DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA
The 245th Regular Meeting of the Plymouth Road Development Authority of the
City of Livonia, Michigan, was called to order at 3:00 p.m., Thursday, September
1, 2016, in the 4th floor conference room of City Hall.

1. Roll was called. A quorum was present.
2. Adoption of the Minutes.
On a motion made by Faris, seconded by Meyer, and unanimously adopted,
it was
#2016-04 RESOLVED, that the Plymouth Road Development Authority
does hereby approve the Minutes of the 244th Regular Meeting
held on April 21, 2016.
Mr. Hiltz, Chairperson, declared the motion is carried and the foregoing
resolution adopted.
3. Financial Reports. The Financial Statements of the Authority's Special
Revenue Fund for the months ending March through June, 2016, were
presented by Michael Slater, Finance Director. The June Balance Sheet
reflects Total Assets in the amount of $356,147.48, Total Liabilities in the
amount of $561,181.53 and a Total Fund Balance in the amount of
($205,034.05).

Mr. Slater advised that effective May 1, 2016, DTE Energy took over
ownership of the streetlights. The City will pay DTE for maintenance and
energy, and some additional electrical charges at a cost of approximately
$500.00 a month. The cost of the maintenance will be transferred to the
Roads Fund.
Mr. Slater presented a Revenue and Expense Projection report covering FY
2016 through FY 2019. Because of the loss of personal property taxes, it is
projected that no funds will be available for use by the PRDA until after
2019. Debt service will be retired in 2018, and Mr. Slater would like to see
the life of the PRDA extended after that time in order to provide funds to
cover maintenance issues along the corridor. If the PRDA is discontinued,
the millage can no longer be assessed. Mr. Hiltz expressed concerns about
maintenance issues that need to be addressed before 2020, such as
stabilizing the pavers at the plazas. Mr. Slater recommended an advance
from the City rather than borrowing funds. Todd Zilincik stated that MDOT
will not address the paver issue when they repave Plymouth Road.
On a motion made by McCue, seconded by Peterson, and unanimously
adopted, it was
#2016-05 RESOLVED, that the Plymouth Road Development Authority
does hereby accept and approve the Financial Statements of
the Authority's Special Revenue Fund for the months ending
March, April, May and June, 2016.
Mr. Hiltz, Chairperson, declared the motion is carried and the foregoing
resolution adopted.
4. Update on Plymouth Road Street Lighting. Mark Taormina advised that
when Seaway Painting primed the light pole bases, they found major
deterioration. Debra Cain from DTE presented a report explaining DTE's
responsibilities and the options available to address pole replacement.
DTE's Community Lighting Engineering Standards Group inspected all 457
posts with the following results: 52 posts were designed as "rush
condemned" and were removed as of August 19; 278 posts were
condemned and need to be replaced as soon as possible; 127 posts passed
inspection and will be re-inspected in 2019. Under the purchase agreement,
the PRDA is required to purchase replacement parts for the Special Order
Materials when streetlights are damaged and DTE will allow a credit toward
the replacement of luminaires and posts only. With the DTE stock materials,
DTE replaces both the stock post and stock luminaires at no cost to the
PRDA. It was the consensus of the Board that DTE would work towards the
installation of one or two pilot poles that would include the standard DTE
mast arm with the decorative luminaires. DTE will then provide a cost
estimate for the Board's further consideration.

5. Consumers Energy Gas Main Construction. Greg Meyer explained that
9,600 feet of gas transmission pipeline will be replaced in the Plymouth and
Middlebelt area before December, 2016. Next year the plazas may be
affected depending on the outcome of further testing by Consumers Energy.
Consumers Energy will reimburse the City 100 percent of the costs to
replace disturbed landscaping. The Middbebelt and West Chicago area will
not be disturbed during the month of October when the Friends of the
Wilson Barn hold their month long Pumpkin Fest event.
6. Around the Table
Omar Faris stated that the grass needs to be cut at the old Kicker's
restaurant.
Greg Meyer said he is looking forward to seeing the sample light poles
installed.
Mark Taormina gave the following update: All of the sign posts, benches
and trash containers on Plymouth Road have been repainted. The irrigation
system required only normal maintenance and repairs this season, and it
will be shut down by mid-October.
Lowell Peterson commented that the Clement Circle swimming facility is
fantastic.
John Hiltz suggested that either an Executive Committee or Committee of
the Whole study session be scheduled to address maintenance issues and
funding sources. He suggested Board Members drive the length of the
corridor to familiarize themselves with issues.
7. Adjournment: On a motion duly made, seconded and unanimously
adopted, the 245th Regular Meeting held by the Plymouth Road
Development Authority on September 1, 2016, was adjourned at 5:05 p.m.
