MINUTES OF THE162ND REGULAR MEETING
AND A PUBLIC HEARING BY THE CITY PLANNING COMMISSION 4.
OF THE CITY OF LIVONIA
On Tuesday, May 19, 1964, the City Planning Commission of the City of Livonia, held
the 162nd Regular Meeting and a Public Hearing at the Livonia City Halle, 33001
Five Mile Road, Livonia, Michigan. Mr. Edward G. Milligan, Chairman, called the
162nd Regular Meeting to order at approximately 8:15 p.m. with approximately 75
interested persons present.
Members Present: Edward G. Milligan R. L. Angevine W. E. Okerstrom
James Cameron Charles Walker Donald Heusted
Members absent: *Dennis Anderson
Messrs. Jacob Driker, Planning Consultant; Harry C. Tatigian, First Assistant City
Attorney; Harry M. Smit, City Attorney; and William J. Strasser, Chief City Engineer
Division of Engineering, Department of Public Works were present.
Mr. Milligan announced the first item on the agenda is the request from Harry
Lightstone dated November 25, 1963 for a year's extension on Dover
Courts Subdivision located in the Southwest 1/4 of Section 31.

Mr. Milligan informed Mr. Lightstone that the City of Livonia Planning Commission
and the Planning Commission for the Township of Plymouth has reached an agreement
with regard to the construction of all buildings abutting on and adjacent to Eckles
Road, backing onto Eckles Road and that all lots platted in this area be at least
130 feet with no construction being allowed on the 10feet of the property immediately
adjacent to the right-of-way along the section line and without changing the minimum
width requirement provided for such lots. Asked Mr. Lightstone if he had modified
his proposed subdivision plat to take this agreement into consideration. Mr.Lightstone
said he is asking for an extension of time on the present subdivision plat subject
to all Commission's modifications. Mr. Milligan stated the Commission favored taking
this item under advisement rather than granting a conditional extension.
Mr. Milligan declared that the proposed Dover Courts Subdivision would be taken
under advisement.
Mr. Milligan announced the next item on the agenda is the consideration of adoption
of a resolution to hold a public hearing to require backing lots onto
Eckles Road.
Upon a motion duly made by Mr. Cameron, seconded by Mr. Angevine and unanimously
adopted, it was
#5-80-64 RESOLVED that, the City Planning Commission, pursuant to Section 20.01
of the Zoning Ordinance No. 60 of the City of Livonia and pursuant
to a verbal agreement entered into between the Planning Commission
for the Township of Plymouth and the Planning Commission for the City
of Livonia with regard to the construction of all buildings abutting
on and adjacent to the section line between said township and said
City, the City Planning Commission does hereby establish and order

• that a Public Hearing be held and that all other steps be taken
that may be necessary to amend the Zoning Ordinance No. 60, as
amendod, wherein all future construction that shall be made on said
section line (Eckles Road) shall back onto same, and
FURTHER RESOLVED, that such amendment shall require that the depth
of lots platted in this area be at least 130 feet with no construction
being allowed on the 10 feet of the property immediately adjacent
to the right-of-way along said section line and without changing the
minimum width requirement provided for such lots, and
FURTHER RESOLVED, that a hearing be held and notice be given as provided
in Section 20.01 of the Zoning Ordinance, Ordinance No. 60 of the City
of Livonia and that there shall be a report submitted and recommendation
thereon to the City Council.
The Chairman declared the foregoing motion is carried and the foregoing resolution is
adopted.
Mr. Milligan announced the next item on the agenda is application for license for
DRC Parking Lot at 28001 Schoolcraft Road, Livonia. The petitioner
nor a representative was present.
Upon a motion duly made by Mr. Angevine, seconded by Mr. Okerstrom and unanimously
adopted, it was
#5-81-64 RESOLVED that, City Planning Commission does hereby approval application
request for License for DRC Parking Lot at 28001 Schoolcraft Road,
Livonia.
Mr. Milligan declared the motion is carried and the foregoing resolution is adopted.
Mr. Milligan announced the next item on the agenda is final approval for Golf
View Meadows Subdivision, No. 1, located in the Northwest 1/4 of
Section 16 and the Northeast 1/4 of Section 17. Mr. Rodney Kropf, Atty.
was present representing the petitioner.
Mr. Milligan announced that inasmuch as the canvas back plat of Golf View Meadows
Subdivision, No. 1 has not been presented at a Study Meeting of the City Planning
Commission that the proposed subdivision will be taken under advisement until such
time as it can be presented to the Commission at a Study Meeting.
Mr. Milligan announced the next item on the agenda is Petition M-317 by Earl A.
Ronning, Consumers Power Company requesting approval to erect a Gas
Regulator Station on property located on the west side of Newburgh
Road approximately 310 feet North of Five Mile Road, in the Southeast
1/4 of Section 18. Public Hearing 4/14/64, advisement. Mr. Ronning
was present.
Mr. Milligan reminded the Commissioners that there was a question of right-of-way
of Newburgh Road. Mr. Ronning stated he has filed with the Commission, a letter
dated May 11, 1964, stating that the present right-of-way width is 33' between the

property line and the section line; however, the facilities are designed for a
future right-of-way of 60 feet. Consumers Power Company agreed to dedicating the
additionas 27 feet for a total of 60 feet right-of-way of Newburgh Road.
Upon a motion duly made by Mr. Cameron, seconded by Mr. Walker and unanimously
adopted, it was
#5-82-64 RESOLVED that, pursuant to a Public Hearing having been held
April 14, 1964, the City Planning Commission does hereby grant
Petition M-317 by Earl A. Ronning, Consumers Power Company, requesting
approval to erect a Gas Regulator Station on property located on the
west side of Newburgh Road approximately 310 feet North of Five Mile
Road, in the Southeast 1/4 of Section 18 subject to letter dated
May 11, 1964, from Earl A. Ronning, Division Engineer, Consumers
Power Company, regarding right-Of-way on Newburgh Road, and
FURTHER RESOLVED, notice of the above hearing was sent to property
owners within 500 feet, petitioner, and City Departments as listed
in the Proof of Service.
The Chairman declared the motion is carried and the foregoing resolution is adopted.
Mr. Milligan announced that regarding all items pertaining to either change of
zoning or use request for apartment zoning, all petitioners were sent a registered
letter advising them that the Planning Commission would act on their submitted
petition this evening. In addition to this letter there was a letter sent to the
petitioners entitled Policy of the Planning Commission on Multiple Dwellings.
Also enclosed was a form to assist the commission in viewing the request which form
was to be filled in and returned with site plans.
Mr. Milligan announced the next item on the agenda is Petition M-307 by Henry Koloff
requesting permission to erect apartments on property located on the
south side of Five Mile Road between Faitlane and Yale in the North-
west 1/4 of Section 21. Public Hearing February 18, 1964, advisement.
Mr. Koloff was present.
Mr. Okerstrom asked whether petitioner has had an opportunity to review the form
letter and submit the standards required by the Commission. Mr. Koloff stated
he received the form yesterday and submitted it to the Commission with a picture
of the exact elevation of the proposed buildings.
*Mr. Dennis Anderson arrived at approximately 8:45 p.m.
Mr. Okerstrom asked Mr. Koloff whether he is aware of the recent change in the
Building Code as far as type of construction in multiple dwellings is concerned.
Mr. Koloff stated he is aware of the change and that he is prepared to adhere to
the ordinance.
An unidentified man stated that the property owners present do not know what has
been submitted to the Commission. Mr. Milligan informed those present that the
Commission is reviewing the exact same site plan as presented at the public hearing.
The plan has not been modified from that submitted at the public hearing.

Mr. Milligan asked petitioner whether he has had an opportunity to review the alternate
0 proposals as suggested by Mr. Driker. Mr. Koloff stated he had looked at them but did
not have access to them for any length of time. Stated that as far as having residential
homes on site it would cause lots to be far higher in development cost and undesirable
as saleable items because of the main thoroughfare. This area is separated from the
main subdivision be a fence which was required by the Commission at the time of develop-
ment. There is a treat deal of land that would have to be divided into lots and these
lots would have to be 60 foot lots which are not allowed in this area. The sewers would
be expensive. Felt every change is a change thattrowssuspicion. The original plan is
the best for him and felt it best for neighborhood.
Mr. Okerstrom stated petitioner meets all the requirements set forth in form other than
the phrase "in harmony with keeping of the neighborhood". Request meets physical require-
ments. The only thing detrimental would be to the surrounding area.
Mr. Milligan stated question as whether this is the place for multiple dwellings?
Upon a motion duly made by Mr. Okerstrom and seconded by Mr. Angevine, it was

Mr. Milligan, Chairman declared the motion failed to carry.
Upon a motion duly made by Mr. Cameron and seconded by Mr. Heusted, it was
#5-83-64 RESOLVED THAT, pursuant to a Public Hearing having been held February 18,
1964, the City Planning Commission does hereby deny Petition M-307 by Henry
Koloff requesting permission to erect apartments on property located on the
south side of Five Mile Road between Fairlane and Yale in the Northwest 1/4
of Section 21 because the proposed use would be injurious and detrimental to
the surrounding neighborhood and would disturb the natural development of the
surrounding neighborhood, and
FURTHER RESOLVED, notice of the above hearing was sent to property owners
within 530 feet, petitioner, and City Departments as listed in the Proof of
Service.
A roll call voce on the foregoing resolution resulted in the following:

is adopted.
Mr. Milligan announced the next item on the agenda is Petition M-3Y2 by William Ponder
for Frank J. Winton requesting permission to erect multiple dwellings
and apartments on property located on the east side of Levan between
Schoolcraft Road and Meadowbrook in the Southeast 1/4 of Section 20.
Public Hearing February 18, 1964. Messrs. Ponder and Winton were
present.
Mr. Milligan asked Mr. Ponder whether his client would consider modifying plan as
suggested in letter in that single family residential be on Woodside frontage and
multiple on Levan Road frontage. Mr. Ponder stated this would not be agreeable
to client under any circumstances. The problem is that it is not the best use for
the land. The entire area as submitted has been planned for multiple dwellings.
Did not think it possible to develop east side of area into single residential.
It would hurt the entire project. Entire area has been planned and client cannot
turn back now.
Mr. Milligan stated only one copy of the development form has been submitted.
Stated the information in the fly sheet is out-dated because of the information
submitted by Mr. Ponder that client will not consider modifying site plan. The
tabling action suggested by Planning Consultant cannot be done because petitioner
will not revise site plan.
Mr. Milligan questioned improvements. Mr. Winton stated improvements are all aroun4
the site including Summers Avenue.
Upon a motion duly made by Mr. Angevine, and seconded by Mr. Heusted, it was

February 18, 1964, the City Planning Commission does hereby
deny Petition M-312 by William Ponder for Frank J. Winton
requesting permission to erect multiple dwellings and apartments
on property located on the east side of Levan between Schoolcraft
Road and Meadowbrook in the Southeast 1/4 of Section 20 because
facingapartments into the existing residential homes along Woodside
frontage is not good planning, and
FURTHER RESOLVED, notice of the above hearing was sent to property
owners within 500 feet, petitioners, and City Departments as listed
in the Proof of Service.
A roll call vote on the foregoing resolution resulted in the following:

The Chairman, Mr. Milligan declared the motion is carried and the foregoing resolution
is adopted.

Mr. Milligan announced the next item on the agenda is Petition M-314 by William
Ponder, Attorney for Elmdale Inc. requesting approval to.erect
apartments on property located approximately 280 feet North of
Five Mile Road, and 340 feet east of Middlebelt Road, between Cavour
and Harrison in the Southwest 1/4 of Section 13. Messrs. Ponder and
Elliot Schubiner were present
Mr. Ponder submitted a new site plan which he asked the Commission to review in place
of the original submitted at the Public Hearing. Mr. Milligan asked Mr. Tatigian to
advise the Commission whether or not there is sufficient changes in site plan to
warrent another Public Hearing or can Commission consider revised site plan now.
Mr. Okerstrom questioned the Commission's acting on a site plan that does not have
dimensions on it. Mr. Tatigian advised the Commission that it could consider the
revised site plan and that another public hearing would not be necessary.
Mr. Milligan stated that the new site plan differs from the old site plan in
building and street layout only. The original site plan had 175 apartments (100
two bedroom and 75 one bedroom apartments) whereas the new site plan has 176 apart-
ments (100 two bedroom and 76 one bedroom apartments). There is no curved street
and the building line has been broken up somewhat. Also the buildings are different
sizes whereas before they were all the same size.
Mr. Milligan questioned the fact that petitioner is calculating density of area by
including the right-of-way. This is not in keeping with Commission's policy.
Mr. Ponder stated Commission is asking for a 60 foot dedication of right-of-way.
This problem has never been really resolved. Have appeared before the City Council
as to what should be dedicated and what should not be dedicated. This problem is
going to have to be resolved by the City Council because the City Council has
control over what is and is not to be dedicated.
Mr. Okerstrom questioned the front of the buildings. Mr. Milligan stated there are
no public streets. Mr. Schubiner stated all buildings will face onto the street.
Mr. Milligan asked whether petitioner would be willing to exclude any dedicated
street from the density calculation regardless of the width of the street. Mr. Ponder
stated the calculations are based on a 60 foot right-of-way and have included this in
density calculation..
Mr. Anderson stated petitioner is willing to dedicate the area but is not willing to
exclude it from the density calculation. Questioned a different width of right-of-way.
Mr. Schubiner stated if they can dedicate 27 feet and recalculate density would be
happy to have 27 ioot paving. Asked Mr. Strasser whether this would be acceptable.
Mr. Strasser stated it would not inasmuch as the utilities would have to be here
and there would be no room for sidewalks, sewers, etc. Advised that the entire
60 feet be required where the entire right-of-way is within the site development.
Cavour is the only street where there would be an immediate reduction because it is
not entirely within the site development.
Mr. Milligan stated in his opinion the right-of-way should not be included in the
calculation of density. Mr. Schubiner stated they are willing to dedicate 60 feet.

Mr. Milligan stated that this is true but that the density should be figured from
the edge of the 60 foct right-of-way.

Upon a motion duly made by Mr. Anderson, seconded by Mr. Heusted and unanimously
adopted, it was

March 17, 1964, the City Planning Commission does hereby deny
Petition M-314 by William Ponder, Attorney for Elmdale Inc. ,
requesting approval to erect apartments on property located
approximately 280 feet north of Five Mile Road and 340 feet
east of Middlebelt Road, between Cavour and Harrison in the Southwest
1/4 of Section 13, because request is not in compliance with the
Zoning Ordinance and the policies of the City Planning Commission, and
FURTHER RESOLVED, notice of the above hearing was sent to property
owners within 500 feet, petitioners, and City Departments as listed
in the Proof of Service.
The Chairman declared the motion is carried and the foregoing resolution is adopted.
Mr. Milligan announced that the next item on the agenda is Petition Z-632 by
William Ponder for Harold E. Edwards who is requesting the rezoning
of property located immediately north of Five Mile Road approximately
11: 2500 feet west of Newburgh and approximately 1260 feet east of Eckles
Road (if cut through) in the South 1/2 of Section 18, from RL to RM
and R-3. Public Hearing March 31, 1964, advisement. Mr. Ponder
was present.
Upon a motion duly made by Mr. Cameron, seconded by Mr. Heusted and unanimously
adopted, it was
#5-86-64 RESOLVED that, pursuant to a Public Hearing having been held on
March 31, 1964 on Petition Z-632 as submitted by William Ponder
for Harold E. Edwards for a change of zoning in the South 1/2 of
Section 18, from RL to RM and R-3, the City Planning Commission
does hereby recommend to the City Council that Petition Z-632 be
denied because almost the entire mile section is RL and there is
no apparent reason for breaking this pattern and the existing
zoning is reasonable zoning for the property and proposed zoning
would be out of character with the larger area, and
FURTHER RESOLVED, notice of the above hearing was published in the
official newspaper, The Livonian-City Post under date of March 10
1964 and notice of which hearing was sent to the Detroit Edison
Company, The Chesapeake & Ohio Railway Company, Michigan Bell
Telephone Company, The Consumers Power Company, City Departments and
petitioners as listed in the Proof of Service.
The Chairman declared the motion is carried and the foregoing resolution is adopted.
Mr. Milligan stated that the next item on the agenda is Petition Z-634 by Arthur
IL Pollack who is requesting the rezoning of the property located approx.
790 feet south of Pickford immediately east of Middlebelt Road and
immediately west of Harrison Road, abutting cemetery properties,
from RIB to R-3, in the West 1/4 of Section 12. Public Hearing
March 17, 1964.

Mr. Milligan stated that the petitioner had contacted him by telephone ..s. .�:.=.
after receiving Planning Commission's letter of policy regarding multiple dwellings
and that it was petitioner's desire that item be taken under advisement until a
later date because proposal wasn't in accord with policy as stated in letter.
Mr. Milligan announced that the next item on the agenda is Petition Z-635 by
Casimir C. Gawron who is requesting the rezoning of property
located on the Southwest corner of Ann Arbor Trail and Ann Arbor
Road in the Northeast 1/4 of Section 31, from C-1 to R-3. Public
Hearing March 17, 1964, advisement. Mr. Gawron was present.
Upon a motion duly made by Mr. Okerstrom, seconded by Mr. Heusted and unanimously
adopted, it was
#5-87-64 RESOLVED that, pursuant to a Public Hearing having been held on
March 17, 1964, on Petition Z-635 as submitted by Casimir C. Gawron
for a change of zoning in the Northeast 1/4 of Section 31, from
C-1 to R-3, the City Planning Commission does hereby recommend to the
City Council that Petition Z-635 be granted subject to site approval
being contingent upon satisfying points in letter dated March 16,
1964 from Robert E. Thorne, Sergeant, Department of Public Safety,
Division of Police, City of Livonia, and

official newspaper, The Livonian-City Post under date of February 26,
1964, and notice of which hearing was sent to the Detroit Edison
Company, Chesapeake & Ohio Railway Company, Michigan Bell Telephone

as listed in the Proof of Service.
Mr. Milligan, Chairman declared the motion is carried and the foregoing resolution
is adopted.
Mr. Milligan announced the next item on the agenda is Petition Z-636 by Samuel Ginsberg
and Herman Broder who are requesting the rezoning of property located
on the south side of Five Mile Road approximately 285 feet west of
Hubbard Road, in the Northwest 1/4 of Section 22, from C-2 to R-3.
Public Hearing March 17, 1964, advisement. Mr. Rodney Kropf, Attorney
was present representing the petitioner.
Mr. Milligan asked Mr. Kropf whether his clients would be willing to dedicate the
27 foot right-of-way for Five Mile Road and the 30 foot right-of-way for Brookfield
Avenue. Mr. Kropf stated his clients would dedicate right-of-way as required.
Upon a motion duly made by Mr. Okerstrom, seconded by Mr. Angevine and unanimously
adopted, it was
#5-88-64 RESOLVED that, pursuant to a Public Hearing having been held on
March 17, 1964 on Petition Z-636 as submitted by Samuel Ginsberg
and Herman Broder for a change of zoning in the Northwest 1/4 of
Section 22 from C-2 to R-3, the City Planning Commission does
here recommend to the City Council that Petition Z-636 be granted
subject to dedication of 27 foot right-of-way to Five Mile Road and
30 foot right-of-way each to Fairfield and Brookfield Avenues being
required for site plan approval, and

Upon a motion duly made by Mr. Walker, supported by Mr. Okerstrom and unanimously
adopted the City Planning Commission does hereby adjourn the 162nd Regular Meeting
held on Tuesday, May 19, 1964, at approximately 9:50 p.m. 1

Mr. Edward G. Milligan, Chairman called the Public Hearing to order at approximately
10:05 p.m. with approximately the same number of interested persons in the audience
as were present at the Regular Meeting.
Mr. Milligan announced the first item on the agenda is Petition Z-640 by William Ponder
1[: for Jack Garber who is requesting the rezoning of property located
on the Southeast corner of Jamison and Middlebelt Roads in the
Northwest 1/4 of Section 24, from PS and R-1 to R-3. Mr. Ponder was
present.
Mr. Milligan informed the Commissioners that there is an error in the advertising
of this petition and that it will have to be readvertised before a public hearing
can be held.
Mr. Milligan announced the next item on the agenda is Petition Z-642 by David
D. Phipps for Walter R. and Aleta B. Phipps who is requesting the
rezoning of the property located approximately 665 feet west of
Farmington Road and 670 feet north of Lyndon in the Northeast 1/4
of Section 21, from RM to R-3. Mr. David D. Phipps was present.
A petition with twelve signatures of people objecting to change of zoning was on file.
Mr. Angevine asked about highschool in area and whether plans for this highschool
are still pending. Mr. Phipps stated area in question is adjacent to school site
and therefore would not have direct knowledge of the status of highschool plans.
Was in contact with school authorities two years ago at which time was told they
were not interested in doing anything with property at that time.
Mr. Angevine asked how much property is involved in request. Mr. Phipps stated
there are 8 1/2 acres less any dedication of right-of-way that has to be made.
Mr. John L. Gill, 14891 Farmington Road stated he signed petition objecting to
rezoning; however, at this time wishes to withdraw his name from petition. Stated
j he is the owner of Parcel Gil and that zoning request will be acceptable to him.
Mr. Milligan declared that Petition Z-642 would be taken under advisement.

Mr. Milligan announced the next item on the agenda is Petition Z-645 by
Daniel Williamson of Gordon Williamson Company, for Blanche Houghton
who is requesting the rezoning of property located on the Southwest
corner of Six Mile Road and Merriman Road in the Northeast 1/4 of
Section 15, from RUFB to PS. The petitioner nor a representative
was present.
Mr. Walker asked why petitioner is requesting this change of zoning and what
petitioner proposes. Mr. Milligan stated that according to petition request is for
Doctor or Dentist Office use.
Mr. Walker asked whether property is now vacant. Mr. Milligan stated it is.
Mr. Walker asked whether petitioner has been told there is a 27 foot right-of-way
dedication to be made. Mr. Milligan stated petitioner has not been informed of
this fact to his knowledge.
Mr. Angevine stated there have been considerable public hearings held on this
particular corner. At one time it was zoned from commercial back to residential.
Sometime ago the neighborhood residents said they were not interested in any type
of commercial zoning.
Mr. Ned F. Lingemann, 31447 Six Mile Road, representing owners of property abutting
to the west of property in question submitted a petition objecting to request.
Stated petitioner states property cannot be used for residential use however property
is 80 to 85 feet and 130 feet along Six Mile Road. Was of the opinion that it is
suitable for residential development.
Mr. R. G. Siffermann, 31694 Curtis, Merriman-Six Civic Association, submitted letter
objecting to request.
Mr. Scott, 32850 Six Mile Road, representing Greenbriar Estates Civic Association,
cited area at Farmington and Fairfield where a similar request was denied because
it was considered spot zoning. Stated there are no commercial buildings on Six Mile
Road and that it is completely residential and beautiful as it is.

Mr. Milligan announced the next item on the agenda is Application TA-101 by
Franklin M. Hurn, President of Continental Sand Company, requesting
permission to remove topsoil and sand from the proposed Beatrice
Gardens Subdivision, this property is located on the south side of
Seven Mile Road, approximately 1700 feet west of Wayne Road and
directly north of the proposed Denmar Estates Subdivision in the
Northeast 1/4 of Section 8. Messrs. Kropf, Attorney and Hurn were
present.
Mr. Okerstrom asked for a copy of the proposed subdivision, Beatrice Gardens. Mr.
Kropf stated a copy of the proposed Beatrice Gardens Subdivision will be available
at the next study meeting.

Mr. Strasser stated that his department has reviewed request and that as far as
information 'submitted it is in order. Suggested that bond guarantee that the
utilities installed in subdivision will not be disturbed.

Mr. Kropf stated they intend to stay in area only where topsoil and sand can be
removed. Will agree to Mr. Strasser's suggestion.
Mr. Walker requested petitioner to note on the map wherehe is going to remove soil.
Also ingress and egress. Mr. Kropf assured commissioner this would be available
for the study meeting.

Mr. Strasser stated there are no improvements in either of the two proposed sub-
divisions and that there is no problem here.

Mr. Milligan asked Mr. Tatigian whether the tree size Ordinance is in effect now.
Mr. Tatigian stated he thought this an amendment and did not know whether or not
it has been adopted or not.
Mr. Milligan asked petitioner whether he intended to remove trees or not. Mr. Kropf
stated he didn't know there were any trees in area of any substance. There are
some willow trees in area.
Mr. Milligan suggested petitioner check on Subdivision Rules and Regulations
regarding Tree Ordinance and check with Building Department regarding trees that
can be removed.
Mr. Anderson suggested petitioner sketch in area on map where dirt is to be removed
and give Commission some idea how soil is going to be removed. Also show before
and after contours (three E-W sections and three N-S sections) .
Mr. Walker stated Commission must know what elevation will be after removal of soil.

Mr. Milligan announced the next item on the agenda is Application TA-103 by Leonard
Raneszeski, Redford Excavating the Topsoil Contractors requesting
permission to remove a stockpile of topsoil from the proposed Golfview
Meadows Subdivision, No. 1 and #2, this property is locatedon the
south side of Six Mile Road, approximately 600 feet west of Riverside
Drive in Burton Hollow Sub. No. 3 which property is in the Northeast
1/4 of Section 17. The petitioner nor a representative was present.

Mr. Strasser clarified that the stockpile is only on property located in Golfview
Meadows Subdivision, No. 2.
Mr. Walker asked Mr. Strasser whether the existence of this stockpile is because
of construction in proposed subidivision. Mr. Strasser stated it is and that
petitioner has been granted a removal permit and they have stockpiled soil. There
is no bond on area.

Mr. Milligan, Chairman declared that Application TA-103 would be taken under advise-
ment.
Mr. Milligan announced that the next item on the agenda is preliminary approval of
proposed Arbor Estates Subdivision, No. 2 located approximately
670 feet south of Ann Arbor Road, 1300 feet west of Hix Road and
660 feet north of Joy Road immediately west of the proposed Arbor
Estates Subdivision in the Southwest 1/4 of Section 31. Richard
Bleznak was present representing request.
Mr. Okerstrom asked petitioner how far he is from Eckles Road. The petitioner stated
733 feet. There was a question regarding the street pattern of Northfield and
Perre Streets.
Mrs. Henry Rasmussen, 30904 Plymouth Road asked where water main is coming from.
There is no city water there now. Mr. Milligan assured Mrs. Rasmussen that it would
appear from the plans submitted that there will be water near Mrs. Rasmussen's
property.
Mr. Milligan declared that the proposed Arbor Estates Subdivision, No. 2 would be
taken under advisement.
Mr. Milligan announced the next item on the agenda is the preliminary approval of the
proposed Philip Judson Gardens Subdivision, No. 2, located approx.
1580 feet south of Six Mile Road, 2650 feet east of Newburgh Road, and just sough
of the proposed Philip Judson Gardens Subdivision and just west of
the proposed Golfview Meadows Subdivision in the Northeast 1/4 of
Section 17. Mr. R. Kropf, Attorney was present representing the
petitioner.
Mr. Okerstrom stated the commission received proposed subdivision plat in October,
1963, and that this is the first he has seen . it. Mr. Kropf stated that area was
originally submitted to commission for rezoning and at that time a proposed plat
was shown as the proposed Philip Judson Gardens Subdivisions, No. 1 and No. 2.
Mr. Milligan informed petitioner that according to the Bureau of Inspection the
area is zoned RLA. Mr. Kropf assured commission that the area was rezoned in
April, 1964.
Mr. Milligan stated that the east-west portion of street as shown in subdivision
plat should be a different name that the north-south portion of the same street.

Mr. Mark Colton, 15662 Levan Road asked whether proposed subdivision plat abuts
Levan Road. Mr. Kropf stated it does. Mr. Colton stated that there is a petition
in the Commission's Office requesting a change in the proposed routing of Levan
Road. Wondered whether this proposed subdivision had any bearing on this request.
Mr. Milligan stated that this possibility would be studied when the proposed
subdivision is presented at the study meeting.
Mr. Milligan announced that the proposed Philip Judson Gardens Subdivision, No. 2
would be taken under advisement.
Upon a motion duly made by Mr. Okerstrom, seconded by Mr. Angevine and unanimously
adopted, it was

the Public Hearing held on Tuesday, May 19, 1964, at approximately
11:20 p.m.
