HomeMy WebLinkAboutTraffic Commission 2017-06-08 th MINUTES OF THE 734 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 734 Regular meeting of the Livonia Traffic Commission was held in the third-floor conference room at City Hall on Thursday, June 8, 2017; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, John Katers, Joel Turbiak, Jim Keller; and Livonia Police Sergeant Brian Leigh. VISITORS: Ray Majkowski, 34235 Lamoyne; Dave and Renee Schuit, 17461 Myron; Erik Kuszynski, 37734 Pickford. Agenda Item 1: The minutes of the May 11, 2017, meeting were reviewed. Commissioner Turbiak offered two corrections. First, three commissioners were absent from the April meeting, therefore, those members abstain from voting on an approval of the minutes. The second item was an omission of a request to relocate a “No Outlet” sign in section 6 currently existing on Northland Street by moving it to before the intersection of Bethany and Northland streets. In its current form, it appears after the intersection and is difficult to see. A motion was made by Commissioner Turbiak to remove and relocate the aforementioned “No Outlet” sign. With support from Commissioner St. John, it was approved by unanimous vote that: 17-240 RESOLVED, the existing “No Outlet” sign on Northland near Bethany Street be removed and relocated to appear before the Bethany and Northland intersection. There were no further corrections thereafter and Commissioner Turbiak offered a motion to approve the corrected minutes of the May 11, 2017, meeting. With support from Commissioner Katers, it was approved by the commissioners present that: 17-241 RESOLVED, the minutes of the May 11, 2017, meeting are approved as corrected. Agenda Item 2: Coventry Gardens subdivision, section 16. Resident Ray Majkowski commented that after living in the neighborhood of Coventry Gardens for several years, the stop signs disappeared causing an increase in speeders. Ray, and others in his neighborhood, would like to have the stop signs replaced from just yield signs. Sgt. Leigh offered some traffic crash data and within the last four years there have been two collisions in the subdivision, one relating to a failure to yield at an intersection. Sgt. Leigh will place the speed limit sign boxes and add patrols in the neighborhood to combat the speeding issue and retrieve current speed data for the Norwich, Rayburn and Roycroft intersections. Agenda Item 3: Griffin Court, section 9. Dave and Renee Schuit are requesting that the “No Parking” ‘during school hours’ signs near their residence be removed. They have several vehicles and it would make it easier if their household can use the street for parking during the day. The commissioners pointed out that removing the signs would entail a petition of their neighbors, and also, once removed, it opens the street back up to high school kids parking, which was the original reason for the installation of the signs. Commissioner Katers made a motion to remove the “No Parking” signage along the NW corner of Griffin Ct. and remove the ‘Begin’ and ‘End’ supplemental signs, also on the north side of Griffin Ct. With support from Commissioner Keller, it was approved by unanimous vote that: 17-242 RESOLVED, the “No Parking” signage on the north & northwest sides of Griffin Court be removed, along with the supplemental signs ‘Begin’ and ‘End.’ Agenda Item 4: Traffic light timing issue on Seven Mile Road east of Haggerty Road, section 6. Erik Kuszyinski had some concerns with the timing of the more recently installed traffic control device near the Seven Mile Road and Haggerty intersection, which serves Schoolcraft College and the businesses north of Seven Mile Road. With recent development in the area, traffic has increased and while the Commission itself has no jurisdiction over that corridor or the traffic signal crossing it, the Commission has been in touch with Wayne County regarding concerns about the very same issue. Wayne County crews periodically monitor that signal and try to improve it as best as possible. Roundtable Discussion: A few commissioners have noticed a buildup of traffic at the 6 Mile and Farmington intersection that could be the result of the M-5 closure taking place. Todd sent an email to the commission to report that Amrhein Road resurfacing is going to be taking place. Traffic Control Orders 17-2 and 17-3 A motion was made to sign the above numbered traffic control orders by Commissioner Katers and with support by Commissioner Turbiak, it was approved by unanimous vote that: 17-243 RESOLVED, to sign TCO 17-2 to remove and relocate “No Outlet” sign on Northland Road at Bethany Road, section 6, and TCO 17-3 for placement of a speed limit sign on North University Park Drive from Laurel Park Drive, section 7.
