HomeMy WebLinkAboutPLANNING MINUTES 1951-09-26 MINUTES OF THE FOURTEENTH REGULAR 9 MEETING OF THE PLANNING COMMISSION The fourteenth regular meeting of the Planning Commission was held on September 26, 1951, at 33110 Five Mile Road, Livonia, Michigan. The meeting was called to order by Chairman George Bentley at approximately 8 PM. Members present: Edwin Conway George Bentley Dallas Hay Robert Maclntyre Clarence Jahn Helen Byers Walter Russell Members absent: Carson Johnston Mr. Malcolm Waring, Planning Consultant, was present. The Chair announced that the first business to be taken up would be to dis- pose of the minutes of the last meeting, and upon a motion duly made by Edwin Conway, seconded by Dallas Hay and unanimously carried, it was RESOLVED, to accept the minutes of the adjourned thirteenth regular meeting, held on September 12th, as received. Mr. Bentley advised that the next old business included the report on the Civic Center as received from Mt. Petersime. Miss Byers read a letter from Wm Brashear, City Attorney, dated Sept. 15th addressed to George Bentley (copy of same was sent to the City Clerk and the City Engineer) regarding the Petersime proposal and the procedure to be followed on same. Miss Byers read a second letter from Wm Brashear of the same date, and this covered the tentative acceptance by Mr. Petersime of the modifica- tions submitted by the Planning Commission. Upon a motion duly made by Clarence Jahn, seconded by Edwin Conway and unanimously carried, it was RESOLVED, to have Chairman Bentley advise Herald Hamill, City Engineer, to proceed at once on the metes and bounds survey in preparation for the warranty deed. At 8:10 PM Mr. Lonnie Brashear arrived to fill in during the absence of Wm Brashear, City Attorney. At 8:12 PM Mr. Harold. Bower arrived. The Chair announced that the next old business on the agenda was the preliminary plat on Grandon Woods Subdv. $2 being part of the S 1/2 of Sec. 35, T. 1S. , R 9E. Grandon Avenue from Henry Ruff to Middlebelt Rd. Mr. W. C. Green, 9105 Middlebelt Road, appeared before the Planning Commission and stated that he was very much concerned with the Grandon Woods development as he had purchased property on Cathedral and has property facing Middlebelt. He wanted to know if it was to remain as shown (residential) on the plat. He wanted to know if Cathedral. St. was to be vacated and returned to Bonepart Subdivision owners. If it is going to remain residential, Mr. Green said he would like to build a residence. If it is going to be business then he would like to continue to own it and have the first opportunity to purchase more land. 1 Miss Byers read a letter dated February 17, 1951 written to the City Council giving reasons why the City- Planning Commission could not give approval for closing Cathedral Street. A general discussion was held regarding Cathedral Street and upon a motion duly made by Clarence Jahn, seconded by Dallas Hay and rnA„i- mousy carried, it was RESOLVED, that in view of the fact that the City Council has previously approved Grandon Woods Subdivision Plat #1, the Planning Commission recommends tentative approval of Grandon Woods Subdv. #2 which is a continuation of Plat #1, with provisions for proper easements for utilities, and it was FURTHER RESOLVED, that the secretary write a letter to the City Council recommending that Petition #26 be reconsidered to vacate Cathedral Street and the land be returned to property owners in Bonapart Subdivision, abutting Cathedral. The Chair announced that the next old business on the agenda was B. E. Taylor's Schoolcraft Manor #3, being part of the NW 1/4 of See. 23, T. 1S. , R. 9E. , City of Livonia. Two copies of the preliminary plat were presented and were accompanied by Mr. Bingham's letter dated August 30, 1951, explaining contemplated changes. Upon a motion duly made by Dallas Hay, seconded by Edwin Conway and unanimously carried, it was RESOLVED, to give tentative approval of B. E. Taylor's Schoolcraft Manor #3 with the changes that are to be made (as outlined in red on the preliminary plat) at the ex- pense of the subdivider, including proper easements for utilities. Miss Byers advised the group that she had contacted Mr. Edgar, City Councilman, regarding the subdivision rules and regulations. The Council discussed the subject at their last meeting and the delay is due to Herald Hamill, City Engineer, not being able to make up his mind on the width of the streets as in Melody Manor or Schoolcraft Subdivision. Mr. Bentley said he thought the idea of half-streets might be what is holding Mr. Hamill back. Next, Miss Byers read the two letters dated September 18, 1951, that were sent to the City Council and The Zoning Board of Appeals by the Planning Commission regarding motels. There was a discussion held regarding the fact that some member of the Public Safety Commission should be present at the meetings of the Plea- ning Commission and upon a motion duly made by Clarence Jahn, seconded by Edwin Conway and unanimously carried, it was RESOLVED, to write a letter to the Public Safety Commissioner, James HAgen, requesting that a representative of his depart- ment be present at the meetings of the Planning Commission. A copy of the letter should be sent to Mayor Jesse Ziegler. Mrs. Bachman arrived at approximately 9 PM and presented a petition to 44 change city zoning classification in Parkview Acres Subdivision to agree with the subdivision restrictions - see Petition #37. Miss Byers read Petition #23A - Margaret Rye, requesting a change in zoning to C-1 classification (Ann Arbor Road near Plymouth Nursery) to enable her to build a restaurant. Upon a motion duly made by Clarence Jahn, seconded by Edwin Conway and unanimously carried, it was RESOLVED, to give Petition #23A to Mr. Brashear to prepare for public hearing. Miss Byers then read Petition #34 - W. J. White, Coventry Gardens Corp. requesting that Fordson Highway be vacated from Ashurst to Five Mile Road. Upon a motion duly made by Clarence Jahn, seconded by Dallas Hay and unanimously carried, it was RESOLVED, to refer Petition #34 to Mr. Waring for his recom- mendation and then to Mr. Brashear to prepare for a Public Hearing. Miss Byers read #35 - Richard Wisniewski, 39866 Joy Road, Plymouth, Michigan - requesting that an alley be vacated. Upon a motion duly made by Dallas Hay, seconded by Clarence Jahn and unanimously carried, it was RESOLVED, to refer Petition #35 to Mr. Waring for his recom- mendation and then to Mr. Brashear to prepare for a public hearing. Petition #36 - H. S. Wolfe - was then read by Miss Byers. Petition #36 was almost identical to Petition #34 requesting that Fordson Highway be vacated. Upon a motion duly made by Clarence Jahn, seconded by Harold Bower and unanimously carried, it was RESOLVED, to refer Petition #36 to Mr. Waring for his recom- mendation and then to Mr. Brashear to prepare for a public hearing. Miss Byers read Petition #37 - Mrs. Bachman - T. F. O'Connor Parkview Acres Subdv. requesting that the zoning be changed from R2C to R1B thereby coinciding with the registered restrictions. Upon a motion duly made by Dallas Hay, seconded by Clarence Jahn and unanimously carried, it was RESOLVED, to refer Petition 437 to Mr. Waring for recommends,- tion and same should be included in Zoning Ordinance. 45 Mr. Waring said that he would like authorization to go ahead with the tentative zoning map for the public hearing. Upon a motion duly made by Clarence Jahn, seconded by Dallas Hay and unanimously carried, it was RESOLVED, to authorize Waring and Johnson to proceed with the tentative map to conform with the new zoning ordinance. Miss Byers read a letter dated September 26, 1951 from the City Clerk regarding a letter that had been received from the Rosedale Gardens Civic Association, which reads as follows: (9/21/51) "The following members of the Rosedale Gardens Civic Association have been appointed as the restriction committee for the year 1951-52: Mr. Paul Harsha, Sr. , Chairman; Mr. Charles Cook and Mr. J.B. Folsom. Mr. James Valrance has been appointed Public Relations Chairman for the same period." Signed by Lowell G. Jacobs, Pres. Rosedale Gardens Civic Assn. Upon a motion duly made by Dallas Hay, seconded by Robert MacIntyre and unanimously carried, it was RESOLVED, that the secretary record and keep the above letter on file. The next meeting will be held when the public hearing takes place, and the date is not yet certain. Upon a motion duly made by Harold Bower, seconded by Dallas Hay and unanimously carried, it was RESOLVED, to authorize a public hearing as soon as possible in October and so instruct the City Attorney, Wm. Brashear. At approximately 9:50 PM, a motion was duly made, seconded and unani- mously carried, and it was RESOLVED, that this meeting be adjourned. - A� :e'en E.
