HomeMy WebLinkAboutPLANNING MINUTES 1952-07-31 285 MINUTES OF A SPECIAL MEETING OF THE CITY PLANNING COMMISSION HELD FOR STUDY A special study meeting was held by the City Planning Commission on Thursday, July 31, 1952 at the Court House Building, Livonia, Michigan. The meeting was called to order at approximately 9:30 PM by Chairman Hay. Members present: Harold Bower Helen Byers Edwin Conway Dallas Hay Robert MacIntyre Members absent: George Bentley H. Paul Harsha Clarence Jahn Walter Russell Also present was Mr. Malcolm Waring, Planning Consultant. The topic for discussion and study was Petition 443, Proposed Zoning Ordinance, that was heard on July 30, 1952. Miss Byers advised the group that some time ago, there was discussion on the subject of changing the regular meeting night, beginning this fall. The members present agreed that another night would be preferred and the majority decided on Thursday night; this was also satisfactory to Mr. Waring, however, nothing definite will be decided until all mem- bers are present at a subsequent meeting. Several phases of the Zoning Ordinance and Zoning Map were discussed by all, while awaiting the arrival of Mr. Brashear, City Attorney. Mr. Waring advised that his recommendation on building grade is still 12 inches for 25 feet and felt that this was a necessity particularly when the snow piles up against a building and quick drainage is de- sirable. Mr. Brashear, City Attorney, arrived at approximately 10 PM. After a prolonged discussion and study of the proposed zoning, the following recommendations were noted: Part of the south half of Section 25 will be left as M-2 as proposed. Entire south half of Section 26 will be left as M-2 as proposed. South half of Section 27 will be left as it was under the old zoning. No change. South half of Section 28 will be left as is. Southeast 1/4 of section 29 will be left as M-2. Southwest 1/4 of Section 29 will be changed on the proposed map from M-2 to M-1. North of the railroad between the railroad and Schoolcraft will be left as is, subject to a committee conference. South half of Section 30 is all right as proposed. North half of Section 30 will not be changed from the old law. It will remain as is. Northwest 1/4 of Section 29 will be left as it was in old law. The rear portion of Lot 707 in the southeast 1/4 of Section 15 will be for parking. The business area on the south side of Five Mile west of Hubbard to Brookfield will be 200 feet deep. Part of the north half of Section 35 will be left M-1 as in the old ordinance. North half of Section 36 is proposed to be RUFB, will be changed to R-1-B. South half of Section 36 will remain as is on the original map. 287 There was a brief discussion regarding the request of Charles Wilson to change the zoning on West Chicago and Middlebelt to commercial, bunt the final decision will come when some concrete information is re- ceived from Mr. Wilson. A discussion followed regarding Article 10, Section 10.02 (f) gas stations, on page 41, of the proposed Zoning Ordinance. Upon a motion duly made by Edwin Conway, seconded by Harold Bower, it was RESOLVED, to strike out everything after the City Planning Commission in subdivision (f) in Section 10.02. A roll call vote on the foregoing resolution resulted in the following: A1ES: Conway, Bower, MacIntyre and Hay NAYS: Byers There was also a brief discussion regarding the section on "open air sales" and it was agreed that a change should be incorporated. A motion was made by Harold Bower that the Northwest part of Section 23 be left M-1 as is. No second was received, and the Chair declared the motion void. Upon a motion duly made by Robert Maclntyre, seconded by Harold Bower, it was RESOLVED, that this meeting be adjourned. Thereon at approximately 12:35 PM, the Chair declared the meeting adjourned.
