SYNOPSIS OF THE MINUTES OF THE 1,863 REGULAR MEETING
LIVONIA CITY COUNCIL – DECEMBER 17, 2018

Meeting was called to order at 7:00 p.m. by President Toy. Present: Cathy White,
Kathleen McIntyre, Brian Meakin, Jim Jolly, Brandon Kritzman, Scott Bahr, and Laura
Toy. Absent: None.
#435-18 Resolution by Jolly and White, unanimously adopted, approving the minutes

of the 1,862 Regular Meeting of the Council held December 3, 2018.
Vice President Jolly presented a commendation to Hoover Elementary School and their
Eco-Action Team and thanked the students and staff for all their hard work.
Councilmember Meakin talked about how impressive the award and actions of the Hoover

Eco-Action Team were given the school only has Kindergarten through 4 grades.
Councilmember Kritzman presented a commendation to Matthew Erick Price, who
recently achieved status as an Eagle Scout and congratulated him for achieving such a
high rank in the Scout organization.
Councilmember White presented commendations to the many volunteers of the Merry &

Bright Parade held Sunday, December 2.
Councilmember McIntyre offered condolences to former councilmember Frank
Kokenakes and his family on the recent loss of his mother.
Vice President Jolly wished President Toy a Happy Birthday.

Councilmember Bahr wished his oldest daughter, Macey, a Happy 15 Birthday.

Councilmember McIntyre wished her son, David, a Happy 21 Birthday on January 5.
Councilmember Kritzman recognized Mayor Wright on his recent birthday.
President Toy wished her niece, Corrinne Toy, a Happy Birthday.
President Toy announced there would be two (2) Public Hearings held on January 7,
2019, at 7:00 p.m. in the Auditorium of City Hall.
AUDIENCE COMMUNICATION Two Livonia residents addressed Council to speak
regarding the proposed Planned Parenthood location on Farmington.
The following items were received and filed:
Communication from the City Clerk forwarding tax rate to be levied and requesting it be
collected as winter tax for Wayne County Zoological Authority for the year 2018.
Communication from the City Clerk forwarding tax rate to be levied and requesting it be
collected as winter tax for Wayne County Art Institute Authority for the year 2018.

Communication from David Fishman, President of Universal Properties and

Management, Inc., dated November 26, 2018, re: rezoning petition submitted by 18
Street Development, LLC, re: property located at 39000 Seven Mile Road. (Petition 2018-

Communication from MLR Engineering received December 14, 2018, containing color
renderings of various revised site and landscape plans for waiver use petition submitted
by Comfort Care Senior Living re: property at 34020 Plymouth Road. (Petition 2018-08-
02-18)
Communication from W4Signs received December 14, 2018, re: waiver use petition
submitted by Comfort Care Senior Living re: property at 34020 Plymouth Road. (Petition
2018-08-02-18)
The following resolutions were offered by White and Bahr:
#436-18 Approving purchase of seven (7) marked patrol vehicles for Police
Department using State of Michigan and Counties of Oakland and Macomb consortium
bid pricing, from budgeted funds.
#437-18 Approving purchase of replacement firewall for City Network requested by
the Department of Information Systems, from budgeted funds.
#438-18 Approving additions to the Local Street System for Act 51 computations as
requested by Engineering.
#439-18 Approving release of monuments and markers bond for Cade Meadows Site
Condominiums as requested by Engineering.
A roll call vote was taken on the foregoing resolutions with the following result:
AYES: White, McIntyre, Meakin, Jolly, Kritzman, Bahr, and Toy.
NAYES: None.
#440-18 Motion by White and Jolly, unanimously adopted, approving E-payment
Services Agreement to process credit/debit card transactions by various City departments
as requested by City Treasurer.
#441-18 Motion by McIntyre and Bahr, unanimously adopted, approving purchase
requested by the Department of Information Systems for webhosting and support to
provide a mobile app, a Citizen Request Tracker, video streaming and archive, the ability
to broadcast electronic newsletter and alerts, new design that will be handicapped

accessible and mobile friendly, guaranteed redesign after 48 months of service to keep
the website fresh and innovative, hosting, and support, from budgeted funds.
Meakin gave First Reading to the following Ordinance:
AN ORDINANCE AMENDING SECTION 6 OF THE ZONING MAP
OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF
ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS
“THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING
SECTION 3.__ THERETO.
#442-18 Motion by Meakin and McIntyre, approving waiver use petition submitted by
Comfort Care Senior Living to construct and operate a senior assisted living facility at
34020 Plymouth Road, subject to conditions. (Petition 2018-08-02-18)
A roll call vote was taken on the foregoing resolution with the following result:
AYES: White, McIntyre, Meakin, Kritzman, and Toy.
NAYES: Jolly and Bahr.
#443-18 Motion by McIntyre and Jolly, unanimously adopted, approving revocation
of Commercial Rehabilitation Exemption Certificate for SREP Haggerty Road, LLC for
property located at 19700-19750 Haggerty Road.
AUDIENCE COMMUNICATION A resident addressed Council to speak regarding the
proposed Planned Parenthood location on Farmington.

By Bahr and Jolly, unanimously adopted, adjourning this 1,863 Regular Meeting of the
Council of the City of Livonia at 8:06 p.m. on December 17, 2018.
