HomeMy WebLinkAboutTraffic Commission 2017-11-09 th MINUTES OF THE 739 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 739 Regular meeting of the Livonia Traffic Commission was held in the third-floor conference room at City Hall on Thursday, November 9, 2017; it was called to order by Chairperson Jim Policelli. At 7:30 p.m. PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Gordon St. John, Joel Turbiak, Rebekah Farabaugh, and Jim Keller; Livonia Police Sergeant Brian Leigh; and City Engineer Todd Zilincik. VISITORS: Michael Judge & Jeffrey Peer - Hidden Pines subdivision Patti & Phil Michaelson - Yale & Parkdale streets Brandon Hayes- representing Fleis and Vandenbrink Engineering Agenda Item 1: The minutes of the October 12, 2017, meeting was reviewed. A motion to approve the minutes as written was made by Commissioner Draper. With support from Commissioner Farabaugh, it was approved by unanimous vote that: 17-250 RESOLVED, the minutes of the October 12, 2017, meeting were approved as written. Agenda Item 2: Follow up to last month’s discussion with residents nearby the Yale and Parkdale intersections, section 32. Previously this year on August 25, a traffic collision with property damage occurred at the intersection of Yale and Parkdale precipitating the residents to come to the traffic commission to request “Stop” signs. Once data was obtained from the Police Department, the findings were presented to the residents requesting the commissions’ assistance. The residents of the area were still not satisfied with the data and requested further information. The Engineering department retained Fleis and Vandenbrink Engineers to conduct an independent study. Upon the completion of the study the results were discussed with the commission at the meeting with a representative of the firm on hand to answer questions. (See attachment.) After the presentation concluded, Commissioner Farabaugh offered a motion to take no further action on this issue and with support from Commissioner Turbiak, it was decided by unanimous vote that: 17-251 RESOLVED, no further action to be taken on the “Stop” sign issue at Yale and Parkdale streets. The Commission took time to thank Brandon & the firm for their diligence and efforts. Agenda Item 3: Hidden Pines subdivision traffic issue, section 10. Michael Judge, Hidden Pines Association president, reports that traffic turning from Seven Mile eastbound to go southbound on Merriman will cut through the subdivision and often speed down the thoroughfare to get there. Additionally, the queue line for the left turn from northbound Merriman to westbound Seven Mile sees the same type of scenario. The residents have also commented that traffic is ignoring the bus stop signals in the morning and afternoon during pickup/drop-off of students. The chief concern of the residents is the children in the neighborhood getting injured or killed with excessive speed of the traffic. Sgt. Leigh noted that the police department will increase patrols in and around the area especially during the bus stop times. Sgt. Leigh reported that over five hours of patrol in that area three citations were issued. Agenda Item 4: Stop signage in Windridge Village subdivision, section 4. Commissioner Turbiak presented 12 intersections, majority of which have stop signage that could potentially be upgraded to another form of control. With the amount of intersections in question, the commission agreed to study 3 intersections per month until all 12 have been re- examined. Additionally, data from the 12 intersections needs to be pulled, or if none exists, collected. The first crossings that will be examined are Stamford and Pollyanna, Carl and Stamford, and Stamford and Fonville. Roundtable Discussion Commissioner Draper reported that SMB Estates Neighborhood Association might visit the commission meeting in the future to determine feasibility of some “No Parking” signs at that intersection. Chairperson Policelli noted that an e-mail was sent regarding a new installation sign in the Burton Hollow Sub at Riverside drive and Six Mile road. A resident was concerned with the sign being higher than the old one, the area being dark and that the new sign was no longer reflective so someone potentially could crash into the sign. Chairman Policelli responded to the individuals concerns. Additionally, the Annual Report for the Traffic Commission was written and filed.
