MINUTES OF THE 273rd SPECIAL MEETING
HELD BY THE CITY PLANNING COMMISSION
OF THE CITY OF LIVONIA
On Tuesday, October 31, 1972 the City Planning Commission of the City of Livonia
held its 273rd Special Meeting in the Engineering Building, 13325 Farmington
Road, Livonia, Michigan.
• Mr. Daniel R. Andrew, Chairman, called the meeting to order at 8:25 p.m.
Members present: Daniel R. Andrew Joseph J. Talbot Esther Friedrichs
Herman H. Kluver Suzanne Taylor Charles Pinto
David F. Merrion Joseph J. Falk
Members absent: Francis M. Hand (vacation)
Messrs. John J. Nagy, Planning Director; Ralph H. Bakewell, Planner IV, and
H. G. Shane, Planner Iy, were also present.
On a•motion duly made by Mrs. Friedrichs, seconded by Mr. Pinto and unanimously
adopted, it was
#10-290-72 RESOLVED that, pursuant to Section 18.58 of Ordinance #543,
the Zoning Ordinance of the City of Livonia, as amended
by Ordinance #988, the City Planning Commission does hereby
approve Petition 72-9-8-28P by Charles J. Teichner requesting
approval of all plans required by Section 18.58 submitted
in connection with the construction of retail stores proposed
to be located on the north side of Joy Road, west of Newburgh
in Section 31 subject to the following conditions:
(1) That Site Plan dated 10-19-72, which is hereby approved,
shall be adhered to.
(2) That the west elevation of the building shall be con-
structed of 25% shadow block.
(3) That the protective wall shall be constructed of 25%
to 50% shadow block to blend with the west elevation
of the building.
Mr. Andrew, Chairman, declared the motion carried and the foregoing resolution
adopted.
On a motion duly made by Mr. Talbot, seconded by Mr. Kluver and unanimously
adopted, it was
#10-291-72 RESOLVED that, pursuant to Section 18.58 of Ordinance #543, the
the Zoning Ordinance of the City of Livonia, as amended by
Ordinance #988, the City Planning Commission does hereby
approve Petition 72-10-8-33P by Robert J. Brough requesting
th; • approval of all plans required by Section 18.58 submitted
.in connection with the proposed construction of an addition
to an existing store building located on the north side of

Joy Road between Deering and Cardwell in Section 36
subject to the following conditions;
(1) That Site Plan dated 10/27/72, which is hereby approved,
shall be adhered to.
(2) No parking shall be permitted in the front yard setback.
(3) A fence shall be erected on the north property line; said
fence to be approved by and to the satisfaction of the
Planning Department.
(4) This approval is contingent upon the Zoning Board of Appeals
waiving the front yard setback and expansion of the non-
conforming building.
(5) The site shall be landscaped to the extent as shown on the
approved Site Plan, such landscaping shall be approved by
the City Planning Department.
Mr. Andrew, Chairman, declared the motion carried and the foregoing resolution
adopted.
On &motion duly made by Mrs. Friedrichs, seconded by Mr. Kluver, and unanimously
adopted, it was
#10-292-72 RESOLVED that, pursuant to Section 18.58 of Ordinance #543,
the Zoning Ordinance of the City of Livonia, as amended by
Ordinance #988, the City Planning Commission does hereby
approve Petition 72-10-8-36P by Martin Cohen requesting
approval of all plans required by Section 18.58 submitted
in connection with the remodeling of the canopy and roof of
an existing building located on the east side of Farmington
Road between Six Mile and Curtis in Section 10.
Mr. Andrew, Chairman, declared the motion carried and the foregoing resolution
adopted.
On a motion duly made by Mr. Talbot, seconded by Mr. Pinto and unanimously adopted,
it was
#10-293-72 RESOLVED that, pursuant to a request from Hart & Leidal Investment
Company, the City Planning Commission does hereby approve.
Landscape Plan dated 10/31/72 submitted in connection with a
condition of approval of Petition 70-6-2-14 by Hart & Leidal
Investment Company requesting to be granted a waiver of use
permit to construct a building for a masonry repair contractor's
operation on property located on the south side of Schoolcraft
between Merriman and Hubbard in the Northeast 1/4 of Section 27.
Mr. Andrew, Chairman, declared the motion carried and the foregoing resolution
adopted.
On a motion duly made by Mr. Pinto, seconded by Mr. Kluver and unanimously adopted,

• #10-294-72 RESOLVED that, pursuant to a letter dated 10/10/72 from
Lindhout Associates, the City Planning Commission does
hereby approve an extension of time relative to the sub-
mittal of a landscape plan in connection with a condition
1 of approval of Petition 72-8-8-22 by Lindhout Associates
requesting approval of all plans required by Section 18.47, of
Ordinance #543, the Zoning Ordinance of the City of
Livonia, in connection with the construction of anew
office building on property located on the west side of
Farmington Road, south of Five Mile Road in the Northeast
1/4 of Section 21, subject to the following condition:
(1) That the required Landscape Plan shall be submitted
by April 15, 1973.
Mr. Andrew, Chairman, declared the motion carried and the foregoing resolution
adopted.
On a motion duly made by Mr. Merrion, seconded by Mrs. Taylor and unanimously
adopted, it was
#10-295-72 RESOLVED that, pursuant to Section 18.58 of Ordinance #543,
the Zoning Ordinance of the City of Livonia, as amended by
Ordinance #988, the City Planning Commission does hereby
approve Petition 72-10-8-38P by Paul Major requesting
approval of all plans required by Section 18.58 submitted
in connection with construction of a proposed addition to
the existing book store located on the south side of Plymouth
Road between Cranston and Blackburn in Section 34, subject
to the following conditions:
(1) That a landscaping and beautification plan for Plymouth
Road as it relates to the petitioner's premises be sub-
mitted to the Planning Department for approval within
thirty (30) days `and thereafter such plan shall be
implemented prior to issuance of the Certificate of
Occupancy.
(2) That all concrete and asphalt areas to the rear of the
petitioner's premises be patched, dressed and restored
before issuance of a Certificate of Occupancy.
(3) This approval is subject to the granting by the Zoning
Board of Appeals of a front yard variance.
On a motion duly made, seconded and unanimously adopted, the City Planning
Commission adjourned its 273rd Special Meeting held on
October 31, 1972 at 10:00 p.m.
