On Tuesday, February 2, 1960 the City Planning Commission of the City of Livonia held
a Public Hearing and the 112th Special Meeting at the Livonia City Hall, 33001 Five
Mile Road, Livonia, Michigan. Mr. Angevine, Chairman, called the Public Hearing
to order at approximately 8:10 p.m.
Members present: Wilford Okerstrom, Robert L. Greene, Leonard K. Kane, Robert L.
Angevine, H. Paul Harsha, Dennis Anderson, Charles Walker and
Robert M. Peacock.
Members absent: William R. Robinson
Mr. David R. McCullough, City Planner and Mr. Charles Pinto, Assistant City Attorney
were present along with two interested Fersons in the audience.
Mr. McCullough: The first item on the agenda is the proposed Steven Brian Sub-
division submitted by Stanley L. Satovsky and located on the North side of Lyndon
and East of Levan Road, approximately 2,300 feet South of Five Mile Road in the
Northeast 1/4 of Section 20.
There was no one present for the petitioner.
Mr. McCullough: A letter dated January 27, 1960 has been received from the Bureau
of Inspection; a letter dated January 27, from the Fire Depart-
ment; a letter dated February 1, 1960 from Department of Parks
& Recreation and a letter dated February 1, 1960 from the Police
Department. There were no unfavorable comments. No word has
been received from the School Board.
Mr. Angevine: Were the schools contacted when the other departments were?
Mr. McCullough: Yes, there is a school site south of the proposed plat to the
east.
Mr. Harsha: The Master Thoroughfare Plan of the City will have to be amended
before approval can be given to thb plat since Lyndon Road has
been relocated and reduced.
What is to the west of Levan, across from this propcsed plat?
Mr. Angevine: The Felician Sisters' school and hospital property.
Mr. Harsha: Doesn't Lyndon continue beyond Levan?
Mr. McCullough: No, it does not and there is no possibility that it will.
Mr. Walker: The hospital is not planning to cut through Levan.
Irl Mr. McCullough: What about Outlot "A". It might end up in a weed field.
Mr. Okerstrom: Why is Lyndon being relocated?
Mr. McCullough: Only way to plat this parcel into two tier of lots.
Mr. Walker: Will this designate Lyndon as a 60 ft. right-of-way from Farming-
ton Road to Levan?
Mr. McCullough: Yes. 2746
Mr. Harsha: What about a marginal access road on Levan?
It was determined that this would be necessary to conform with the marginal access
roads already planned for Levan Road.
Mr. Angevine: Is there anyone in the audience who w shes to speak?
Mrs. Emil Lewis, 14450 Levan Road: I would like to see 70' lots in this area. If
it was a section fairly built up, it would be in keeping with the
neighborhood but there is nothing in this area so that actually
the proposed 60 foot lots do not conform with the character of
the area.
Mr. Okerstrom: May I ask Mrs. Lewis a question? How close is your house to the
proposed plat?
Mrs. Lewis: We are located South of Lyndon as Lyndon is shown on the Master
Thoroughfare Plan. We have approximately 10 acres, 330' x 1320',
with frontage on Levan.
Mr. Anderson: Would you object to relocating Lyndon Road?
Mrs. Lewis: We haven't thought about it one way or the other.
Mr. Kenneth McGregor: (14500 Levan Road) I am the owner of the excepted parcel on
11: the proposed plat.

Mr. Okerstrom: Would you object/having Lyndon Road running alcvg the 1/4 cecticn
line rather than having it where it is shown on the plat.
Mr. McGregor: Doesn't make any difference. Any road would run on my property.
Mr. Okerstrom: Would you have any objection to it being relocated/
Mr. McGregor: I think I would prefer to have it as shown on the Master Thorough-
fare Plan. It would give us more room between the street and our
house.
Mrs. Lewis: I would prefer leaving it as shown on the Master Plan.

Mr. Walker: Is the drain located far enough / of the road so that it would
prevent the road from going through straight?
Mr. Peacock: Are there two drains on Levan?
Mrs. Lewis: I believe there are. There is one located between my property
the McGregor's.
Mr. Walker: I suggest delaying action on this until we determine where the
1:: drains are located, the disposition of the outlot and clarify
the question of marginal access road for this plat.
Mr. Harsha: I feel that the area plan submitted is not in keeping with what
we are requiring. We should have an area map which shows what is
in the area. No drains are shown whatsoever.
Mr. Kane: I would like to see where the school property is located in
proximity to this plat.
McCullough: The school property abuts Lyndon Avenue on the Soutti and East.

Mr. Angevine: This item will be taken under advisement for further study.
Upon a motion duly made by Mr. Peacock, supported by Mr. Kane, it was
#2-12-60 RESOLVED that, the City Planning Commission does hereby adjourn the
Public Hearing held on Tuesday, February 2, 1960 at approximately
8:34 p.m.
A roll call vote on the foregoing resolution resulted in the following:
AYES: Peacock, Walker, Anderson, Harsha, Okerstrom, Greene, Kane
and Angevine
NAYS: None
Mr. Angevine: The motion is carried and the foregoing resolution is adopted.
Mr. Angevine called the 112th Special Meeting to order at approximately 8:35 p.m.
with all those present now as at the time the public hearing was adjourned.
Mr. McCullough: The next item on the agenda is the proposed Rosemor Manor Sub-
mitted by Arthur Pollack and located on the East and West side of Hubbard Road between
Schoolcraft and Lyndon in the Southeast and Southwest 1/4 of Section 22. Public
hearing held on 12/15/59, item taken under advisement.
Mr. McCullough: The School Board has informed me that they are going to hold

an election in the Spring at which time they hope to have a
bond issue passed to purchase this park site included in the
Rosemore Manor Subdivision plat. The developer has submitted
a new plat eliminating the park area but would prefer to have
this item tabled for another two weeks. Tia cffice,•is nct.(satisfied
with the new plat; they would prefer to see it they can do
another and submit it in its place.
Mr. Angevine: This item will be taken under advisement.
Mr. McCullough: The next item on the agenda is a request dated January 14, 1960
from James Bonadeo for a one-year extension on Fairway Farms
#2, formerly Bonnydale #4, located on the North side of Five Mile
Road, 2600 ft. East of Newburgh Road in the Southeast 1/4 of Section
17. The preliminary plat was approved February 3, 1959.
Upon a motion duly made by Mr. Peacock, supported by Mr. Anderson and unanimously
adopted, it was
#2-13-60 RESOLVED that, the City Planning Commission does hereby grant request
dated January 14, 1960 from James Bonadeo for a one-year extension
on the preliminary plat of Fairway Farms #2 located on the North side
1:414r.. of Five Mile Road, 2600 ft. East of Newburgh Road in the Southeast 1/4
of Section 17.
Angevine: The motion is carried and the foregoing resolution
Mr. McCullough: The next item on the agenda is the approval of the minutes for
December 15th, 29th, 1959 and January 19, 1960.

Upon a motion duly made by Mr. Kane, supported by Mr. Harsha and unanimously
adopted, it was
4#2-14-60 RESOLVED that, the minutes for December 15, 29, 1959 and January 19,
1960 be approved except for that member who was not present, he
abstain from voting.
Mr. Angevine: The motion is carried and the foregoing resolution is adopted.
Mr. Angevine called a recess at approximately 8:45 p.m.
Mr. Angevine called the meeting back to order at approximately 8:55 p.m. with all
those present now who were present at the time recess was called.
Mr. McCullough: The City Council referred Petitions Z-317 and Z-321 back to the
City Planning Commission in order to have any changes in zoning brought up to date
since the Planning Commission gave approval. One of the changes is on the North-
east corner of Six Mile Road and Merriman. This is to be RUFB (Rural Urban Farms)
instead of R1A as originally proposed. It has been suggested by Mr. Pinto, Assistant
City Attorney, that the Planning Commission adopt a resolution for each petition,
recommending to the City Council that these two petitions be approved in accordance
with the map which has been submitted to you tonight. This map designates all the
new zonings. This will make it much easier when the ordinance is drafted.
Mr. Pinto: I would also like to suggest that this original map be dated and
signed by the Secretary and the Chairman of the Commission. It
1[40 would also be advisable to forward a letter designating all changes.
Mr. McCullough: All dimensions should be made from the center of the road and
should be so stated on map.
Mr. Peacock: I suggest that the Fire Station legerribe removed from the map.
This isn't a matter of zoning.
Mr. Pinto: This map combines Z-317 and Z-321; in order to clarify it when
it gets to Engineering, they will have to separate it into two
maps.
Mr. McCullough: The North Point will be designated also.
Mr. Peacock: Can we have the zoning map changed as soon as these petitions are
approved by Council?
Mr. McCullough: Yes.
Mr. Anderson: We should have the different areas shown designating the minimum
lot sizes, 60 and 70 ft.
Mr. Pinto: It should also be noted that there are four sections remaining in
Petition Z-321 which is not included in this resolution. It might
be wise to make the next approval under Z-321b.
Mr. McCullough: At the last meeting a motion was made to readvertise Petition Z-418
by the Unity Construction Company to rezone property in the South-
east 1/4 of Section 20 in order to hold another public hearing.
It has been determined by the Law Department that it will not be
necessary to do this so that action can be taken tonight and
include it in Petition Z-321 as it is presently shown on the map

Mr. Peacock: I'd like to suggest that the symbols for R-3 and PS be changed;
that is, one of them. They are too much alike.
Also, the length of R-3 for Petition Z-418 is far too long. This
should be checked.
Mr. Pinto: I feel it is not necessary to elaborate on the descriptions of
property to be advertised for rezoning. A general description is
all that is needed. That is reason we feel this petition need
not be readvertised.
Mr. Kane: What about plats already approved which have lots smaller than
is stated on this map?
Mr. McCullough: As I understand it, the plats given final approval can not be
made to conform with this zoning but those who have received just pre-
liminary approval can be made to resubmit a new plat to conform with
it.
There was a brief discussion among the commission members in relation to court cases
brought up against the city.
Mr. Harsha: What about these court cases? We never hear the outcome of them.
Mr. McCullough:Mr. Pinto, would you take it upon yourself to inform the Planning
Commission the outcome of these court cases?
Mr. Pinto. Yes.
Upon a motion duly made by Mr. Anderson, supported by Mr. Peacock, it was
#2-15-60 RESOLVED that, a public hearing having been held on Tuesday, October
7, 1958 in regard to zoning petition Z-317 initiated by the City
Planning Commission on its own motion, pursuant to Section 20.01 of
Zoning Ordinance, to determine whether or not the zoning classification
of property situated in Sections 9, 10, 11 and the north halves of
Sections 14, 15 and 16 of the City of Livonia should be changed in
accordance with the zoning classifications indicated on the Master
Pattern of the Re-evaluation of Zoning Study dated July, 1958, prepared
by the City Planning Commission of Livonia, the City Planning Com-
mission does hereby recommend to the City Council that the said
Petition Z-317 be granted and that the zoning classification of all
properties situated within the sections set out above be changed to
conform with the zoning classifications indicated on the map dated
February 2, 1960 and identified by the signatures of the Chairman and
Secretary of the City Planning Commission attached to this resolution
and made a part of this resolution by this reference; provided, however,
that this recommendation does not extend to or include properties situa-
ted in the north halves of Sections 14 and 15 in regard to which a

recommendation will be submitted to the City Council in the near future;
FURTHER RESOLVED, notice of the above hearing was published in the
official newspaper, The Livonian, under date of September 18, 1958 and
notice of such hearing was sent to the Detroit Edison Company, Chesapeake
& Ohio Railway Company, Consumers Power Company, Michigan Bell Telephone
Company and City Departments as listed in the Proof of Service.
A roll call vote on the foregoing resolution resulted in the following:

The Chairman declared the motion is carried and the foregoing resolution is adopted.
Upon a Motion duly made by Mr. Anderson, supported by Mr. Peacock, it was
#2-16-60 RESOLVED that, a public hearing having been held on Tuesday,
October 21, 1958 in regard to zoning petition Z-321 initiated
by the City Planning Commission on its own motion, pursuant
to Section 20.01 of the Zoning Ordinance, to determine whether
or not the zoning classification of property situated in Sections
4, 5, 6, 7, 8, 17, 18, 19, 20, 21, 28, 29, 30 and the South 1/2
of Section 16 of the City of Livonia should be changed in accordance
with the zoning classifications indicated on the Master Pattern of
the Re-evaluation of Zoning Study dated July, 1958, prepared by the
City Planning Commission does hereby recommend to the City Council
that the said Petition No. Z-321 be granted and that the zoning
classification of all properties situated within the sections set
out above be changed to conform with the zoning classifications indicated
on the map dated February 2,1960 and identified by the signatures
of the Chairman and Secretary of the City Planning Commission
attached to this resolution and made a part of this resolution by
this reference; provided, however, that this recommendation does
not extend to or include properties situated in Sections 28, 29,
and 30 inregard to which a recommendation will be submitted to the City
Council in the near future;
FURTHER RESOLVED, notice of the above hearing was published in the
official newspaper, The Livonian, under date of October 2, 1958
and notice of such hearing was sent to the Detroit Edison Company,
Chesapeake & Ohio Railway Company, Consumers Power Company, Michigan
Bell Telephone Co., and City Departments as listed in the Proof of
Service.
Mr. Walker: Before a vote is taken on this item, am I to understand that
Petition Z-418 will be taken care of by this resolution? I
Would like to see the R-3 area and the C-1 area spelled out
as shown on the map submitted by the petitioner, Jack Doleman
which we approved at the last meeting.
Mr. McCullough: This will be done; it will be in accordance with the submitted
petition map. The dimension of the R-3 and C-1 will also be
designated on the map.
