QUALIFICATION BASED-SELECTION (QBS) PROCESS FOR CONSULTING
ENGINEERING SERVICES FOR MAJOR ROADS,
BRIDGE, UTILITY PROJECTS AND RELATED ACTIVITIES
CITY OF LIVONIA, MICHIGAN
The City of Livonia, Michigan is soliciting Qualification Statements for up to three (3)
Consultants to perform all Professional Engineering Services on various Federal, State and
Locally funded roads (hot mix asphalt, non-reinforced concrete, composite, concrete bonded
overlays), bridge (including pedestrian), storm sewer(culvert design), sanitary sewer(cured-
in-place pipe, pipe bursting, or directional drilling), water main (direction drilling with high
density polyethylene pipe or pipe bursting), traffic signal modernizations and pedestrian
signal upgrades and other related projects for the remaining Fiscal Year 2010 ending
November 30, 2010 and through Fiscal Years 2011-2013. The 2011 Fiscal Year begins on
December 1, 2010 and the 2013 Fiscal Year ends on November 30, 2013.
The Consultant may be requested to provide engineering services including design, survey,
right-of-way acquisition, traffic signal and pedestrian design, construction engineering,
geotechnical engineering, material quality control, bridge inspection, engineering studies,
grant applications, and other related services as they relate to each respective project.
Projects include Federal Local Safety Program, Congestion and Mitigation and Air Quality
Improvement Program (CMAQ), Federal Aid Committee (FAC) road projects taken from the
City of Livonia Federal-Aid eligible roadways such as Newburgh Road (carrying 20,000
vehicles per day) to the Local Road Program (estimated $5.2 million per year). Other
projects include water main and sanitary sewer replacements (including rehabilitations),
storm water management, regional detention basin design, stream bank stabilization design,
parking lots, permit projects, engineering studies involving infrastructure improvements and
funding applications as opportunities arise. The City will assign each project to one of the
Consultants based on the Consultant's expertise, workload and familiarity with the project.
When the Consultant is requested to perform engineering services on a project, the City will
present a general scope to the selected Consultant. The Consultant will present the City
with a Proposal that shall include a detailed scope of the project including man-hours and
cost. If the Proposal is reasonable based on the scope and cost of the project, a contract
will be prepared and executed, or submitted to the Michigan Department of Transportation
(MDOT), if the engineering services are Federal-Aid eligible, then executed. The contract
will be either MDOT's standard third party agreement for Preliminary or Construction
Engineering, or the standard City contract. If the Proposal is deemed unreasonable by the
City or MDOT, the City will attempt to negotiate a fair price with the preferred Consultant. If
the price cannot be agreed upon by the City and the preferred Consultant, the City will
request a proposal from one of the remaining Consultants obtained through this solicitation
to perform the required engineering services.
PRICES OR RATE SCHEDULES WILL NOT BE CONSIDERED IN THIS SELECTION
PROCESS AND SHOULD NOT BE SUBMITTED WITH THE CONSULTANT'S
QUALIFICATION STATEMENT.
The selected Consultants and Associated Subcontracted Consultants may be requested to
perform some of the following duties-

3. Geotechnical Engineering Services
4. Roadway, Storm Sewer and Culvert Design
5. Sanitary Sewer Design and Rehabilitation
6. Water Main Design and Rehabilitation
7. Construction Engineering including Testing
8. Traffic Signal Modernization Design
9. Pedestrian Signal Design
10. Engineering Studies, Preliminary Drawings and Data required for
funding and grant applications
11. Non-Motorized Pathways
12. Storm Water Management Services
13. Permit Activities (including reviews, inspection, and updated details)
14. Other similar or related tasks
The Engineer will be required to adhere to the following; unless otherwise directed,
completed as an AutoCAD Land Development Desktop/AutoCAD 2005 version.
Final electronic submissions shall consist of the complete LDD/AutoCAD project files:
including, but not limited to, all Point data, Object data, Symbology, Field book data,
supporting documentation, and various reports and miscellaneous LDD electronic files as
required by the City.
Qualification Statements will be reviewed and rated on the following criteria (75 Points):
1. Reputation for professional integrity and competence(15 points)
2. Experience and familiarity with the City of Livonia, the Wayne
County Department of Public Services, Wayne County Health
Department, the Michigan Department of Transportation, Michigan
Department of Natural Resources and Environment and the Federal
Highway Administration and their programming, design, bidding,
contracting and construction standards and practices (20 points)
Qualification Statements will be reviewed and rated on the following criteria (continued):
3. Experience, reputation providing similar services to other
communities in Southeast Michigan (10 points)
4. A list of Clients and references for which similar services were
provided, most specifically over the past 5 years (7 points)
5. The survey equipment, CAD software and engineering software
currently being used (3 points)
6. Key personnel or team members and their experience in performing
the duties as outlined in this RFQ (20 points)
7. Equal Employment Opportunity (EEO)
The short listed firms (maximum of five) will be requested to attend an interview. This
interview will be worth 25 points. The short listed firms will have a maximum of 45
minutes for an interview period. During this time, consultants will be allowed to provide a
presentation lasting no more than 20 minutes and 25 minutes for questions from the
interview panel. The interview will focus on the above criteria as well as the consultant's
projected workload, experience with Wayne County, MDOT audits, and equal opportunity
practices.
Interested Consulting Engineers should submit five (5) copies of the Qualification
Statements consisting of no more than 75 pages(double sided), 8 '/2-inches x 11 inches or
150 single sided pages along with no more than 25 additional pages of 11" x 17" fold outs
(single sided) no later than 5:00 PM, Tuesday, June 1, 2010 to:

It is our intention to review statements of qualifications and select up to three (3) firms for
consideration. The selected firms may be required to make a presentation lasting no more
than 10 minutes before the City Council.
