HomeMy WebLinkAboutTraffic Commission 2018-06-14 th MINUTES OF THE 746REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 746Regular meeting of the Livonia Traffic Commission was held in the third-floor conference room at City Hall on Thursday, June 14, 2018; it was called to order by Chairperson Jim Policelli at 7:31 p.m. PRESENT: Commissioners: Jim Policelli, Gordon Draper,John Katers, Gordon St. John, Joel Turbiak, and Jim Keller; Livonia Police Sergeant Brian Leigh; and City of Livonia Engineer Todd Zilincik. VISITOR:Jonathan Wood Agenda Item 1:The minutes of the May 10, 2018,meeting were reviewed. After twocorrections were suggested,amotion was made by Commissioner Draperand with the support ofCommissioner St. John,it wasapproved by unanimousvote that: 18-265 RESOLVED,the minutes of the May 10,2018,meeting were approved as corrected. Agenda Item 2: a)Review of “Stop”signatEdgewood and Ellen Streets,section 4 The “Stop”sign at the corner ofnorthboundEdgewood and Ellen Streetswas reviewed by Sgt. Leigh. It was noted that there wereno visibility restrictions oranyother criteria preventing that sign from being changed to a “Yield” sign. A motionwasmade by Commissioner Draperto notifythehomeowners by letter about the replacement of the “Stop”signwith a“Yield”sign and with the support of Commissioner St. John,it was approved by unanimous vote that: 18-266 RESOLVED,aletterwill be sentto the homeowners regardingthe changing of the“Stop”signto a “Yield”sign at Edgewood and Ellen streets. b)Review intersection of westbound Pickford at Southampton. (Section 9) Upon discussion,the Commission felt that the intersection mentioned above did not meet the criteria for a “Stop”sign but doesmeet the criteria for a “Yield”sign. Therefore,a motion was made by Commissioner Keller and with the support of Commissioner Katers,it was unanimously approvedthat: 18-267 RESOLVED,the Pickford westboundat Southampton“Stop”sign will be removed and replacedwith a“Yield”sign. Agenda Item 3:Double right-hand turn lanes on northbound Wayne at Plymouth Road A question had been raised about the double right-hand turn lanes on northbound Wayne Road at Plymouth Road. Through a social media post, several people were debating the correct way to turn at such an intersection. Sgt. Leigh noted the proper way to turn at the intersection. He also noted that the crash data at that intersection is few, with most ofthe instancesbeing from vehicles going straight through the intersection and crashing into businesses. Chairperson Comments and Roundtable Discussions The Police department’sPassport to Safety event was well attended despite the presence of rain most of the day. Todd noted that theSchoolcraft crossover east of Middle Belt (adjacent to the future site of Aldi) will be included during an upcoming traffic engineering study. It was noted that several e-mails had been received withnegative feedback aboutthe removal or replacement of “Stop”and“Yield”signs in section 4. Responses to all e-mails were sent with detailed explanations as to why they were changed. Todd will check with Wayne County Signal Maintenance regarding a constant flashing yellow lightat Curtis and MerrimanRoad which generallyonly flashesat night. He will also checkon the timing of the traffic signals at 6 MileRoadand FarmingtonRoaddue to excessive backups during the evening rush hour. A discussion tookplace proposing an FY 2019 Budget of $5,000 to further the Commission's endeavors. A motion to adjourn the meeting was made by Commissioner St. John and supported by Commissioner Katers at 8:29 p.m. NEXT MEETING: Thursday, July 12, 2018,at City Hall.
