LIVONIA CITY COUNCIL – MARCH 13, 2017

Meeting was called to order at 7:00 p.m. by Vice-President Kritzman. Present: Scott Bahr, Brian Meakin, Maureen Miller Brosnan, Jim Jolly, and Brandon Kritzman. Absent: Cathy White
and Kathleen McIntyre.
Vice-President Kritzman recognized Boy Scout Troop #271 present in the audience this evening.
#89-17 Resolution by Brosnan and Jolly, approving the minutes of the 1,819th Regular Meeting of the Council held on February 27, 2017.
A roll call vote was taken on the foregoing resolution:
AYES: Bahr, Brosnan, Jolly, and Kritzman.
NAYS: None.
PRESENT: Meakin.
Councilmember Meakin recognized the 5 recent retirees from the City.
Vice-President Kritzman recognized Livonia Pom Pon Team 2017 Mid-America State Champs; they were given certificates of proclamation by the City Council for their achievement.
Vice-President Kritzman stated there is an X-item that will be discussed following tonight’s Agenda.
AUDIENCE COMMUNICATION:
Lauren Rouseau, 19291 Gill Road, spoke about the Northwest Wayne County Families Against Narcotics Chapter. She said they have resources to help families with opiod problems. Their next
meeting will be held on April 10, 2017 at 6:30 p.m. at the Canton Life Church Annex Building.
Councilmember Brosnan announced that she, Vice-President Kritzman, and Mayor Wright spent a day with the 16th District Sobriety Court last week.
Brian Kahn, Director of Emergency Preparedness, spoke about an event last Wednesday, during the day bad weather and high winds resulted in the activation of the Emergency Operations
Center (EOC). He noted that it aided in communication and handling of emergency calls, especially helpful due to the volume of calls that were coming in. He gave a detailed summary
of the handling of the event. He commended all personnel and volunteers that helped during this event.
Fire Chief Shadd Whitehead also gave a detailed summary of the handling of the event with regard to the Fire Department personnel. He also commended all personnel and volunteers that
helped during this event. He said it was a day like no other and it tested them to their limits.
Police Chief Curtis Caid, also commended all the personnel and volunteers that helped during this event. He commended the Fire Department for rising to the challenge that day and their
excellent performance in handling all the calls. He noted that they were mostly Fire Department calls and that the Police Department provided support to them as needed. He did commend
the 9-1-1 Dispatchers who did an amazing job as well that day.
Mayor Dennis Wright commended all the personnel and volunteers that responded to the emergencies during this event. He said it was astonishing to watch the bravery of all the men and
women that responded that day and that it was because of their actions that there weren’t any serious injuries or deaths resulting from this event.
Councilmember Brosnan asked the audience to join her in applauding all the emergency personnel that responded to the event last Wednesday for keeping the community safe.
Police Chief Curtis Caid also recognized Livonia Public Schools Superintendent, Andrea Oquist, for her efforts in making sure the children were aware of what was taking place and making
sure that all the children were safe. He also recognized the other schools within the City limits for their efforts in making certain all the children were safe as well.
The following items were received and filed:
Email communication from Jennifer Trussell, Administrative Assistant, The Senior Alliance, dated January 27, 2017, re: annual update on their programs.
The following resolutions were offered by Meakin and Bahr:
#90-17 Referring the subject of employee wellness to the Committee of the Whole for its report and recommendation.
#91-17 Authorizing final budget adjustments for the Fiscal Year ending November 30, 2016.
#92-17 Accepting the bid of Sci Floor Covering for performing all work required in connection with the carpet installation at the Livonia Senior Center.
#93-17 Granting permission to co-sponsor the Red, White and Barbeque Event at Greenmead with Ultimate Fun Productions, to be co-sponsored by Greenmead and the Arts Commission for a
three-year contract., to be held on July 7-9, 2017; July 6-8, 2018; and July 12-14, 2019.
#94-17 Accepting the bid of ID Enterprises for design, three proofs, editing, printing and sorting of the “L” Magazine.
#95-17 Approving an increase in senior golf rates for Fox Creek, Whispering Willows and Idyl Wyld, effective for the 2017 golf season.
#96-17 Authorizing purchase four (4) Toro Zero Turn Mowers (ZTR) – 5000, Model #74933 through the State of Michigan bid process.
#97-17 Authorizing purchase four (4) John Deere TH 6x4 Turf Vehicles (Gators) through the State of Michigan bid process.
#98-17 Authorizing a one-year extension of the contract with Michigan Joint Sealing, Inc. for all work required in connection with the 2017 Joint and Crack Sealing Program (Contract
17-D).
A roll call vote was taken on the foregoing resolutions:
AYES: Bahr, Meakin, Brosnan, Jolly, and Kritzman.
NAYS: None.
Brosnan gave FIRST READING to the following Ordinance:
AN ORDINANCE ADDING CHAPTER 110 (GREENLEAF COMMISSION ON SUSTAINABILITY) OF TITLE 2 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED.
#99-17 Resolution by Brosnan and Jolly, waiving the City’s Noise Ordinance to allow a car show (Underdog Car Meets) with a DJ in the parking lot at 30200 Plymouth Road, on Saturday,
March 25, 2017 from 3:00 p.m. to 10:00 p.m.
#100-17 Resolution by Jolly and Brosnan, unanimously adopted, suspending the rules for procedure as outlined in CR 574-82 to permit consideration of items that do not appear on the
agenda.
#101-17 Resolution by Meakin and Brosnan, unanimously adopted, authorizing an emergency purchase of one 2016 Pierce Ascendent 107’ PUC Aerial Quint Truck.
