HomeMy WebLinkAboutPLANNING MINUTES 1972-11-21 5174 MINUTES OF THE 274th SPECIAL MEETING HELD BY THE CITY PLANNING COMMISSION OF THE CITY OF LIVONIA On Tuesday, November 21, 1972, the City Planning Commission of the City of Livonia held its 274th Special Meeting in the Engineering Building located at 13325 Farmington Road, Livonia, Michigan. Mr. Daniel. R. Andrew, Chairman, called the meeting to order at 9:35 p.m. Members present: Daniel Andrew David Merrion Suzanne Taylor Charles Pinto Herman Kluver • Joseph Falk Francis Hand • Members absent: Joseph Talbot (ill) Esther Friedrichs (hospitalized) Messrs. John J. Nagy, Planning Director; Ralph H. Bakewell, Planner IV; and H. G. Shane, Planner Iy, were also present. On a motion duly made by Mr. Kluver and seconded by Mr. Pinto, it was #11-309-72 RESOLVED that, pursuant to a communication dated November 15, 1972 from Reverend Herbert Noe, Galilean Baptist Church, the City Planning Commission does hereby determine to reconsider its action taken on November 14, 1972 with respect to Petition 72-8-2-25 by Reverend Herbert Noe, Galilean Baptist Church, requesting to be granted a waiver use approval to erect a bus garage and a modular classroom building on Church property located at the southeast corner of Seven Mile Road and Maple- wood in the Northwest 1/4 of Section 12. A roll call vote on the foregoing resolution resulted in the following: AYES: Hand, Merrion, Falk, Pinto, Kluver, Andrew NAYS: Taylor ABSENT: Talbot, Friedrichs Mr. Andrew, Chairman, declared the motion, is carried and the foregoing resolution adopted. On a motion duly made by Mx. Hand, seconded by Mr. Pinto and unanimously adopted, it was • #11-310-72 RESOLVED that, having held a public hearing on September 5, 1972 on Petition 72-8-2-25 as submitted by Rev. Herbert Noe, Galilean Baptist Church, requesting to be granted a waiver use approval to erect a bus garage and a modular classroom building on Church property located at the southeast corner of Seven Mile Road and Maplewood in the Northwest 1/4 of Section 12 and, the City Planning Commission having resolved at its Regular Meeting held on November 14, 1972 to deny Petition 72-8-2-25; and subsequently, having received a commununication dated 5175 11/15/72 from Rev. Noe requesting reconsideration by the Commission of its action taken on 11/14/72 and the elimination from the petition of the request for the modular classroom, the City Planning Commission does hereby determine to rescind Resolution #11-302-72 adopted on 11/14/72 and does hereby recommend to the City Council that Petition 72-8-2-25, as amended to delete the request for the modular classroom, be approved to the extent that the construction of a main- tenance and storage building be allowed, subject to the following conditions: (1) That Site Plan dated 8/17/72, less modular classroom, is hereby approved and shall be adhered to. (2) That a detailed landscape plan shall be submitted to the Planning Commission for approval within thirty (30) days outlining all plant material to be used for screening the building and parking lot from Seven Mile Road and adjacent building. (3) The storage building existing on the northeast corner of the proposed parking lot shall be removed on completion of the maintenance building. (4) That the temporary driveway now in use will be discontinued within eighteen (18) months of this approval unless an ex- tension of. time is granted to the petitioner by the City Planning Commission. (5) That all busses shall be parked within the fenced area of the maintenance building when the maintenance building has been constructed. On a motion duly made by Mr. Merrion and seconded by Mr. Hand, it was #11-311-72 RESOLVED that, pursuant to Section 18.58 of Ordinance #543, the Zoning Ordinance of the City of Livonia, as amended by Ordinance #988, the City Planning Commission does hereby approve Petition 72-11-8-41P by Robert Quatra requesting approval of all plans required by Section 18.58 submitted in connection with the construction of a restaurant proposed to be located on the north side of Plymouth Road between Hubbard and Ingram in Section 27 subject to the following conditions: • (1) That Site Plan dated 11-20-72, which is hereby approved, shall be adhered to. (2) That landscaping as shown on Landscape Plan dated 11/27/72 shall be installed prior to issuance of a Certificate of. Occupancy. (3) That the east elevation shall be bricked for a distance of 501 from the south building line; on the north elevation and on the remaining portion of the east elevation, in lieu of brick, shadow block shall be substituted which shall be painted in a color compatible to the color of the brick. 5176 IL; A roll call vote on the foregoing resolution resulted in the following; AYES: Pinto, Falk, Taylor, Kluver NAYS; Andrew, Hand, Merrion ABSENT: TAlbot, Friedrichs Mr. Andrew, Chairman, declared the motion carried and the foregoing resolution adopted.
