OTHERS PRESENT: Mark Taormina, Director of Planning

The Public Hearing was called to order at 7:11 p.m. with President Kathleen McIntyre
presiding. The Public Hearing is in regard to Petition 2016-02-06-02, to determine
whether or not to remove Section 13.03(d) of Article XIII, to eliminate confusion
regarding the construction of parking decks and other structures designed for parking
vehicles.
The City Clerk has served a true copy of the Notice of Public Hearing to those owners of
real property by way of Notice in the Livonia Observer and Eccentric Newspaper. There
were four people in the audience. The Public Hearing is now open for comments.
Please state clearly your name and address before making your comments.
McIntyre: Mr. Taormina, would you like to speak on this?
Taormina: Briefly, Madam President. This is an item that was referred to the
Planning Commission, actually it was something I had discussed with the
Law Department, the question of whether or not to amend Article XIII in
the P District Regulations to remove Subsection (d) which states that no
buildings other than those for the shelter of attendees, shall be erected
upon premises and there shall not be more than two such buildings in the
area and each such building shall not be more than 50 square feet in area
nor shall each exceed 15 feet in height. So that language presently exists
under Section 13.03(d). This would eliminate that language and it
2
currently basically prohibits buildings under the parking attendants booths
from being erected in P Zone Property and therefore remove any of that
confusion when it comes to building parking structures within these areas.
McIntyre: Thank you. Council?
Meakin: Mr. Knapp, is this your language that you prepared?
Knapp: Law firm, joint venture.
Meakin: I’ll offer the approving resolution just to clarify our ordinance that exists.
McIntyre: Thank you. Council? Anyone from the audience like to speak on this
item? Seeing none, we have an approving resolution offered by
Councilmember Meakin and this will also be on the Regular Agenda for
the meeting of Monday, May 16, 2016.
As there were no further questions or comments, the Public Hearing was declared
closed at 7:14 p.m.
SUSAN M. NASH, CITY CLERK
