A Public Hearing and Special Meeting of the Planning
Commission of the City of Livonia were held on October 18,
1950, at 8:00 P.P,� . , at 33110 Five Mile Road, Livonia, Michi-
gan. Roll was called with the following. result :
Present : Carson Johnston Harold. Bower
George Bentley Helen fyers
Dallas Hay Robert =':MacIntyre
Edwin Conway Clarence Jahn
Absent : ,;alter Russell
Also Present were billia: Brashear, City Attorney, and
Mr. ' aring, Planning Consultant.
The Public Hearing, sched..led. for 8:00 P.: . was post-
coned until after registration for voters was completed. The
Public Meeting was called to order at 8:25 P.M. by Chairman
George Bentley.
Petition No. 8 was presented by the Com_ ission. Mrs.
Bilger, petitioner, appeared and requested that land classi-
fied as AG-1-0 be changed to a C-2 classification. Discussion
brought out fact that lreng, description of locationof land
was shun on map and in petition; however, correct description
w.--s advertised in public notice. ColLmissioner Carson Johnston
made a motion that Petition No. 8 he tabled until later.
Motion was seconded by Commissioner _Edwin Conway and unanimously
carried.
Petition No. 9 was denied October 11, 1950, and Mrs. Batson,
petitioner, was so notified.
Petition No. 10. Mrs. Kegler, petitioner, appeared and
requested change of present classification Air-1-B to a C-1
classificationin order to erect new building for existing
antique business and Provide safer parking space for customers.
She has had ;private bo=arding stables for 'Iorses and antique
shop at this location for et least 12 years with no objectsions
from the neighbors as to the business.
Petition No. 11 was withdrawn.
Petition ro. 12 was granted to Clifford C. Brown, petitioner,
on October 11, 1950.

Petition 14. Er. Clarence Rathburn appeared and
requested change of present classification R-1-C to that of
C-2 for the purpose of erecting stores and a restaurant on
Middle Belt :Load directly across frore the Ford Motor Company.

Further discussion to be held at private meeting.
Petition Yo. 15. 'Open discussion by citizens regarding
Section 2 r; L
Section of this petition:
Mr. Richard ± elson, 17835 Lathers, is in favor of lots at
least 60 feet. That is the reason most of us come out to Livonia.
7r. Costello, 18845 i,-erriman. Has 5 acres that should be made
into lots.
Kleinert, 9826 Cranston, is not in favor of any legislati_on
or ordinance restricting size of any lot.
Mr. Bobby, 9039 Newburg Road, is in favor of lots CO feet or
more.
Mrs. C. Thurman, 3615 Ann "�.rbor Trail, is in favor of 60 foot
lots in ti-Thole city.
Mrs. S. Thurman, 36 75 Ann Arbor Trail. There shop ld be no
division of size of lots on North and Sout_� si des of City.
Favoritism should not be shown.
iir. Barstow, 9502 Cardwell, agrees ith Er. Felson. Is in
favor of wider lots.
T' r. Harkness, 9586 Cardwell, is in favor of wider lots.
Mr. T,Cuir, 20240 Shadyside, has 100 foot frontage. In favor of
the wider lots.
Er. Baldwin, 20313 Farmington Road, is in favor of wide lots
but believes should apply to city as a whole.
Mr. Bachman, 18001 Lathers, is in favor of 60 foot lots.
M_r. Humphrey, 18376 Nestmore, is in favor of 60 foot lots.
?`r. Loring, 12400 Merriman, sold 3 40 foot lots to real estate
agent v.ho said 40 Foot lots as single units are dead on the
market.
Mr. Barstow, veterans cannot get building permits for 40 foot
lots on PEA.

n vote was taken of the approximately 25 persons present
at the Public Hearing by ChairanB'entley. Those in favor of
lots at least 60 foot in width were 22. Those in favor of
smaller lots were none.
The Public Hearing was adjourned at 9:35 P.H.
MINUTES Cr THE SPECIAL 1JELTING
OE TIE PLANNING COMMISSION
A Special Meeting of the Planning Commission was called
to order at 9:45 P.M. , with all Commissioners r=esent except
Walter Russell, to discuss course of action on petitions
brought before the Commission at the Public Hearing.
On the motion of Mr. Harold E!ower, seconded by :r. Edwin
Conway and unanimously carried, it was
RESOLVED, That Petition No. 8, (Bilger) be accepted
and granted as correct description was published in
the public notice.
On motionof flr. Clarence Jahn, seconded by Mr. dwin
Conway and unanimously carried, it was
RESOLVED, That Petition No. 10, (Kegler) be granted.
On the motion of Mr. Carson Johnston, seconded by Mr.
Edwin Conway and unanimously carried, it was
RESOLVED, That the following disposition is hereby made
on Petition. No. 14 (Rathburn) :
That portion of the property depth running to the
extent of 300 feet, measuring from Plymouth and
iTiddlebelt Roads, be and is hereby changed to a
C-2 classification; provided, however, and on the
condition, that the owners shall observe a build-
ing line set-back of at least 60 feet from the
center line of both Plymouth and 1iddlebelt Roads.

T,Ir. Carson Johnston made a motion that the following
resolution be adopted:
RESOLVED, That the City Planning Commission after
conducting a Public bearing on Petition Ho. 15
pursuant to a request of the Council, does hereby
make its recommendation to the Council as to
amending Ordinance number 7 of the City of Livonia
as follows :
Section 4.20, entitled LOT AREA AND l'IT=1.7M WIDTH,
contained in Section 2 of the proposed amended
Ordinance :umber 7, is hereby cancelled in its
entirety.
The City Planning Commission recommends that Section
4.20 be rewritten as follows :
4.20 LOT AREA Al7D NIT?EIL !:IDTF
Every lot in any new plat or subdivision, upon
which it is intended that a building or buildings
for dwelling purposes behereafter erected, shall
be the following. minimum lot area and minimum
lot width:
(a) ,here city water supply and public
sewers have been fully completed or
completion thereof has been insured
by proper and sufficient cash or
surety company bond, a minimum width
of each lot shall be 55 feet and the
minimum area of each lot shall be
6,600 Square Feet.
(b) here city water supply and public
sewers have not been fully completed
and where completion thereof has not
been insured by said bond, then the
minimum widtr: of each lot shall be 60
feet and the minimum area of each lot
shall be ,000 Square Feet;
provided, however, that each multiple dwelling
hereafter erected shall provide a lot area of
not less than 1,250 Square Feet per family;
and provided, further, that these requirements
as to minimum widths and minimum areas shall
not apply to a piece or parcel of land platted
and identified as a single unit on a plat
officially approved and recorded prior to the
effective date of this Ordinance.

The foregoing motion was seconded by Mr. Edwin Conway and
a roll call vote was taken with the following result:
YEAS: Carson Johnston, Dallas Hay, Edwin Conway, Harold
Bower, Clarence Jahn, George Bentley
NAYS: Robert MacIntyre, Helen Dyers
ABSENT: Walter Russell
The Chairman announced that the foregoing resolution was carried.
Upon motion, duly made by Miss Helen Byers, seconded by
Harold Sower and unanimously carried, it was
RESOLVED, That the Planning Commission recommends
the City Council pay the statement rendered by Mrs .
Gladys Price for stenographic services at the Public
Hearing on October 11,1950, in the amount of %.10.00.
Mr. Varing, Planning Consultant, presented a tentative
thoroughfare plan for the City of Livonia.
Mr. Carson Johnston made a motion that the following
resolution be adopted:
RESOLIL,D, That this Commission adopt the proposal that
Farmington l-oad be widened 150 feet from the North to
the South side of the City of Livonia, and notice be
given to the attorney and at the proper time to hold
a public hearing according to law for the entire matter.
Theforego_ng motion was seconded by Mr. Clarence Jahn and a
roll call vote was taken with the following result :
YEAS:5: bill members
HAIS : Done
On a motion of i:Dr. Harold Lowers, seconded by Miss Helen
Byers and unanimously carried, it was resolved to adjourn this
meeting until the 1st day of november, 1950.
The meeting thereupon adjourned at approximately 10:45 2.K.
