requesting an open -competitive
examination for Personnel Clerk and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, an applicant must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or a valid equivalency certificate; and
Have a minimum of an Associate's degree with coursework in Human
Resources or twenty (20) hours of coursework in Human Resources; and
Have a minimum of three (3) years current full-time paid Personnel or
Human Resources clerical or administrative assistant work experience;
and
Have a minimum of three (3) years current full-time paid work experience
using personal computers with extensive knowledge of Word processing,
Excel spreadsheet and Access database software.

Candidates must pass the Interview and Performance Test in order to be placed on the eligible
list.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was
RESOLVED, that the meeting be adjourned at 5:39 p.m.
