ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA
The 113th Regular Meeting of the Plymouth Road Development Authority of the City of
Livonia, Michigan was called to order at 3:15 PM, Thursday, May 18, 2000 in the 4th
Floor Conference Room at City Hall.

1. Roll was called.
2. Adoption of 112th Regular Meeting Minutes: On a motion duly made, seconded
and unanimously adopted, it was
#2000-78 RESOLVED,that the minutes of the 112th Regular Meeting held by the
Plymouth Road Development Authority on May 4, 2000 are approved.
Mr. Polsinelli, Chairman, declared the motion is carried and the foregoing resolution
adopted.
3. Comments from Chairman: There are three items of correspondence. One is a
letter from John Nagy to Lionel LeMay thanking him for hosting our May 4, 2000,
Li, meeting. We have three letters of reappointment to the PRDA board for Dennis Kujawa,
Marvin Walkon and Duane Wolfgang in which this reappointment will expire on May 16,

2004. I received a letter from Bruce Schwalm thanking the board for the improvements
(lire taking place along Plymouth Road.
5. Finance Report- Mr. Slater reported on and distributed the Authority's Special
Revenue Fund as of April 30, 2000, and reported on the 1994 - 2000
Recapture balance. The amount of captured taxable value for 2000 is $56,
854,270. Questions were asked by the board concerning the bids coming
in and if the bids fell within the budget guidelines. Mr. Slater reported that
the fiscal year begins the first of December.
6. Beckett & Raeder/Construction Report: JoAnn Marshall reported that D &J
is on site and also confirmed that the water meters are on. Basile had the bus plaza area
irrigation repaired. Irrigation between Middlebelt and Inkster will be activated this week.
D &J will begin mowing Phase III this week. We are still working with Detroit Edison to
get a wood pole removed. This is taking longer than expected. The tree maintenance
program is more difficult than we anticipated. Board members asked about the date for
installation of the City of Livonia birthday banners.
Mr. Nagy and Mrs. Marshall both reported that the banner order was just finalized
this past week. Mr. Nagy reported that the banners would be installed immediately upon
receipt. There are 18 banners that will be placed at all five major intersections. Mrs.
Marshall added that as new banners are received, that they will be installed in addition to
the banners that are currently in place. The water valves have been put in place by the
City for the irrigation.
Mr. Wordhouse suggested possibly planting some type of bushes around the valves
which stick up about 2-1/2 feet. Mr. Nagy advised that these valves are removed once the
season is over.
Committee Reports
Public Relations - Stan Anderson-Nothing to report.
Vacant Buildings - Scott Grace -Nothing to report.
Construction Committee:
Mr. Nagy reported three meetings have been held since the last PRDA meeting.
Payments and changes for Phase IV were part of the discussion. We will work with the
low bidder, Basile, on items involving brick pavers and brick wall sections to try to get
the cost down.
Inspection Committee:
Mr. Raby reported that driving the corridor that it looks like MDOT has started
working. I do like the banners. On some of the banner arms, it looks like the bottom arm

is missing on some of the poles. I haven't seen any renovations going on at the Terrace
Theater. I thought they would have done something by this time.
Mrs. Marshall reported that not all of the poles have banner arms at the top and
bottom. Some areas have both and some do not.
Mr. Nagy reported that engineers are working on the signage for the Terrace
property which is now owned by Bill Brown Ford. They are involved with the right-of-
way and the setback requirements. They are making progress. They are going through
the approval process. The Planning Commission recommended that they down size the
Terrace sign. There is an extension of the deceleration lane to be decided also.
Director's Report:
Mr. Nagy reported that there was a meeting held to select the City of Livonia
50`h Birthday banners. Monday there was a meeting for Phase IV of Middlebelt and
Plymouth and the Farmington and Plymouth bids. The estimate greatly exceeded the
budget. As a result of that, Basile volunteered to take the job and agreed to sit down with
us and work out how to bring it back in line. I will report back to you on this. MDOT did
give us a schedule of the work going on on Plymouth Road. They will be working on
Plymouth Road from 9:00 a.m. to 3:00 p.m. Monday through Friday, and 6:00 to 8:00
p.m. on Saturdays.
Polling of Board Members:
Lowell Peterson: I don't like what I see with the cars parking on the grass at the
car dealerships. What can we do to prevent this? New Car Alternatives parks their cars
right out to the edge of the sidewalk. I would assume that is not legal.
John Nagy reported that he would pass this information along to the Inspection
Department and ask that the ordinance be enforced.
Mayor Kirksey reported that Roush and Ashley Capital actually have a section
of Roush up and operating already. They are rebuilding that plant. They have gutted the
building and are doing an amazingly fine job. Roush stated that they will not be
abandoning their other 17 locations. I think everyone will be very proud of the final
product. It really is looking very good. Mayor Kirksey advised that the article in the
Michigan Real Estate Journal of May 8, 2000, is not legally up to date in terms of the
wetlands. The developer, Phoenix Land Development, working with the Department of
Environmental Quality pulled back on the amount of acreage of what we originally wanted
about a year ago. Phoenix is further along than the article indicates. They are looking for
support from the City for their project.
Mr. Polsinelli advised that Schostak had received letter from the developer
advising of their intentions on the handling of the mitigation of the wetland. The letter
from Phoenix was asking for assistance in sending letters of support to the DEQ.

(beJeff Bryant advised that there is a gentleman at the Ford Parts Division who has
been employed there for 50 years and still employed. Jeff thought maybe Stan could give
him some type of write up. The contact person is Harry Bryant.
8. Adjournment: On a motion duly made, seconded and unanimously adopted, the
113th Regular Meeting held by the Plymouth Road Development Authority of Livonia on
May 18, 2000 was adjourned at 3:55 PM.
The next meeting of the Plymouth Road Development Authority will be held on
June 1, 2000, in the Fourth Floor Conference Room of City Hall.
