HomeMy WebLinkAboutTraffic Commission 2017-09-14 th MINUTES OF THE 737 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 737 Regular meeting of the Livonia Traffic Commission was held in the third-floor conference room at City Hall on Thursday, September 14, 2017; it was called to order by Chairperson Jim Policelli. PRESENT: Commissioners: Jim Policelli, Gordon Draper, Joel Turbiak, John Katers, and Rebekah Farabaugh; and Police Sergeant Brian Leigh. Agenda Item 1: The minutes of the August 10, 2017, meeting were reviewed: Commissioner Turbiak made a motion to make a language correction on last minutes under -Mail and replace the phrase due to sight distance with due to two right-hand turn Commissioner Draper seconded the motion and with unanimous approval it was: 17-247 RESOLVED, that the minutes of the August 10, 2017, meeting are unanimously approved as corrected. Agenda Item 2: Discussion and review of traffic safety issues at Parkdale and Yale between Plymouth and West Chicago, section 32. Visitors: Phil & Patti Michaelson-35416 Parkdale Street, Patrick Coughlin-36019 Orangelawn, Pam Gavin-36176 Parkdale, Michael Hall-36140 Parkdale, Lorena M Dugan-35504 Parkdale, Larry Franklin-35246 Pinetree, Sandra Landua-35231 Parkdale, Andy & Julie Comps-35220 Orangelawn. A. Patti Michaelson spoke on behalf of the group with regard to vehicle safety and speeding throughout the neighborhood. The group claims that this is due to the removal and replacement of top signs with ield signs on Yale between West Chicago and Plymouth Roads. She spoke of increased vehicle speeds (cars and school buses), accidents and property damage caused by accidents, all as a result of the change in signage that was made in 2008. She began to document all these incidents in 2012. There is a sign at Parkdale and Yale and there is a bus stop at that corner. It was also expressed with great concern that the house on that corner has been hit by a car. B. Sgt. Leigh pulled the speeding data and traffic statistics. It was presented to the group and the commission: Yale/Orangelawn Speed limit: 25 mph 50th percentile speed: 19.08 85th percentile speed: 24.06 Minimum speed: 5 mph Maximum speed: 36 mph Average volume per day: 487.3 cars Plymouth to West Chicago on Yale: 23 crashes in 10.9 years; average of 2.11 crashes per year. There were 4 accidents in the last 4 years where vehicles ended up on lawns or on personal property; however, it was also stated that these crashes were mainly caused by DUIs. Sgt. Leigh stated that this area (Orangelawn and Yale) was compared to other sections within the city and the statistics indicate that this is one of low volume and a safe area. He spoke of multiple traffic incidents that have, and are, happening. These incidents have mainly been the result of residents that live in this subdivision. Education was highly encouraged on distracted and disrespectful drivers. Stop signs were not encouraged because they fail to meet the warrant requirements. Sgt. Leigh stated that the traffic monitoring has not generated many violators. Chairman Policelli spoke about the request for more signs. In order to change the signs to signs, the data must support such changes and it did not. Chairman Policelli also stated that we will review signage (traffic and information) on Yale. Commissioner Kater questioned sight distances on Yale to determine if vegetation or trees are a contributing factor for driver safety. There was a discussion if the bus stops can be moved for the safety of the school children and Commissioner Draper stated that this is a Board of Education issue. Patti Michaelson will contact the Board of Education to request the move of bus stops and provide bus numbers of those who are speeding throughout the area. The commission will further evaluate the area. Mrs. Michaelson will be contacted when additional information is obtained. Agenda Item 3: Traffic concerns regarding Purlingbrook and Bretton, section 2 Visitor: Dennis Nazelli-19785 Purlingbrook. Dennis Nazelli discussed with the commission his traffic concerns of 4 major collisions at the intersection of Purlingbrook and Bretton, section 2. There has been personal property damages at this intersection. He is concerned with the increased traffic from Seven Mile and Eight Mile cutting through on Purlingbrook. There is an increase in speeding and drivers are failing to abide by the sign on Bretton. Mr. Nazelli is requesting to have a sign placed where the sign is on Bretton. He is concerned about the mall and business traffic that is cutting through on his street. He is requesting more signage on Purlingbrook to decrease the speeding. Commissioner Kater made the recommendation to use retro-reflective tape on the sign that would stand out. The area will be monitored for traffic enforcement. No further action is necessary at this time. Traffic Control Orders: A motion to sign Traffic Control Order (TCO) 17-5 was unanimously approved: 17-248 RESOLVED, that TCO 17-5 be approved and signed.
