MINUTES OF THE ADJOURNED FIFTIETH SPECIAL MEETING
OF THE CITY PLANNING COMMISSION
The Adjourned 50th Special Meeting of the City Planning Commission was held
on Saturday, May 1, 1954 at the City Hall, Livonia, Michigan.
Chairman Dallas F. Hay called the Special Meeting to order at approximately
10:05 a.m.
Members present: Edwin Conway William Newton Clarence Jahn
Dallas Hay Rufino Salinas
Members absent: Robert L. Greene H. Paul Harsha
Irving Geer Peter Ventura
Mr. Russell Ashmore, City Attorney was present.
The secretary announced that the first item was consideration of a permit by
Hiram F. Godwin to remove sod on Parcel AA located Northeast corner of Middle—
belt and Schoolcraft Roads in the Southwest 1/4 of Section 24.
The City Attorney informed the members that he had interpreted the Zoning
Ordinance on Top Soil to include the removal of sod and he had issued a stop
order on this location. The City Attorney then on his own initiative gave
the Building Department permission to issue a permit to Mr. Hiram Godwin.
provided Mr. Godwin posted a cash bond for $1,000.
This commission took no action on this matter.
The secretary announced that the next item was the matter of obtaining a
permit for Wade Expostition Shows to hold a carnival on the grounds of the
Michigan Racing Association at Middlebelt and Schoolcraft Roads. There was
no one present representing the petitioner; however, Mr. Clarence Jahn was
present representing the RotaryYouth Foundation.
In as much as there wasn't enough time to obtain the necessary waiver or to
hold a Public Hearing on the matter, the City Attorney said he would place
the matter on the City Council's agenda May 3, 1954 at which time he would
recommend to the City Council that they issue an emergency permit.
Upon a motion duly made by Mr. Jahn, seconded by Mr. Newton and unanimously
carried, it was
RESOLVED, that whereas the Rotary Club of Livonia has for some years
past conducted a carnival and exposition each year on the grounds of
the Michigan Racing Association at Middlebelt and Schoolcraft Roads
and whereas such activity has as its object the raising of funds for
the benefit of the youth: of Livonia; whereas the area to be used by
the carnival and exposition is well within the extensive premises of
the Michigan Racing Association and over 500 feet from the property
of other persons; and whereas such activity is a well known worthy
civic cause which deserves special consideration be it RESOLVED that

the City Planning Commission does hereby report to the City Council
that the commission believes that a permit to operate such carnival
and exposition should be forthwith issued; that the commission
recommends the issuance of such permit; and that in order that the
City Council may issue such permit as an emergency measure the
commission does hereby waive further jurisdiction over this matter
but only as to this particular application.
The Chairman declared the foregoing resolution adopted.
Upon a motion duly made, seconded and unanimously carried, it was
RESOLVED, that this meeting be adjourned.
At approximately 10:45 a.m. the Chairman declared the meeting adjourned.
