HomeMy WebLinkAboutTraffic Commission 2017-12-14 th MINUTES OF THE 740 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 740 Regular meeting of the Livonia Traffic Commission was held in the third-floor conference room at City Hall on Thursday, December 14, 2017; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, John Katers, Joel Turbiak, and Jim Keller; and Livonia Police Sergeant Brian Leigh. VISITOR: Bob Liebertz Agenda Item 1: The minutes of the November 9, 2017, meeting were reviewed. A motion to approve the minutes as written was made by Commissioner Katers. With support from Commissioner Turbiak, it was approved by unanimous vote that: 17- 252 RESOLVED, the minutes of the November 9, 2017, meeting were approved as written. Agenda Item 2: “No Parking” signage on Ladywood Street near Levan, section 17 Mr. Liebertz attended the commission meeting to share his concerns with the traffic from Hoover Elementary disobeying the “No Parking” signs on Ladywood east of Levan. The issue arises from individuals using Ladywood Street as a pick up and/or drop off for students that attend Hoover Elementary. Mr. Liebertz indicates the signage is ignored and would like it removed as it prohibits him from parking on the street in front of his residence during school days. Sgt. Leigh commented that many warnings and citations have been issued to violators, however, the issue still remains. The Livonia Police Department and the Hoover Elementary School Administration would like the signage to remain. After discussion, the commissioners agreed that the sign could be moved to allow for parking. Commissioner Turbiak made a motion to move the current “No Parking” signage further west toward Levan Road. Commissioner Keller seconded the motion and it was approved by unanimous consensus that: 17-253 RESOLVED, the “No Parking” signage currently on Ladywood Street east of Levan Road will be moved closer to the intersection of Ladywood Street and Levan Road. Agenda Item 3: “Stop” signage in Windridge Village, section 4 Previously this year on November 9, 2017, Commissioner Turbiak presented 12 intersections within the Windridge Village Subdivision, section 4, that could potentially be updated. The commission agreed to study three intersections per month. The commissioners agreed that all signage to be updated within the Windridge Village Subdivision will be treated as one TCO (traffic control order). All recommendations will be voted on after all 12 intersection studies are completed and changes would commence in the spring of 2018. Commissioner Katers motioned to accept this and was supported by Commissioner Turbiak, with all remaining commissioners agreeing in consensus. After the research was done on the first three intersections studied, it was recommended that the “Stop” signs on Stamford and Pollyanna and at Carl and Stamford could feasibly be changed to “Yield” signs. A motion was made by Commissioner Katers to remove the tree adjacent to the “Stop” sign on southbound Stamford at Fonville and then replace it with a “Yield” sign. This was supported by Commissioner Turbiak and all commissioners present. The next three intersections that will be studied for the January Commission meeting will be Carl and Norwich, Northland and Norwich, and Gable and Norwich. Roundtable Discussion An e-mail request was received from an individual residing in Northville Township asking for a redesign of the roadway connecting the Costco and Target properties to Haggerty Road and Danielle Drive in Northville Township was discussed. A response was sent indicating that Haggerty Road is a Wayne County-maintained road and the commission is unable to make any decisions on the matter. Additional questions were again raised regarding the northbound Farmington and Plymouth Road intersection being too narrow for two cars to queue the traffic light. An e-mail request was also received regarding the curve on Kingsburn Street and Heatherlea Street. The residents are concerned that traffic is taking the curve at a high rate of speed and often crash in to the street light on the right-of-way. Sgt. Leigh presented data that noted there have been some crashes recorded which were presumably due to slippery conditions and snow- covered roads, along with higher than posted speeds due to the road conditions. A Motion to adjourn the meeting was made by Commissioner Katers and supported by Commissioner Turbiak at 8:48 p.m. NEXT MEETING: Thursday, January 11, 2018, at City Hall.
