HomeMy WebLinkAboutSYNOPSIS - 2017-07-24 th SYNOPSIS OF THE MINUTES OF THE 1,829 REGULAR MEETING LIVONIA CITY COUNCIL – JULY 24, 2017 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Scott Bahr, Brian Meakin, Maureen Miller Brosnan, Jim Jolly, Cathy White, and Kathleen McIntyre. Absent: Brandon Kritzman. #245-17 Resolution by Jolly and Brosnan, unanimously adopted, approving the minutes of the th 1,828 Regular Meeting of the Council held on July 10, 2017. President McIntyre announced there is new data on Items 17 and 19; also, there is an X-item that will follow tonight’s agenda. Councilmember Jolly wished a speedy recovery to Officer McClain who was injured on the job. President McIntyre stated there will be an X-item at the end of tonight’s agenda as well th as new data on Items 17 and 19. She then wished her son Patrick a Happy 14 Birthday. She introduced the Livonia Robotics Team – The Warriors, under the direction of Coach Carlini, and they detailed their accomplishments over the 2017 season. They then provided a demonstration of their robot’s abilities. AUDIENCE COMMUNICATION: Edwin Cosin, addressed Council and expressed his concerns with business being run out of a home (Top Notch Upholster & Trim) on Cavell Street. The following items were received and filed: Communication from the Department of Finance dated June 20, 2017, re: forwarding various financial statements of the City of Livonia for the month ending May 31, 2017. Communication from the Department of Finance, dated July 5, 2017, re: forwarding the Quarterly Investment Report for the City of Livonia as of May 31, 2017. Communication from the Director of Community Resources, dated July 10, 2017, re: Armenian Festival at Greenmead. Communication from Raffi Ourlian, Chairman, Armenian Community Center of Greater Detroit, dated July 9, 2017, re: Armenian Festival at Greenmead. Communication from the Office of the City Clerk, dated June 27, 2017, to which is attached a communication from Alison Smith, Director of Finance, Livonia Public Schools, dated June 26, 2017, re: Tax Rate for Livonia Public Schools for 2017-2018 School Year. Office of the City Clerk, dated June 20, 2017, to which is attached a communication from Michelle Saunders, Executive Director of Financial Services of Oakland Schools, dated June 6, 2017, re: Tax Rate for Oakland Schools Intermediate School District for 2017-2018 School Year. Letter from the Director of the Livonia Housing Commission, dated June 19, 2017, transmitting the LHC Audit Report for the Fiscal Year Ending December 31, 2016. Communication from the Superintendent of Parks and Recreation, dated July 12, 2017, re: bid for treadmills. Communication from the Superintendent of Parks and Recreation, dated July 20, 2017, re: bid for playground structure for Dover Park. The following resolutions were offered by White and Bahr: #246-17 Approving request to close Grandon Street between Harrison Street and Brentwood Street, on Saturday, September 23, 2017, from 3:00 p.m. to 10:00 p.m., for a block party. #247-17 Approving request to close Woodring Street between Oregon Street and Vermont Street, on Saturday, August 12, 2017, from 2:00 p.m. to 10:00 p.m., for a block party. #248-17 Approving request to close Hees Street between Hubbard Street and Georgia Street, on Saturday, September 9, 2017, from 3:00 p.m. to 10:00 p.m., for a block party. #249-17 Approving request to close Sussex Street between Sherwood Street and Fitzgerald Street, on Saturday, September 9, 2017, from 1:00 p.m. to 10:00 p.m., for a block party, rain date Sunday, September 10, 2017. #250-17 Approving request to waive the City’s Noise Ordinance to hold a second annual summer festival with live bands at Madonna University located at 36600 Schoolcraft on Sunday, August 6, 2017 from 12:00 p.m. to 4:30 p.m. th #251-17 Approving request to utilize Greenmead property for the festival marking the 100 anniversary of the Independence of Armenia, on Saturday, June 9, 2018 from 12 p.m. to 12 a.m. #252-17 Authorizing the Mayor and City Clerk to execute the Municipal Credit Contract between SMART and the City of Livonia, for the period July 1, 2017 to June 30, 2018, with all Credits to be used for the Livonia Community Transit Program, for and on behalf of the City of Livonia and to do all other things necessary or incidental to the full performance of this resolution. #253-17 Authorizing the purchase of six (6) mobile vehicle lift systems for the department’s Apparatus Maintenance Division for the new maintenance bay addition, from budgeted funds. #254-17 Authorizing the purchase of one (1) PL Custom Titan 170 Type 1 ambulance on a 2017 freightliner M2 Chassis to replace the current frontline Squad 1, from budgeted funds. th SYNOPSIS OF THE MINUTES OF THE 1,829REGULAR MEETING 3 LIVONIA CITY COUNCIL – JULY 24, 2017 #255-17 Accepting the bid of Direct Fitness Solutions, LLC, for supplying the Department of Parks and Recreation with three (3) Precor 835 ellipticals from budgeted funds. #256-17 Accepting the bid of All Pro Exercise, for supplying the Department of Parks and Recreation with three (3) Octane XT4700 Cross Trainers and one (1) Octane XT6000 X-Ride, from budgeted funds. #257-17 Accepting the bid of Forte Fitness, Inc., for supplying the Department of Parks and Recreation with six (6) free motion treadmills for use at the Jack E. Kirksey Recreation Center, from budgeted funds. #258-17 Accepting the bid Aquatic Source, LLC, for supplying the Department of Parks and Recreation with a leisure pool filter sand replacement for use at the Jack E. Kirksey Recreation Center, from budgeted funds. #259-17 Accepting the bid of GameTime c/o Sinclair Recreation, for the purchase and installation of a playground structure for Dover Park, from budgeted funds. #260-17 Authorizing the purchase of one (1) 2017 Ford F150 4x4 pickup truck, with plow, safety lighting and spray in bed liner and outfitting; to replace a vehicle used by the Engineering Section, from budgeted funds. #261-17 Authorizing the purchase of one (1) 2017 Ford F150 4x4 pickup truck, with plow, safety lighting and spray in bed liner and outfitting; to replace a vehicle used by the Building Maintenance Section, from budgeted funds. #262-17 Authorizing the purchase of two (2) 2017 Ford Transit 350 Cargo Vans and outfitting, to replace vehicles used by the Building Maintenance Section, from budgeted funds. #263-17 Authorizing the purchase of one (1) ODB Trailer Mounted Vacuum Debris Collector Model LCT 600 using the National Joint Power Association (NJPA) Contract process, to replace a unit that caught fire, from insurance settlement and budgeted funds. #264-17 Approving a four-year extension of the existing contract with D’Angelo Brothers, Inc., to perform water main taps and service connections along with emergency water and sewer repairs at various locations throughout the city for a period of four (4) years. #265-17 Approving an additional appropriation and expenditure from budgeted funds to enable payment in the amount of $99,335.75 to D’Angelo Brothers, Inc., 30750 Eight Mile Road, Farmington Hills, Michigan 48336 for materials and labor necessary to perform emergency sanitary sewer repairs on Ellen Street. #266-17 Authorizing an increase in the amount to OHM Advisors for Construction Engineering Services related to the Drinking Water Revolving Fund (DWRF) Project No. 7356-01 – Phase II Locations, FY 2015, from penalties from Rohl Networks for completion delays to cover additional inspector days in the amount of approximately $260,000.00 to complete the project. (CR 337-14) #267-17 Determining to vacate an existing public utility easement located at 31694 Curtis Avenue, and directing the Department of Law to prepare the necessary vacating ordinance in accordance with this resolution. th SYNOPSIS OF THE MINUTES OF THE 1,829REGULAR MEETING 4 LIVONIA CITY COUNCIL – JULY 24, 2017 A roll call vote was taken on the foregoing resolutions: AYES: Bahr, Meakin, Brosnan, Jolly, White, and McIntyre. NAYS: None. #268-17 Resolution by Brosnan and Meakin, unanimously adopted, approving Petition 2017-06-02-08 submitted by Soave/Oro Construction, L.L.C., to develop a planned residential development under the Single-Family Clustering option (Bishop Estates) located at 28200 Lyndon Avenue, with conditions. #269-17 Resolution by Brosnan and Meakin, unanimously adopted, authorizing the City Clerk to submit a grant application through the State of Michigan Department of State to purchase new optical tabulators, accessible voting devices and election management software (EMS) to comply with the Help America Vote Act (HAVA). #270-17 Resolution by Jolly and Brosnan, unanimously adopted, suspending the rules for procedure as outlined in CR 574-82 to permit consideration of items that do not appear on the agenda. #271-17 Resolution by Brosnan and Jolly, unanimously adopted, authorize the exercise of the City’s statutory right of first refusal to acquire three (3) houses (9823 Merriman, 19315 Inkster and 16147 Henry Ruff) for a total of $23,131.51, which includes estimated closing costs, through the Community Development Block Grant Program.
