MINUTES OF THE 210TH SPECIAL MEETING

PUBLIC HEARING OF THE CITY PLANNING
COMMISSION OF THE CITY OF LIVONIA
On Tuesday, September 7, 1965, the City Planning Commission of the City of
Livonia, held the 210th Special Meeting and a Public Hearing at the Livonia
City Hall, 33001 Five Mile Road, Livonia, Michigan. Mr. Charles W. Walker,
Chairman, called the public hearing to order at approximately 8:30 p.m.
with fifty interested persons in the audience.
Members present: Raymond W. Tent Donald Heusted Charles W. Walker
James Cameron Bob 2. Whitehead Harry Wrightman
Members atsent: Myra Chandler Donald C. Pollock John J. Ward
Messrs, Don Hull, Planning Director, John Nagy, Assistant Planning Director;
Harry C. Tatigian, First Assistant City Attorney and Daniel R. Andrew,
Industrial Developgtent Coordinator, were present.
Mr. Whitehead announced the first item on the agenda was Petition 65-8-1-2
by Arthur Pollack requesting the. rezoning of property located
between Middlebelt Road and Harrison, north of the Cemetery
property on Six Mile Road, in the west 1/2 of Section 12.
Messrs. William Ponder, Attorney and Arthur Pollack, were present.
Mr. Ponder stated this is a 30 acre tract and believed this type of zoning
1[3 is the best use for property because of the physical layout of property, and
the cemetery is located to the south. Believed there is a need for apartments
in Livonia and this is a good location in the City for a program of this type
because 't is on Middlebelt Road and it is ideally situated between two
shopping centers. Buildings will be colonial type apartments and will be
spaced according to the ordinance. There will be between 350-375 units.
Mr. Bob Colomina, 18072 Lathers, stated there will have to be 700• parking
spaces in this complex. Asked how petitioner intended to get 500 to 600 cars
in and out of this area with only one entrance off . ` Middlebelt Road as
Harrison is not existing at this location.
Mr. Earl Walker, 17983 Lathers, referred to the revine and that this is not
shown on plans.
Mrs. Doris Bachman, 18001 Lathers, asked if anyone had any information about
a school site. Taft School is over crowed now. Mr. Walker stated there is no
communication from the School Board.
Mr. Cameron suggested if the Commission has no communication from the School
Board that Planning Director write a letter. Mr. Hull stated he believed he
had written them but would k on it.
Mr. Tent questioned whether this is the largest acreage requested for apartments
presented to the commission to date. Mr. Hull stated it is. Referred to the
Shelden Center apartment program which was large, possibley 25 to 30 acres,
however, it was submitted to the commission in two separate petitions.

Mr. Walker read letter address/to Mr. Yates, Supt. of Livonia Public Schools

from Mr. Hull dated June 2, 1965. Did not think it necessary to write him
again. Suggested Mr. Hull might wish to contact him and tell him commission
has not had a reply.
Mr. E. McClure, 18300 Grimm, objected to rezoning of area because of the over-
crowded conditions of the Taft School and the construction of apartments would
create flooding conditions along the existing ditch.
There were twonty interested persons present objecting to petition as presented.
Mr. Walker, Chairman, announced that item would be taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-3
by David D. Phipps for Walter R. and Aletha B.Phipps
who are requesting the rezoning of pr(ierty located approximately
665 feet west of Farmington Road and 670 feet north of
Lyndon in the Northeast 1/4 of Section 21, from R-2 to R-7.
Mr. David Phipps was present.
Mr. Phipps stated that they are trying to purchase another pierce of property
on Lyndon so that there can be an exit there rather than Farmington Road,
Property is not land-locked as it may appear because they do own two pieces
on Farmington Road.

Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-21 by'
Walter S. Gross requesting the rezoning of property located at
the Southwest corner of Middlebelt Road and Greenland in the
Northeast 1/4 of Section 14 from RUFA to PS. Dr. Gross
was present.
Dr. Gross read letter dated August 12, 1965 addressed to the Commission from
himself substantiating his positiion on the rezoning as stated in petition.
Mr. Hull stated commission has a map that shows the land use on Middlebelt Road
in the proximity of the petitioner's property.
Mr. Edward Schmidt, 16311 Middlebelt Road, owner of property,stated he has had
the property for sale for two years and until Dr. Gross there was no interest
shown in property. Property is 100' X 233' and the house is 30' from the
pavement.
Mr. Tent asked if zoning request is granted, how soon would building be erected.
Dr. Gross stated expected to be in building next year.
Mr. Walker asked where petitioner is 1presently ocated. Dr. Gross statelhis
office is at Schoolcraft and Inkster Roads but there is no room for expan-
sion of practice in this building.
No one else was present wishing to be heard either in favor of or opposed to
petition as presented.

Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-20 by
the City Planning Commission requesting the rezoning of
property located on the east and west side of Camden and
west of Hartel approximately 2,000 feet north of Plymouth
Road in the Southwest 1/4 of Section 25, from R-1 to M-1.
Mrs. Diamond Pappas, 11741 Camden, stated residents feel the same way as
they did before. This spot zoning will depreciate property. Roads would
have to be resurfaced or paved, neither of which residents want to bare the
cost. The streets are dead-ended and the trucks would have to go in and
out past their homes. There are small children in the area.
Mrs. Alice Hysell, 11709 Camden, stated lives closer to Plymouth Road and
sees hazards of Plymouth Road every day. All traffic would have to come from
Plymouth Road. Reminded commissioners of petition submitted at previous
P'rring of those objecting to request.
Mrs. Ola Erwin, 12230 Camden, and Mrs. Homer Long,, 11805 were present objecting
tp request.
Mr. Walter Becktel, 12215 Hartel, questioned why lots are subdivided as they are.
Mrs. Robert Each, 121.'1 Camden, stated there are a number of small childred
in area.
Mr. Jack Nielsen, 11792 Camden, stated there are at least 35 children taking
the bus to school in the morning and there are no sidewalks in area.
Mr. Walker announced that item would be taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-22
by the City Planning Commission requesting the rezoning of
property located on the north side of Plymouth Road approxi-
mately 823 feet west of Farmington Road in the Southeast 1/4
of Section 28, from RUF to M-1.
There was no one present wishing to be heard either in favor of or opposed to
petition as presented.
Mr. Hull informed commission that the area south of that described in petition
was advertised and that if commission so desires it would be possible to rezone
C-2 land also.
Mr. Walker announced that item would be taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-23
by L. S. Burton of Burton-Share, Inc., requesting the rezoning
of property located,at the northwest corner of Levan and Plymouth
Roads in the Southwest 1/4 of Section 29, from M-1 to C-2.
Mr. Lester Burton was present.

Mr. Burton, 26711 Woodward Ave., Hunting Woods, stated that the commercial
area would have facilities that would cater to an industrial subdivision
which would make this a more permanent and beautiful industrial subdivision.

Mr. Cameron questioned what else would be there beside a motel, restaurant and
bank. Mr. Burton stated there may be a clinic and a drug store.
Mr. Tent asked how close petitioner would conform to the lay out as presented.
Mr. Burton stated loyout was developed by the Planning Department and that they
liked it very much and would try to conform to it as much as possible.
Mr. Wrightman asked whether petitioner is considering any kind of recreational
facilities. Mr. Burton stated area within the induct:. {el subdivision is not
large enough for this. Stated in the commercial area there is a difference
of opinion regarding a bowelin g alley.
Mr. Hull stated the Planning Department prepared this plan to be used as a
guide. The plan will eliminate the traffic problem that exists on Plymouth
Road. Stated commission has a letter dated August 19, 1965 from petitioner
stating that if there are deviations from the plan that they will consult the
Planning Department and obtain its approval.
There was no one present wishing to be heard either in favor of or opposed to
petition as presented.
Mr. Walker announced that the item would be taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-24
by John 0. and Dorothy Schroder requesting the rezoning of
property located on the south side of Six Mile Road, approxi-
mately 360 feet east of Newburgh Road in the Northwest 1/4 of
Section 17, from R-3-B to C-2. Mr. Rodney C. Kropf, Attorney was
present.
Mr. Kropf stated the property as presently zoned is too shallow to put in a
plat.*cd neighborhoold shopping center. Stated they expect to have ad A & P
in complex. Additional commercial zoning will allow needed parking. Petitioner
has submitted request ahead of the population that is expected in area.
Mr. Wrightman asked whether A & P is definite. Mr. Kropf stated they have
correspondence from A & P that they are definitely interested.
Rev. Gunderson, Pastor of Presbyterian Church to the south, questioned what
other stores would be in area and whether stores would be opened on Sunday.
Mr. Kropf stated they will not have obnious use of the property, and made
referrence to the type of buffer between church property and shopping center.
Mr. Tent questioned the number of acres involved and Mr. Kropf stated there
is between 12 to 15 acres.
Mr. Hull asked petitioner to submit a site plan for the commissions inspection.
Mr. Kropf said he would secure such a site plan and that in this opinion this
petition is timely.
Mr. Walker announced that item would be taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-25 by
Rodney C. Kropf for Harry E. Wolfe requesting the rezoning of
property located on the west side of Farmington Road approximately

400 feet north of Schoolcraft Rd. in the Southwest 1/4 of Section 21,
from R-2 to C-2. Mr. Kropfwas present.
Mr. Kropf stated he feels this a reasonable use of the property with the amount
of traffic on Farmington and Schoolcraft Roads.
Mr. Allen Sawyer, 14028 Stamford, asked is there anything definite for this
commercial area. Mr. Kropf stated they hoped there is an immediate use for the
property, however, at this time client cannot say what use will be. Mr. Hull
requested a site plan of the area.
Mr. Sawyer objected to commercial development. Stated he would much rather see
area soned for apartment zoning as it was originally.
Mr. & Mrs. Walter Wessman, 14050 Farmington Road stated they object to petition.
There are shopping centers in the immediate area now.
Mr. Walker announced that item would taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petitioner 65-8-1-27
by the City Planning Commission requesting the rezoning of
property located on the south side of Lyndon Avenue and Lyndon Avenue
extended westerly between Middlebelt Road and Henry Ruuff Road
in the South 1/2 of Section 23, from R-2-A to R-3.
10) Mr. Donald Barton, 30280 Oakview, stated there is no designation for the size
of home to be erected. Mr. Hull assured Mr. Barton that without a zoning
designation it did not mean there is a down grading, does ;can, however, an
up-grading.Mr. Hull suggested house designation could be added when approval
is given. Mt . Tatigian stated it could not and that he felt this would Ia a
condition of zoning. Stated petition would have to be readvertised if there
is a change. The City Council wouldn't have any more right to alter petition
than the City Planning Commission therefore you must readvertise and hold
another public hearing.
Mr. Maron Buckley, 14441 Melvin, questioned extension of Melvin Avenue.
Mr. Walker announced that item would be taken under advisement.
Upon a motion duly made by Mr. Wrightman, seconded by Mr. Tent and unanimously
adopted, it was
#9-158-65 RESOLVED that, the City Planning Commission does hereby adjourn the
Public Hearing held on Tuesday, September 7, 1965 at approximately
10:20 p.m.
Mr. Walker, Chairman, declared the motion is carried and the foregoing resolution
adopted.

10:55 p.m. with approximately the same number of interested persons in the
audience as were present at the public hearing.

Ir.Whitehead announced the first item on the agenda is Petition 65-8-1-2
by Arthur Pollock requesting the rezoning of property located
between Middlebelt Road and Harrison, north of the cemetery property
on Six Mile Road, in• the west 1/2 of Section 12, from R-1 to R-7.
Public Hearing 9/7/65.
Mr. Walker announced that item arrrld be taken under advisement and presented
to Commission again at the study meeting scheduled for September 14, 1965.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-3 by
David D. Phipps for Walter R. and Aletha B. Phipps who are
requesting the rezoning of property located approximately 665 feet
west of Farmington Road and 670 feet north of Lyndon Avenue in the
Northeast 1/4 of Section 21, from 8-2 to R-7. Public Hearing 9-7-65.
Mr. Walker stated commission is not ready to go ahead with this petition and
that petitioner has indicated he would like another zoning designation. The
zoning category petitioner is thinking of, the City does not have. Announced
that item would be continued under advisement.
Mr. Whithead announced the next item on the agenda is Petition 65-8-1-21 by
Walter S. Gross requesting the rezoning of property located at the
Southwest corner of Middlebelt Road and Greenland in the Northeast
1/4 of Section 14, from RUFA to P.S. Public Hearing 9/7/65.
Upon a motion duly made by Mr. Wrightman and seconded by Mr. Whitehead, it was
#9-159-65 RESOLVED that, putruant to a Public Hearing having been held on
September 7, 1965, on Petition 65-8-1-21 as submitted by Walter S.
Gross for a change of zoning on the southwest corner of Middlebelt
Road and Greenland in the Northeast 1/4 of Section 14, from
RUFA to P.S., the City Planning Commission does hereby recommend
to the City Council that Petition 65-8-1-21 be granted for the
following reason+:
(1) PS zoning is the most compatible type of non-residential
zoning, and
(2) PS would be a low traffic generator, and
(3) It is possible that Middlebelt Road will be completely
lined with tln-residential zoning at some future date, and
FURTHER RESOLVED, notice of the above hearing was published in the
official newspaper, Livonian Observer and City Post, under date of
August 18, 1965 and notice of which hearing was sent to the Detroit
Edison Company, The Chesapeake & Ohio Railway Company, Michigan
Bell Telephone Company, The Consumers Power Company, City
Departments and petitioner as listed in the proof of service.
Mr. Tent laked that resolution of approval specify that if within 11 years
the development is not completed that the zoning revert back to its original
zoning. Mr. Walker stated this could not be done but that the minutes could
bare out a statement that this is the intent of the petitioner. Dr. Gross
stated the development would be completed within the specified time.

A roll call vote on foregoing reso -*tion resulted in the following:

Mr. Walker, Chairman, declared the motion is carried and the foregoing reso-
lution is adopted.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-20
by the City Planning Commission requesting the rezoning of property
located on the east and west sides of Camden and '-.st of Hartel,
approximately 2,000 feet north of Plymouth Road in the Southwest
1/4 of Section 25, from R-1 to M-1. Public Hearing 9/7/65.
Mr. Tent suggested commission look at the entire area and see what it comes
up with prior to action on this petition.
Mr. Walker announced that item would be taken under advisement.
Mr. Whitehead announced the next item on the agenda is Petition 65-8-1-22
by the City Planning Commission requesting the rezoning of property
located on the north side of Plymouth Road approximately 823 feet
west of Farmington Road in the Southeast 1/4 of Section 28, from
RUF to M-1. Public Hearing 9/7/65.
Upon a motion duly made by Mr. Wrightman, seconded by Mr. Tent and unanimously
adopted, it was

Planning Commission on its own motion for a change of zoning on
the north side of Plymouth Road approximately 823 feet west of

City Council that Petition 65-8-1-22 be granted for the following
reasons:
(1) It is t . naistent with the overall development plan of the
City, and
(2) It is consistent with the creation of an industrial belt
between Plymouth and Schoolcraft Road, and

Public Hearing 9/7/65.
Upon a motion duly made by Mr. Whitehead, seconded by Mr. Wrightman, and
unanimously adopted, it was
#9-161-65 RESOLVED that, pursuant to a Public Hearing having been held on
September 7, 1965, on Petition 65-8-1-23 as submitted by
L. S. Burton of Burton-Share, Inc., for a change cf zoning
on the northwest corner of Levan and Plymouth Roads in the
Southwest 1/4 of Section 29, from M-1 to C-2, the City Planning
Commission does hereby recommend to the City Council that
Petition 65-8-1-23 be granted for the following reasons:
(1) This commercial development is essentially designed to
service the industrial needs of the area, and
(2) A satisfactory site plan has been agreed to whch will limit
vehicular access to Plymouth Road, and
FURTHER RESOLVED, notice of the above hearing was published in
the official newspaper, Livonian Ob: :rver and City Post, under
date of August 18, 1965 and notice of which hearing was sent to the
Detroit Edison Company, The Chesapeake & Ohio Railway Company, Mich-

Mr. Walker, Chairman, declared the motion is carried and the foregoing
resolution is adopted.
Mr. Whit ',ead announced the next item on the agenda is Petition 65-8-1-24
by John 0. and Dorothy Schroder requesting the rezoning of
property located on the south side of Six Mile Road approximately
360 feet east of Newburgh Road in the Northwest 1/4 of Section
17 from R-3-B to C-2.
It was suggested by Messrs. Cameron and Tent that this item be taken under
advisement and that commission continue to study the northwest section of
the City- this should coordinate with future plan.
Mr. Kropf said that commit. ..on could take matter under advisement with his
consent.
Mr. Walker announced that item would be taken under advisement.
Mr. Whitehead artounced the next item on the agenda is Petition 65-8-1-25
by Rodney C. Kropf for Harry E. Wolfe requesting the rezoning
of property located on the west side of Farmington Road
approximately 400 feet north of Schoolcraft Road in the
Southwest 1/4 of Section 21, from R-2 to C-2. Public Hearing
9/7/65.

Mr. Wrightman stated he would like to see item studied a little further
and that petitioner submit a site plan that would give cmmmission an
insight of its use. Referred to dedication of north part of fut• - e use.

Mr. Kropf stated this has been discussed several times. He felt request
in petition a good use of property. Stated he would like to have
action taken on requested as submitted tonight.
Mr. Whitehead stated he felt this is a large piece of property. Agreed
that item should be taken under advisement. Mr„ Tent also stated item
should be taken under advisement.
Mr. Walker announced that item would be taken under advisement.
Mr. Whitehead announced the next itme on the agena is Petition 65-8-1-27
by the City Planning Commission requesting the rezoning of
property located on the south side of Lyndon Avenue and Lyndon
Avenue extended westerly between Middlebelt Road and Henry Ruff
Road in the south 1/2 of Section 23, from R-2-A to R-3.
Upon a motion duly made by Mr. Wrightman, seconded by Mr. Cameron and
unanimously adopted, it was

September 7, 1965, on Petition 65-8-1-27 as submitted by the
City Planning Commission on its own motion for a change of
zoning on the south side of Lyndon Avenue and Lyndon Avenue
extended westerly between Middlebelt Road and Henry Ruff Road
in the south 1/2 of Section 23, from R-2-A to R-3, the City
Planning Commission does hereby recommend to the City Council
that Petition 65-8-1-27 be granted as indicated on the map
for the following reasons:
(1) This petition is compatible with the adjacent development, and
^) It reflects the land use of the developed portion covered
by this petition, and
FURTHER RESOLVED, notice of the above hearing was published in
the official newspaper, Livonian Observer and City Post, under
date of August 18, 1965 and notice of which hearing was sent to
the Detroit Edison Company, The Chesapeake & Ohio Railway
Company, Michigan Bell Telephone Company, The Consumers Power
Company and City Departments as listed in the Proof of Service.
Mr. Walker, Chairman, declared the motion is carried and the foregoing
resolution is adopted.

Mr. Whitehead announced the next item on the agenda is a motion by the
City Planning Commission to hold a public hearing to determine
whether or not to rezone an 8.93 acre parcel located on
the south side of Five Mile Road, just east of the City Hall,
from C-2 to PS.
Upon a motion duly made by Mr. Whitehead, and seconded by Mr. Tent, it was

23,01 of the Zoning Ordinanee,No. 543 of the City of Livonia
and Resolution #694-65 adopted by the City Council 7-14-65,
does hereby establish and order that a public hearing be
held to determine whether or not to rezone the following described
parcel of land:
That part of Grennada Park Subdivision No. 1 as recorded in Liber
54 of Plats, page 77, Wayne County Records described as beginning
at a point on the north section line distant S. 88° 29' E. 1170
ft. from the northwest corner of Section 22, T. 1 S., R. 9 E., City
of Livonia, Wayne County, Michigan, and preceeding thence S. 88°

submitted and recommendation thereon to the City Council.

to determine whether or not to rezone the following described

September 7, 1965, on Petition 65-8-1-20 as submitted by the

City Planning Commission on its own motion for a change of
zoning on the east and west sides of Camden and west of Hartel,
approximately 2,000 feet north of Plymouth Road in the South-
west 1/4 of Section 25, from R-1 to M-1, the City Planning
Commission does hereby recommend to the City Council that Petition
65-8-1-20 be denied for the following reasons:
(1) The area is not ready for industrial transition at this
time, and
(2) The residents are not ready to accept the industrial
transition at this time, and
FURTHER RESOLVED, notice of the above hearing was published
in the official newspaper, Livonian 01%,.-ver and City Post, under
date of August 18, 1965 and notice of which hearing was sent to
the Detroit Edison Company, The Chesapeake & Ohio Railway Company,
Michigan Bell Telephone Company, The Consumers Power Company,
and City Departments as listed in the Proof of Service,
Mr. Walker declared the motion is carried and the foregoing resolution is
adopted.
Upon a motion duly made by Mr. Cameron, Seconded by Mr. Heusted and
unanimously adopted, the City Planning Commission does hereby adjourn the
210th Special Meeting held on Tuesday, September 7, 1965 at approximately
11:30 p.m.
