HomeMy WebLinkAboutPLANNING MINUTES 1950-08-16 41 MINUTES OF A SPECIAL M_J'TIKG Cr THE PLANNING COMiJISSiOK OF THE CITE OF LIVO7IA The special meeting of the Planning Commission of the City of Livonia was held on the 16th day of August 1950, at the City Hall, 33110 Five E le Road. The meeting was called to order at approximately 8:00 P.E. by the Chairman, Er. George Bentley. All members of the Plan- ning Commission were present; also Mir. ruarina, Planning Con- sultant, and Mr. Brashear, City Attorney. The Secretary read the minutes of the special meeting held on the 9th day of August, 1950. Upon a motion duly made by Carson Johnston, seconded by Clarence Jahn, and unanimously carried, it was RESOLVED, that the minutes as read by the Secretary be accepted. The Secretary read a letter from ,aring and Johnson, dated August 16, 1950, regarding a definition which, if added to the Zoning; Ordinance, would allow school teachers to live with small 1 -1 families. Upon checking the existing Ordinance it was found unnecessary to make any changes to the Ordinance. Also, Mr. Y�aring presented copies of typical zoning restrictions under which Motels and lotor Courts be permitted. After an informal discussion, a motion duly made by Carson Johnston, seconded by Harold Lower, and unanimously carried, it was RESOLVD, that the City Attorney be requested to draw up an amendment to the Zoning Ordinance providing for erection and operation of Motels in the Oft:- of Livonia and to investigate the State Law governing Motels. Mr. Edwin Cor r gave a brief report on his appearance before the City Council on. August 14, 1950, presenting Shelden Land Company Plat #9. Thereupon followed a very serious and sincere discussion regarding the minimum width that lots should be in the City of Livonia. Listed below are the opinions of each member of the Planning Commission. Each member gave his reason for arriving at that decision. 1. Edwin Conway 60 ft. lots are too wide, 50-55 ft wide enough 2. Harold Bowerrt tr rr It rr 50-60 ft tr rr 3. Clarence Jahn prefers big lots but for companies like Shelden Land Co would ok a 55 ft lot but wider for lots on unimproved streets. 43 4. Robert 1,Iacintyre i,'inimum width should be 60 ft. Build a city with suburban atmosphere. 5. Ilalter Russell prefers big lots but could understand why a 50 or 55 ft. would be desirable where all improvements are in. 6. Carson Johnston There is a big difference between lots where all improve- ments are in and lots with no improvements. 50 ft. minimum on improved streets and 75 ft. minimum on unimproved streets. 7. Dallas ray 50 ft. minimum width on improved streets. 75 ft. minimum width on unimproved streets. 8. Helen Byers All lots should have a minimum width of 60 ft. 9. Geo. Bentley 50 ft. minimum on improved streets and 60 ft. minimum on unimproved streets. Jr. William Brashear read a letter from the Shelden Land Company stating their costs to put in all improvements in their subdivisions. Upon a motion duly made by Harold Fewer, seconded by Edwin Conway, voting 7 in favor and 2 against, and carried, it was RESOLVED, that the City Planning Commission, after careful consideration, recommend to the City Council that as a condition to the approval of any Plats in the future the lots therein shall have a minimum width of 60 ft. and a minimum area of 9000 square feet; provided, however, vhere all improvements, includinj: paved streets, water, sewer, and sidewalks, have been constructed or guaran- teed by sufficient bond, that minimum width • of lots be 50 ft. and a minimum area of 6000 square feet; TmL7RTne,R RESOLVED, that an Ordinance be adopted in accordance with the resolution. YEAS: Edwin Conway, Harold Fewer, Clarence Jahn, Walter Russell, Carson Johnston, Dallas Hay and George Bentley i SAYS: Helen Byers and Robert EacIntyre The Chairman declared the foregoing resolution carried. 45 - Upon a motion duly made by Clarence Jahn, seconded by Robert r.aclntyre, voting 5 in favor and 4 against, and carried, it was RESOLVED, that the Secretary prepare a copy of the minutes of this meeting together with a letter on. the resolution nertaining to the minimum width of lots, which is to be presented by Edwin Conway to the City Council. The Chairman declared the foregoing resolution carried. Mr. 1,arin7, presented a tentative sketch of a proposed Civic Center. After the Planning Commission had looked it over and upon a motion duly lade by Carson Johnston, seconded by Helen Byers, and unanimously carried, it was RES(JI ED, that the tentative plan of a Civic Center be presented to the City Council by Edwin Conway! in crier that the Council lay know what the Planning Commission is working on. Upon a motionduly made by Edwin Conv°.ay, seconded by Clarence Jaber., and unanimously carried, it was RESOLVED, that the two Plats, Herald Hamill 's Plat of subdivision south. of 'give -_i le road and the Candace Subdivision on Ann Arbor Trail, turned over to the Planning Commission for approval be tabled until the next meeting. Due to the fact that many of the members of the Planning Commission expected to be on vacation, Chairman 'entley announced the next nioeting of the Planning Commission would be held on the 30th day of Au ;ust, 1950. Upon a motion, duly made by Harold Rower, seconded by Edwin Conway , and unanimously; carried, it was RESOLVED, to adjourn this meeting until August 30, 1950.
