HomeMy WebLinkAboutSYNOPSIS - 2018-07-09 nd SYNOPSIS OF THE MINUTES OF THE 1,852 REGULAR MEETING LIVONIA CITY COUNCIL – JULY 9, 2018 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Cathy White, Kathleen McIntyre, Brian Meakin, Jim Jolly, Brandon Kritzman, Scott Bahr, and Laura Toy. Absent: None. #239-18 Resolution by White and Jolly, unanimously adopted, approving the minutes ST of the 1,851 Regular Meeting of the Council held on June 18, 2018. Councilmember McIntyre extended congratulations to the Livonia Anniversary Committee for another successful year at the SPREE. She also extended a thank you to Director of Information Systems, Dan Putman, and the Information Department for all their hard work in replacing the City’s phone system. Vice President Jolly apologized for his attire stating he just returned from his daughter’s t-ball game. President Toy announced two public hearings will be held on Monday, July 30, 2018: Petition 2018-05-06-02 submitted by the City Planning Commission, pursuant to Council Resolution #165-18, and Section 23.01(a) of Zoning Ordinance No. 543, as amended, proposing to amend Sections 21.01, 21.02. and 12.03 of Article XXI in order to provide for the appointment of alternate Zoning Board of Appeals board members. Petition 2018-06-06-03 submitted by the City Planning Commission, pursuant to Section 23.01(b) of Zoning Ordinance No. 543, as amended, proposing to amend Section 10.03 of Article X, Waiver Uses, C-1 District Regulations in order to allow for establishments having liquor licenses such as Class C, Tavern, Micro brewers and Brewpubs, to operate in conjunction with restaurants and other dining facilities. th President Toy wished City Clerk Susan Nash a happy birthday coming up on July 14. th Clerk Nash then gave an update on the Primary Election coming up on August 7. She stated absentee ballots have been mailed and continue to be mailed out and thanked her staff for the hard work they have been doing for the election. Police Chief Curtis Caid spoke about the Police Department’s recently acquired mobile command center. AUDIENCE COMMUNICATION th Lena Epstein addressed Council to indicate she was running for the 11 Congressional District and spoke about the skills possesses that make her qualified for the position. nd SYNOPSIS OF THE MINUTES OF THE 1,852REGULAR MEETING 2 LIVONIA CITY COUNCIL – JULY 9, 2018 The following items were received and filed: Communication from Department of Finance, dated May 21, 2018, re: forwarding various financial statements of the City of Livonia for the month ending April 30, 2018. Communication from Senior Alliance, dated April 30, 2018, re: update on programs. Communication from the Office of the City Clerk, dated May 30, 2018, re: Livonia Public Schools, collection of taxes as a summer tax. Communication from the Office of the City Clerk, dated May 30, 2018, re: Schoolcraft Community College District collection of taxes as a summer tax. Communication re: Economic Development Incentive Guidelines for Brownfield Redevelopment Projects. The following resolutions were offered by Jolly and White: #240-18 Approving noise ordinance waiver requested by Nabil Nouman and Megan Irons for a wedding reception on August 18, 2018, from 6:00 p.m. to 1:00 a.m. at 20341 Parker Street. #241-18 Approving noise ordinance waiver requested by VegMichigan Summer Festival re: event to be held at Madonna University from 12:00 p.m. to 4:30 p.m. on August 5, 2018. #242-18 Approving request to hold Kimberly Oaks Civic Association Picnic from 2:00 p.m. to 5:00 p.m. at St. Rafka Church located on Lyndon and Brookfield on August 26, 2018. #243-18 Approving block party request submitted by Rebecca Wilson for August 25, 2018, from 12:00 p.m. to 6:00 p.m. on Roycroft, between Levan and Comstock, with a rain date of August 26, 2018. #244-18 Approving block party request submitted by Christina Zeoli for August 4, 2018, from 10:00 a.m. to 8:00 p.m. on Summers, between 14074-34713 Summers and 14092-34708 Summers, with a rain date of August 5, 2018. #245-18 Approving block party request submitted by Steve Luma for August 4, 2018, from 1:00 p.m. to 10:00 p.m. on Lancaster, between Hix and Knolson, with a rain date of August 5, 2018. #246-18 Approving noise ordinance waiver requested by Kelly Bush and Deborah Bush re: wedding reception to be held from 5:00 p.m. to 10:00 p.m. on August 25, 2018, at 31571 Bobrich. nd SYNOPSIS OF THE MINUTES OF THE 1,852REGULAR MEETING 3 LIVONIA CITY COUNCIL – JULY 9, 2018 #247-18 Approving purchase of (3) John Deere field rakes and (1) utility trailer through State of Michigan bid process for Parks Maintenance Section. #248-18 Approving purchase of (1) 2019 Ford F150 4X4 super cab pick-up truck using State of Michigan bid process for Forestry Section. #249-18 Approving purchase of (4) 2019 Ford F250 4X4 super cab pick-up trucks using State of Michigan bid process for Parks Maintenance Section. #250-18 Approving Amendment No. 3 to water service contract with Great Lakes Water Authority to make minor adjustments/corrections to original contract which will be in effect for next four years until contract reopener. (CR 246-15) #251-18 Approving additional appropriation and expenditure for 2018 Asphalt Road Paving Proving for DPW Parking Lot Reconstruction Project for an additional $349,322 and revise contract total to $2,796,663.55. (CR109-18) #252-18 Approving Intergovernmental Agreement between Wayne County and Livonia for resurfacing of Inkster Road from Six to Seven Mile Road with City’s participation to be estimated at 4.54%. A roll call vote was taken on the foregoing resolutions: AYES: White, McIntyre, Meakin, Jolly, Kritzman, Bahr and Toy. NAYS: None. White gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING CHAPTER 100 (THE LIVONIA CABLE TELEVISION REGULATORY ORDINANCE) OF TITLE 2 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. #253-18 Resolution by Meakin and Bahr, unanimously adopted, referring request to rescind Council Resolution 169-13, which accepted the original storm water management agreement with owner of Park-Saville Row Site Condominiums, located in the S.W. ¼ of Section 33, to the Committee of the whole for further consideration. #254-18 Resolution by White and McIntyre, unanimously adopted, approving waiver Petition 2018-05-02-11 submitted by CESO, Inc. to renovate existing Speedway gas station at 37416 Seven Mile Road, subject to conditions. #255-18 Resolution by White and McIntyre, unanimously adopted, approving canopy height of 18 feet for renovation of Speedway gas station at 37416 Seven Mile Road, Petition 2018-05-02-11. #256-18 Resolution by McIntyre and White, unanimously adopted, accepting grant of easement from Livonia Storage Units LLC for variable width public utility easement for storm sewer constructed at 28153 Eight Mile Road. nd SYNOPSIS OF THE MINUTES OF THE 1,852REGULAR MEETING 4 LIVONIA CITY COUNCIL – JULY 9, 2018 #257-18 Resolution by McIntyre and Kritzman, unanimously adopted, to Suspend the Rules of Order. #258-18 Resolution by Meakin and Kritzman, unanimously adopted, approving acquisition of tax-foreclosed property by City at 9614 Auburndale for total amount of $19,826.44, to be reimbursed with Federal Community Development Block Grant Funds. AUDIENCE COMMUNICATION Ray Shuholz, 9159 Hemingway, Redford, spoke about resources available for people who have mental health issues and disabilities and provided books that list those resources. nd By Jolly and Bahr, unanimously adopted, adjourning this 1,852 Regular Meeting of the Council of the City of Livonia at 7:32 p.m. on July 9, 2018.
