HomeMy WebLinkAboutPLANNING MINUTES 1957-08-20 2211 1767 MINUTES OF A PUBLIC HEARING AND THE 83RD REGULAR MEETING OF THE CITY PLANNING COMMISSION OF THE CITY OF LIVONIA On August 20, 1957 the above meeting was held by the City Planning Commission of the City of Livonia at the City Hall, 33001 Five Mile Road, Livonia, Michigan. Chairman William R. Robinson called the Public Hearing to order at approximately 8:10 p.m. Members present: Robert L. Miller Charles Walker Wilfred Okerstrom Karle Steinhoff William Robinson Leonard Kane Fred A. Lotz Members absent: Robert L. Greene H. Paul Harsha Messrs. Albe Munson, Planning Consultant and Rodney Kropf, Asst. City Attorney and Lieutenant Bob Perry, Livonia Fire Department were present together with approximately 175 residents. The secretary announced that the first item on the agenda was Petition M-66 by John G. Davies, Minister, St. Paul's Presbyterian Church requesting to con- tinue construction of church buildings according to Master Plan submitted with petition and to provide necessary expansion of parking facilities in accord-- ance with the Zoning Ordinance of the City of Livonia on Lots 13 - 28'a, inclusive, Lots 30 - 34, inclusive, Lots 96 - 102, inclusive and Lot 94, B. E. Taylor's Como Lake Subdivision located on the South side of Five Mile Road between Cavell and Arcola Avenue in the Northeast 1/4 of Section 24. The secretary read letter dated August 14, 1957 from Calvin Roberts, Chief Livonia Fire Department. Rev. John G. Davies was present. Rev. Davies stated that the one vacant lot shown on plot plan has recently been purchased by the church on a Land Contract. There will be sufficient parking facilities for the proposed addition. No one was present wishing to be heard either in favor of or opposed to petition as presented. Upon a motion duly made by Mr. Kane, seconded by Mr. Steinhoff and unanimously carried, it was #8-224-57 RESOLVED that, pursuant to a Public Hearing having been held the City Planning Commission does hereby grant Petition M-66 by John G. Davies, Minister, St. Paul's Presbyterian Church requesting to continue construction of church build- ings according to Master Plan submitted with petition and to provide necessary expansion of parking facilities in accordance with the Zoning Ordinance of the City of Livonia on Lots 13 - 28a, inclusive, Lots 30 - 34, inclusive, Lots 96 - 102, inclusive and Lot 94, B. E. Taylor's Como Lake Subdivision located on the South side of Five Mile Road between Cavell and Arcola Avenues in the Northeast 1/4 of Section 24, and 222 1768 C-1) FURTHER RESOLVED, notice of the above hearing was sent to property owners with 500 feet, petitioner and City Depart- ments as listed in the Proof of Service. The Chairman declared the foregoing resolution adopted. The secretary announced that the next item on the agenda was Petition M-67 by Mother Mary Annuncia, Felician Sisters, O.S.F. requesting permission to con- struct and maintain a non-profit hospital to be known as St. Mary Hospital of Livonia on a portion of Parcel 20I located on the Southwest corner of Five Mile and Levan Roads in the Northwest 1/4 of Section 20. The secretary read letters dated August 14, 1957 from Calvin Roberts, Chief Livonia Fire Depart- ment; dated August 17, 1957 from William W. and Selena V. Crawford and dated July 23, 1957 addressed to Sister Mary Columbine, Felician Sisters, O.S.F. from William W. Brashear. Dr. Oscar P. Rosbolt, 32525 Six Mile Road was present. Dr. Rosbolt submitted for Commission's inspection a sketch of the proposed hospital and stated that it will look somehwat like the Beaumont Hospital. No one was present wishing to be heard either in favor of or opposed to petition as presented. Upon a motion duly made by Mr. Lotz, seconded by 1'r. Walker and unanimously carried, it was #8-225-57 RESOLVED that, pursuant to a Public Hearing having been held the City Planning Commission does hereby grant Petition M-67 by Mother Mary Annunica, Felician Sisters, O.S.F. requesting permission to construct and maintain a non-profit hospital to be known as St. Mary Hospital of Livonia on a portion of Parcel 20I located on the Southwest corner of Five Mile and Levan Roads in the Northwest 1/4 of Secti on 20, and FURTHER RESOLVED, notice of the above hearing was published in the official newspaper, The Livonian under date of August 1, 1957 and notice of which hearing was sent to property owners within 500 feet, petitioner and City Depart- ments as listed in the Proof of Service. The Chairman declared the foregoing resolution adopted. Mr. Robinson announced for the benefit of those present that the position of the Planning Commission on Petition No. Z-233 as initiated by the City Planning Commission on its own motion on the question whether or not certain land in the City of Livonia located between Five Mile and Eight Mile Roads and between Haggerty and Merriman Roads be changed from AG-B, RUF, R-1, C2 and C-1 to RU and RL, is that this Commission has been aware of the need for large estate type lots in Livonia. However, Commission has hesitated to re- zone areas until it could complete the Master Studies but the developers have continued to sweep across the City, For this reason the Commission has authorized the Planning Consultant to make a survey of the City and to recommend such areas that should be rezoned to this larger type lot. Because this has been done in such a hurry the Commission realizes that there might be errors in the plan and that there will have to be some corrections. For this reason the Commission will not act on petition tonight but take item under advisement. Announced that anyone wishing to be heard either in favor 223 1769 of or opposed to petition would be allowed three minutes and that any further comments could be submitted to the Commission in writing within five days. The secretary read letters dated July 15, 1957 and July 10, 1957 from William Brashear, Mayor; dated September 17, 1956 from Caroline Riddle; undated letter from V. F. and D. S. Richards and dated August 15, 1957 from Mrs. Ber- nice Marett, Secretary, Bell Creeks Farms Association. By a show of hands of those present it was indicated that correspondence sub- mitted not be read but that it only be indicated who the correspondence is from. The secretary announced that letters are on file regarding item from the following: M. E. Dacey, McQuade Realty Company; Arthur Fisher; Millie Funk; Rudolph and Florence Chapek; Robert W. Hyde, Secretary, Greenbrier Woods Civic Association; William H. Hague, Attorney for Ward Memorial Presbyterian Church; David Goldman, Goldman, Grabow & Katcher; John C. Partyka, Civil Engineers, Inc; Howard Middlewood; George D. Haller, Attorney for Charles Houghton and Philip D. Barrett. Mr. Maurice Kenney, 39000 Seven Mile Road asked who started this change and why. Mr. Robinson stated Commission feels that there is a need for large estate lots in Livonia. Mr. Kenney mentioned Haggerty and Seven Mile Roads area and asked about commercial property. Mr. Robinson stated that there will be some changes made. Mr. Kane, 19503 Roslyn, Sherwood Forest, Detroit stated that 80' x 1201 lots would mean one could only get two homes on an acre with road etc. This would mean a $75,000 home. The secretary read recommendation dated August 5, 1957 from Albe Munson, Planning Consultant. Mr. David A. Goldman, Goldman, Grabow & Katcher, Attorney, 1770 National Bank Building, Detroit representing Paris Home Builders referred to letters read from Mayor William W. Brashear and first article in the Zoning Ordinance which talks in terms of a relationship to morals etc. Relying on Zoning Ordinance No. 60 and map, clients purchased in January, 1956 forty acres on the North- west corner of Newburg and Five Mile Roads. Under this plan this land was zoned commercial on the corner but that under the present plan the commercial area has been completely eliminated - taking property without due compensation. The Southwest corner of Newburg and Five Mile Roads under the present plan remain com mercial. Fail to see difference between the Southwest and the North-- west corners. It would be completely unfair at this date to remove commercial area. Mr. Donald E. Barris, Attorney, 1624 Dime Building, Detroit representing Harry Slatkin Builders, Inc. stated they are concerned with the property located in the Southwest 1/4 of Section 17 and situated at Newburg and Five Mile Roads. Clients purchased property sometime ago and in conjunction with neighbor prepared a Master Plan to subdivide property. Own other property in the City of Livonia which is located near large estates and have no objection to this property (Six Mile R oad) conforming to proposed zoning. Pointed out ing 10.4 1770 CD that the property located on the Southwest corner of Newburg and Five Mile Roads is being subdivided into 601 lots. Have joined with developer to bring Master sewer down Five Mile Road. Felt in Commission's determination property should remain as it is. Mrs. Julia DeBusschere, 5046 Hereford, Detroit stated she owned 6i acres on Gill Road between Six and Seven Mile Roads. Questioned how proposed change would effect her property. Mr. Nathan S. Peterman, Attorney, 1317 Penobscot Building, Detroit representing East Detroit Housing, Inc. stated client purchased 64 acres on the Northwest corner of Five Mile and Ashurst Roads a few years ago relying on existing zoning and map and are objecting to rezoning. Have submitted proposed plats to Commission for its approval. Mr. Gene Aimino, 34745 Eight Mile Road asked what he was to do with three acres. Proposal takes certain privileges away from him. Purchased property for the future to raise fowl and to garden. Mr. Boris Daneff, 18221 Laurel stated he came to Livonia for 21 acres of land. Asked what is to happen to his taxes if property is rezoned to R.L. Wished zoning to remain as is. Mr. William F. Nern, Attorney, 1204 North Woodward Avenue, Royal Oak represent- ing Rouge Building Company stated client owns over 200 acres in Section 16. Purchased property sometime prior to December, 1956 based on present Zoning Ordinance. Have made plans to develop area which Commission is familiar with and has received approval of two plats. Thought change of zoning had no relation to public health, morals, etc. Filed Notice of Protest dated August 20, 1957 signed by Stephan F. Slavik. Mr. Earl Wilson, 18451 Wayne Road stated he has five acres and that he intends to use it when he is unable to do the work he is doing now. Neighbors have purchased property for same reasons. Wish to use property to grow things to sell. Some people want to have a saddle horse. It is these extra privileges that residents came to Livonia for. Came to Livonia before City was incorporated. Asked whether change is going to raise the valuation and taxes. The two big questions residents have is how does proposed change affect residents in the use of their land and how does proposed change affect taxes in the future. Mr. Munson stated residents cannot avoid progress. With the lower density obtained from larger lots only one school is needed whereas with small lots there is a higher density and need for more schools. The larger share of the tax money is needed for school purposes. Mr. Robinson stated that as far as the land use is concerned, residents in these areas will not be able to keep a horse. Mr. Arthur Fisher, 30408 Hoy, representing the Federation of Civic Associations stated he believed proposal would protect the people. Unless proposed plan is adopted (even though it will hurt some of the residents) residents as a whole are going to lose streams, wooded areas, etc. and have many, many 601 lots. Suggested those present think proposal over before going against it. 225 1771 Mr. Peter Terpstra, 17400 Haggerty Road stated he thought there could be a method worked out wherebysites would be 801 and yet residents would be able to retain privileges they now have. Mr. Robinson stated he did not think it fair to those moving into Livonia that would adjoin these parcels. Mr. Terpstra stated he has five acres and thought when his son was old enough he could buy him a pony. Mr. John McLeish, 31660 Myrna stated he objected to the proposed rezoning in Section 15. Lots have deed restrictions for one acre lots or more. Own a barn and horses. Understood that a non-conforming permit could not be trans- ferred; therefore a certain amount of the value is taken from his land. Mr. Chester Gawronski, 18301 Laurel stated he also had two horses. The Chairman called a recess at approximately 9:30 p.m. The Chariman called the Public Hearing to order at approximately 9:50 p.m. The Chairman announced that he has been requested to adjourn Items No. 10 and No. 5 as shown on the agenda until a later date. No one was present wishing to be heard either in favor of or opposed to petition as shown under Items No. 10 and No. 5. Mr. Milton Atlas, Attorney, 2809 Cadillac Tower, Detroit stated he owns 53 acres between Seven Mile and Eight Mile Roads and between Gill and Wayne Roads Purchased property on the strength of existing conditions. Sugpsted each small area be considered and discussed. Mr. Anthony Lake, 32519 Curtis stated he owned 6 acres. Asked how area will look if he split his property into 801 lots. Objected to proposed change. Mr. Robinson informed those present that it is not the intent to decrease the size of the present lots. It is only to raise the minimum lot area. At present it is possible to plat into 601 lots. Mr. Charles Adams, 18675 Wayne Road suggested that proposed 801 lots be retained in amendment but that the uses permitted in RUF areas not be changed but included. The only thing Commission is interested in is changing the size of the lots. Mr. Harvey Moelke, 31740 Curtis stated that there are very few one acre parcels in Livonia. The zoning should be changed on an area basis - consideration should be given to both the small property owner and the subdividers. Mr. Joseph Hudson, 31480 Grove stated he would be in favor of increasing square footage of land however, wonder if from a practical standpoint whether or not Commission is defeating its purpose by requiring 15,000 square feet. Three quarter of an acre is just a little too large for a tractor and a little too small for a hoe. 1772de- C') Mr. Arthur Fisher wondered if the same loop-hole that appears in the RUF and AG District Regulations also appears in the RU District Regulations. Mr. Robin- son stated that the Law Department has gone over the RU District Regulations and they have stated that as regulations are written, there are no loop-holes and that lots will not be able to be platted into 60' plots. Mr. Kropf clarified for Commission's benefit that there is a loop-hole in the RU District Regulations and that it will be brought to the Commission's attention. Mr. Irving Hutchins, 17275 Merriman Road asked whether proposal includes commercial corners. Mr. Robinson stated it does and that there will no doubt have to be corrections. Mr. Rodman Myers, Attorney, 1990 National Bank Building, Detroit asked what specific changes are proposed. Mr. Robinson stated that the corrections to be made are obvious - commercial areas are shown to be changed to RU and RL. Wherever the property owner objects consideration will be given. Mr. Kane, 19503 Roslyn, Sherwood Forest, Detroit did not think partiality should be shown between 15,000 square feet and 9,600 square feet -- rezone areas all either 15,000 square feet or 9,600 square feet. Mr. Herbert Nelson, 37654 Margareta suggested that the golf courses be shown as such so that they will remian recreational areas and not sold to developers. Asked why Melody Manor Subdivision was included in new proposal when it is built up almont 70%. Mr. Munson informed those present that he is in the process of making a recreational study. Mr. Ned Lingemann, 15622 Eddington brought to Commission's attention that one side of Six Mile Road and Merriman Road is left with commercial zoning whereas under the proposed plan all three corners are to be rezoned. Those present objecting to proposed Petition No. Z-233 - 31 residents Those present in favor of Petition No. Z-233 - 3 residents. Mr. Robinson announced that Petition No. Z-233 would be taken under advisement by the Commission and that a decision would be made at a later date. The secretary announced that the next item on the agenda was Petition No. Z-234 as initiated by the City Planning Commission on its own motion on the question whether or not Zoning Ordinance No. 60 should be amended by adding thereto Article 5.50 (RL District Regulations). Mr. David A. Goldman, Goldman, Grabow & Katcher, Attorney, 1770 National Bank Building, Detroit was present representing Paris Home Builders who own the Northwest corner of Newburg and Five Mile Roads. Objected to petition as it seeks to retroactively affect clients property and decrease its value. Mr. Nathan S. Peterman, Attorney, 1317 Penobscot Building, Detroit represent- ing East Detroit Housing, Inc. who owns property on the Northwest corner of Ashurst and Five Mile Roads, objected to petition for same reasons as cited by Mr. Goldman. 227 1773 Upon a motion duly made by Mr. Kane, seconded by Mr. Miller and unanimously carried, it was #8-226-57 RESOLVED that, pursuant to a Public Hearing having been held on Petition No. Z-234 as initiated by the City Planning Commission on its own motion on the question whether or not Zoning Ordinance No. 60 should be amended by adding thereto Article 5.50 (RL District Regulations), the City Planning Commission does hereby recommend to the City Council that Petition No. Z-234 be granted, and FURTHER RESOLVED, notice of the above hearing was published in the Official newspaper, The Livonian under date of August 1, 1957 and notice of which hearing was sent to the Detroit Edison Company, Chesapeake & Ohio Railway Company, City Departments, The Consumer Power Company, and Michigan Bell Telephone Company as listed in the Proof of Service. The Chairman declared the foregoing resolution adopted. The secretary announced that the next item on the agenda was Petition No. V--21 by Claude F. and Nellie J. Brogden requesting that the 12' easement located in the rear of Lots 16$ and 169, Storm and Fowler's Country Crest Subdivision located on the Southeast corner of Eight Mile Road 4.nd Oporto Avenue in the Northeast 1/4 of Section 2 be vacated and a 12' easement be created along the Ire North and East lot line of Lot 168 and also along the North 12' of Lot 169. The Petitioner nor a representative was present. Mr. Robinson announced that he had been requested by Mr. Donald C. Deremo, Attorney for the petitioners, to adjourn item for 30 days. No one was present wishing to be heard either in favor of or opposed to petition as presented. Upon a motion duly made by Mr. Miller, seconded by Mr. Lotz and unanimously carried, it was #$-227-57 RESOLVED that, Petition No. V-21 by Claude F. and Nellie J. Brogden requesting that the 12' easement located in the Northeast 1/4 of Section 2 be vacated be tabled for 30 days as requested by Donald C. Deremo, Attorney for the petitioners. The Chairman declared the foregoing resolution adopted. The Secretary announced that the next item on the agenda was Petition No. V-22 by Greenmoor Improvement Association requesting that the 20' alley located South of Lots 194 through 204, and Lots 263 through 275 and the 18' alley located between Lots 165 through.193, 205 through 233, 234 through 262 and 276 through 3041 Five Elm Park Subdivision located South of lots fronting on Five Mile Road between Paderewski and Haller Avenues and between Haller and Garden Avenues North of Jamison Avenue in the Northwest 1/4 of Section 24 be vacated. The Secretary read letters dated August 19, 1957 from Jack E. Menig, Special Agent, Real Estate and Rights of Way Department, The Detroit Edison Company and dated August 8, 1957 from Mrs. Sophie Televig. Mr. Samuel C, Law 15191 Garden was present. 228 1774 r Mr. Robinson informed Commission that the Engineering Department had not had an opportunity to investiage item and make their recommendation. Mr. Albe Munson, Planning Consultant was excused from the Meeting at approxi- mately 10:30 p.m. Mrs. Peter Setcoski, 14923 Haller stated she would like to see ditches filled and wondered if the City intended to do so while the ditches are dry. Mr. Law stated that the Engineering Department informed him that they would come down and fill in the ditches. Mr. Okerstrom asked who is to benefit from this work. Mr. Law stated that the property owners would. Mr. Okerstrom asked whether he thought it should be up the City to improve their property by filling ditches. Upon a motion duly made by Mr. Kane, seconded by Mr. Lotz and unanimously carried, it was #8-228-57 RESOLVED that, pursuant to a Public Hearing having been held on Petition No. V-22 as submitted by Greenmoor Improvement Association requesting that certain alleys located in the Northwest 1/4 of Section 24 be vacated, the City Planning Commission does hereby recommend to the City Council that Petition No. V-22 be granted subject to forthcoming recommendation from the Engineering Department and ease- ments reserved the full width of the existing alleys, and FURTHER RESOLVED, notice of the above hearing was published in the official newspaper, The Livonian under date of August 1, 1957 and notice of which hearing was sent to The Detroit Edison Company, Chesapeake & Ohio Railway Company, Michigan Bell Telephone Company, The Consumer Power Company City Departments, petitioners and abutting property owners as listed in the Proof of Service. The Chairman declared the foregoing resolution adopted. The secretary announced that the next item on the agenda was Petition No. Z-107a by J. R. Cunningham requesting that the zoning classification of Lots 8 and 9, Storm and Fowler's Country Crest Subdivision located on the Southwest corner of Morlock Avenue and Middlebelt Road in the Northeast 1/4 of Section 2 be changed from RUFB to 6-1. The secretary read letter dated August 14, 1957 from Calvin Roberts, Chief Livonia Fire Department and petition dated August 13, 1957 signed by 15 people objecting to proposed change. Messrs. J. R. Cunningham and James Canham, Attorney, 26049 Five Mile Road, Detroit were present. Mr. Canham stated that Middlebelt Road will be a four lane highway at this location and that these lots face Middlebelt Road. North of property in question it is zoned C-1 which is a buffer between that and the M-l. To the Southeast there are two homes and to the Northeast there is a grocery store. The Petitioner has found it impossible to dispose of property with its present classification. Has had an opportunity to construct a professional building (Insurance Agency and Doctor's Office). Property is not suited to residential use. Aiddel 1775 Mr. Lotz questioned that the size of parcel would be sufficient for off-street parking if a professional building is constructed. Mr. Canham stated that the parcel is 1751 x 130'. Mr. Walker thought there would be sufficient room for off-street parking and that that is a problem for the Bureau of Inspection. Went along with thoughts of the Planning Consultant in recommendation dated August 5, 1957 in that since the extension of the M-1 area along Middlebelt Road has occurred a deeper buffer of C-1 than what now exists would be better. Mr. Woodrow Ashley, 20403 Fremont stated that when he appeared before Commission regarding request made by a Mr. Bruce he was assured by Mr. Grant that that would be as far as the business would go on Middlebelt Road. Mr. Charles Broombaugh, 20214 Fremont stated that lots in question have been a swamp since 1937 and that recently they have been filled in. Property is no longer a breeding place for bugs etc. Mr. Thomas Silvernail, 29471 Morlock did not think it wise to change zoning classification. Mr. Ashley thought it was Mr. Broombaugh that sold property to Mr. Cunningham in the first place. Mr. Walker stated he thought petition should be granted inasmuch as he regreted his position taken over a year ago when property to the North was before Commission. Feel this will enhance surrounding neighborhood. Mr. Walker made the following motion which was withdrawn when it was suggested that item should be taken under advisement: RESOLVED that, pursuant to a Public Hearing having been held on Petition No. Z-107a as submitted by J. R. Cunningham. for a change of zoning in the Northeast 1/4 of Section 2 from RUFB to C-1, the City Planning Commission does hereby recommend to the City Council that Petition No. Z-107a be granted. The Chairman announced that item would be taken under advisement and that a decision would be made at a later date. The secretary announced that the next item on the agenda was Petition No. Z-235 by Forest L. Lawrence requesting that the zoning classification of Lot 1, B. E. Taylor's Greenmoor Subdivision located on the Southwest 1/4 of Five Mile Road and Harrison Avenue in the Northwest 1/4 of Section 24 be changed from RUFB to C-l. The secretary read letter dated August 14, 1957 from Calvin Roberts, Chief Livonia Fire Department. Messrs. Forest L. Lawrence and Clarence R. Charest, Attorney, 33636 Five MileRoad was present. Mr. Charest stated that the other three corners are presently zoned commercial. Have contacted subdivision association and they are in favor of proposed change and approve building. Building will be 301 x 60'. No one was present wishing to be heard either in favor of or opposed to petition as presented. Mr. Charest submitted a plot plan of the proposed property and building. Stated that they contemplate three suites. 23 1776 , *Mr. Fred A. Lotz was excused from the meeting at approximately 10:55 p.m. The secretary announced that the next item on the agenda was Petition No. Z-231 by Clifford A. Green asking that the zoning classification of Lot 153 and the North 36' of Lot 154, Schanhitets Marquette Manor Subdivision located on the Northeast corner of Grantland and Arcola Avenues in the Southeast 1/4 9f Section 25 be changed from R-1-B to C-1. The secretary read letter dated August 19, 1957 from Calvin Roberts, Chief Livonia Fire Department. Mr. Clifford A. Green was present. Mr. Walker suggested lots be rezoned to P rather than C-1. Mr. Green stated that under a C-1 classification he would be allowed to pile dirt and tables whereas he would not under a P classification. No one present wishing to beheard either in favor of or opposed to petition as presented. The Chairman announced that item would be taken under advisement and that a decision would be made at a later date. The secretary announced that the next item on the agenda was Petition No. Z-230 by John and Palma Smanioto asking that the zoning classification of a portion of Parcel 21M2 located on the South side of Five Mile Road approxi- mately 1,500 feet West of Fairlane Road in the Northwest 1/4 of Section 21 be changed from AG-B to R-3. The petitioner nor a representative was present. No one was present wishing to be heard either in favor of or opposed to petition as presented. The Chairman announced that he had been requested by Mr. Robert Lorion, Attorney for the petitioners to have item tabled until September 3. Upon a motion duly made by Mr. Miller, seconded by Mr. Walker and unanimously carried, it was #8-229-57 RESOLVED that, Petition No. Z-230 by John and Palma Smaniotto requesting a change of zoning in the Northwest 1/4 of Section 21 from AG-B to R--3 be tabled until September 3, 1957 as requested by petitioner's attorney, Robert H. Lorion. The Chairman declared the foregoing resolution adopted. The secretary announced that the next item on the agenda was Petition No. Z-219a by C. Messrs. David Lewis, Dr. J. L. Rasak, 31611 Plymouth Road and James Canham, Attorney, 26049 Five Mile Road, Detroit were present. Mr. Canham stated there is a farm house which property has been sold to the Livonia School District for a Jr. High School Site on the Northeast corner; the Detroit Edison Company has a sub-station on the Northwest corner and there are duplexes on the Soothwest corner. Understand bonds have been sold to make Middlebelt Road four lanes. To the East of the outlot the Pearl Wilson Sub- division is located. The Outlot is 140' x 230'. Outlot was originally zoned C-1 when it was purchased but has since been changed. A plot plan was sub- mitted for Commission's inspection (returned to petitioner) which showed a 5,000 square foot greenbelt, 1,840 square foot easement and 8,400 square foot parking area separate from that that will be used for Doctor's cars.lhe set back of the proposed building will conform to existing homes. Ingress to parking will be from Middlebelt Road. Mr. John Crocket, 29160 Grandon stated that there are four Ourlots altogether. This petition pertains to only one - what is to be built on the others. Mr. William Pratt, 29174 Hathaway stated they were led to believe that when they purchased their homes that similar homes would be built on the outlots. Changing the zoning on this one outlot might lead the way for the other outlots to also be changed. There are enough doctors on Plymouth Road. Mr. Donald Davis, 29019 Westfield objected to petition because he was also led to believe there would be single fam ily homes on outlots. Thirty residents were present objecting to petition as presented. Mr. Miller recommended that before any action is taken by Commission that a letter be secured from the Council of Civic Associations in Section 35 as to their feeling.
