PUBLIC HEARING
Minutes of Meeting Held on Wednesday, September 20, 2017

A Public Hearing of the Council of the City of Livonia was held at the City Hall
Auditorium on Wednesday, September 20, 2017.

The Public Hearing was called to order at 7:09 p.m. with President Kathleen McIntyre
presiding. This is a Public Hearing relative to the necessity for a proposed Special
Assessment LED Street Lighting Project in the Mystic Creek Site Condominiums, in the
S.E. ¼ of Section 9, located East of Wayne Road, South of Curtis Road, within the City
of Livonia, Wayne County, Michigan.
The City Clerk has mailed a notice to the Petitioner and those persons owning land in
the proposed Special Assessment District and all other requirements of Section
3.08.110 of the Livonia Code of Ordinances, as amended, have been fulfilled. The
public hearing is now open for comments. There was one person in the audience.

McIntyre: Mr. Zilincik.
Zilincik: Madam President, a brief background regarding this. Again, basically this
is one where we thought there would be five lights, we talked about five
lights and there was concern with illumination, we went back and said
minimum of three lights should be looked at and then we said technically
let’s wait for DTE to come back and based on the wattage and illumination

of the photometrics may provide, and we did get a letter on August 31
from Deb McCain at DTE saying they would recommend four lights, 71
watts on a 14-foot fiberglass post, not like you see along Wayne Road or

the adjacent subdivisions which we went out and provided supplemental
information for, which those are higher wattage, I think 150’s. So we’re
recommending four lights at a cost of $13,975.00, the developer has
provided $17,000 Contribution to Aid, if proceeded forward after the
hearing for the roll, they would get a refund of $3,025.00 back based on
the estimate we provided by DTE and at that time will provide City Council
and the appropriate owners of Mystic Creek the estimated costs for
electricity. But again, if anybody has any questions, I’d be happy to
answer those. But there are four lights approved by DTE back on August
31, 2017 to provide a safe and nice subdivision there off of Wayne Road.
McIntyre: Thank you, Mr. Zilincik.
Brosnan: Madam Chair?
McIntyre: Yes, Councilmember Brosnan.
Brosnan: Through the Chair to Mr. Zilincik, so these are not the colonial posts, these
are the standard posts that we see in other subdivisions?
Zilincik: Let me correct that. These are 71 watt LED colonial lights on 14-foot
fiberglass poles, so sorry about that miscommunication, yes, fiberglass
poles that are colonials.
Brosnan: Thank you. Madam Chair, I’d be happy to offer the approving resolution
for the project. I’d like to thank Mr. Zilincik for circling back to DTE to get
their analysis, I know there was originally three and I know there was
some conversation about the need for additional lighting for that
subdivision, I think four is going to be adequate so it sounds like a good
plan.
McIntyre: All right. So we have an approving resolution offered by Councilmember
Brosnan and that will be on the agenda for the regular meeting of October
16, 2017 and we would like to request that the Petitioner or a
representative be at that meeting.

As there were no further questions or comments, the Public Hearing was declared
closed at 7:13 p.m.
