HomeMy WebLinkAboutPRDA MINUTES 2000-08-03 J MINUTES OF THE 116th REGULAR MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA The 116th Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan was called to order at 3:05 PM, Thursday, August 3, 2000 in the 4th Floor Conference Room at City Hall. Members Present: Mayor Kirksey Mr. Mike Polsinelli Mr. Jerry Wordhouse Mr. Bill Pike Mr. Adelard Raby Mr. Lowell Peterson Mrs. Toni Mette Mr. Duane Wolfgang Mr. Scott Grace Mr. Rod Crider Members Absent: Mr. Stan Anderson(Excused) Mr. Dennis Kujawa(Excused) Mr. Marvin Walkon(Excused) Others Present: Mr. John Nagy, Director (hrf Mrs. JoAnn Marshall, Beckett& Raeder Mr. Scott Reinholt, Beckett& Raeder Dr. Robert Auth, Rosedale Gardens Homeowners Association Mr. Ralph Williams Mrs. Robby Williams, Acting Secretary 1. Roll was called. 2. Adoption of 115th Regular Meeting Minutes: On a motion duly made, seconded and unanimously adopted, it was #2000-87 RESOLVED,that the minutes of the 115th Regular Meeting held by the Plymouth Road Development Authority on July 20, 2000 are approved. Mr. Mike Polsinelli,Chairman, declared the motion is carried and the foregoing resolution adopted. 3. Comments from Chairman: No comments and there is no correspondence. 4. Beckett&Raeder/Construction Report: JoAnn Marshall distributed a status report on current projects, including Phase IV and Phase V projects as well as the bus plazas and curb repairs. There was general discussion concerning these projects and the banners and irrigation. Scott Reinholt, Beckett& Raeder: Concerning the easements,there are 23 left to do. We haven't had any real problems yet. We will use August 31 as a target date to wrap up the easements. If we encounter any problems, we will look to the board for help. 1 l Compliments were given to JoAnn and Scott for a job well done by members of the board. Also positive comments were made about how nice the bus plazas looked. Mr. Pike gave a couple of suggestions concerning the contractor for the grounds maintenance, not to blow the grass into the street and to change the direction of mowing, occasionally. Committee Reports: Public Relations-No report. Vacant Buildings- Scott Grace-nothing to report. Director's Report: John Nagy- At the last meeting we discussed the Leone Foods facility and the possible purchase of the property by Furniture Xpress. We recently heard from Signature Associates and it looks like the deal is going"south". It is not going to happen. The costs and City requirements were issues for their decision. In regard to the Shelden Center and Bogart's Billiard Cafe, they want to combine their two operations into one. It looks like they will not be going into the Shelden Center but instead will combine their two operations into one at their Eight Mile Road location. Mr. Watkins thinks he can work it out and that everyone will be happier with that. In the meeting we had with the developer,the White Castle proposal is still going forward. They are anxious to be in that location. They will be located closer to Bill Knapp's Restaurant. The next P.R.D.A. meeting,Thursday, September 21, 2000, will be held at the Quality Inn and Suites on Plymouth Road. (11W Mr. Polsinelli: There has been discussion regarding the reduction of the number of meetings held by the P.R.D.A. from two a month to one a month,the third Thursday of each month. The meeting of August 17, 2000 is cancelled mainly due to the lack of business. The meeting of September 7,2000 is cancelled due to the fact that it is so close tot he Labor Day holiday. The committees take care of the issues that come up and need attention and John has been handling the matters that need to be taken care. There is no longer as much business that needs to be discussed as there was in the past. Is there a motion to reduce the number of meetings? On a motion by Lowell Peterson, seconded by Bill Pike and unanimously approved, it was #2000-88 RESOLVED,that the number of Plymouth Road Development Authority monthly meetings shall be reduced from two meetings to one meeting a month. Mr. Polsinelli, Chairman, declared the motion is carried and the foregoing resolution adopted. There was discussion about the possibility of a need to hold more than one meeting a month. It was suggested that special meetings would be held if there were a need. On a motion by Bill Pike, seconded by Lowell Peterson and unanimously approved, it was #2000-89 RESOLVED,that the Plymouth Road Development Authority monthly meetings will be held on the third Thursday, of each month. Polling of Board Members: 2 Mayor Kirksey mentioned the golf outing of September 11, 2000, at Fox Creek Golf Course and tro Whispering Willows. Invitations are going out. Scott Grace-Questioned where we stood with regard to the loan program and if it was satisfactory with the Law Department. Mr.Nagy responded that PRDA does not have the budget this year. We will have to go back to the City Council because of potential overruns in some accounts. We will have to wait for the new budget year. Toni Mette-Remarked about Redford starting the program for upgrading Plymouth Road and if they were going to connect with Livonia at Plymouth and Inkster. Mr.Nagy responded that they are going to compliment what we have done. Scott Reinhold advised that it would be probably be a part of Phase VII. Lowell Peterson-Nothing to report. Butch Raby -Nothing to report. Jerry Wordhouse-There is still a problem with cars parking in the right-of-way at New Car Alternatives. Could Ordinance Enforcement be called to check on this? (Mr. Nagy reported that Ordinance Enforcement has been informed.) Also, the condition of some of the trees is of a concern. Is it a normal condition or are they diseased? Some of the leaves are turning yellow and turning brown. (JoAnn Marshall reported that some trees show signs of distress from being transplanted and they won't know until next year, if they survive the winter. Some of the trees (11, will have to be replaced. Scott Reinholt advised that the contractor has been out to take a look at the trees. There is a warranty of one year on the trees. The contractor has been informed to the poor condition of many of the trees within the warranty period and we are covered in the event the trees do not survive the winter.) 5. Adjournment: On a motion duly made, seconded and unanimously adopted,the 116th Regular Meeting held by the Plymouth Road Development Authority of Livonia on August 3, 2000 was adjourned at 4:00 PM. The next meeting of the Plymouth Road Development Authority will be held on September 21, 2000, at the Quality Inn& Suites at 30375 Plymouth Road. pro Ro by illiams, Acting Secretary C 3
