HomeMy WebLinkAboutSYNOPSIS - 2019-06-17SYNOPSIS OF THE MINUTES OF THE 1,875th REGULAR MEETING LIVONIA CITY COUNCIL – JUNE 17, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Kathleen McIntyre, Brian Meakin, Jim Jolly, Brandon Kritzman, Scott Bahr, Cathy White and Laura Toy. Absent: None. #211-19 Resolution by McIntyre and Jolly, approving the minutes of the 1,874th Regular Meeting of the Council held June 3, 2019. A roll call vote was taken on the foregoing resolution with the following result: AYES: McIntyre, Meakin, Jolly, Bahr, White, and Toy. PRESENT: Kritzman. NAYS: None. Councilmember Meakin congratulated Turowski Funeral Homes for celebrating their 100th year in business. Police Chief Caid spoke about the Colin Rose Foundation and presented a donation to K-9 Colt on behalf of the Nehasil Foundation with a ballistic vest. Councilmember McIntyre thanked the Nehasil Foundation for their donation. She also announced the 30th Annual Garden Walk at Greenmead will take place June 22nd and that Spree week is also starting and if residents want further information to visit the Spree website at www.LivoniaSpree.com. Vice President Jolly wished his son J.D. a Happy 4th Birthday. Councilmember Bahr thanked City Treasurer Lynda Scheel for coordinating the Ice Cream Social last week and said it was a great way to kick off the summer music season with the Livonia Symphony Orchestra at the Rec Center. He also wished his parents a Happy 40th wedding anniversary. President Toy announced Glenn Moon will be playing at the Senior Center on June 19th. President Toy announced two Public Hearings scheduled for Monday, July 15, 2019, at 7:00 p.m. in the Auditorium of City Hall: Petition 2019-05-01-03 submitted by A & H Ventures, L.L.C. to rezone the property located on the southwest corner of Six Mile and Farmington Roads (33411 Six Mile Road) in the Northeast ¼ of Section 16, from C-1 (Local Business) to C-2 (General Business). and Appeal of the denial of the Planning Commission regarding Petition 2019-04-02-07 submitted by Ocean Wellness L.L.C. requesting waiver sue approval to operate a massage establishment, located on the west side of Middlebelt Road between Puritan Avenue and Six Mile Road (16345 Middlebelt) in the Northeast ¼ of Section 14. City Treasurer Lynda Scheel indicated Summer tax bills will be mailed out July 1, 2019. AUDIENCE COMMUNICATION None. The following resolutions were offered by Jolly and McIntyre: #212-19 Approving block party to be held July 13, 2019 from 3:00 p.m. to 10:00 p.m. on Ingram Street, between Plymouth and Elmira. #213-19 Approving block party to be held August 17, 2019 from 11:00 a.m. to 10:00 p.m. on Brentwood Street, between Jacquelyn and Meadowlark. #214-19 Approving noise ordinance waiver for St. Michael’s Church for car show with a DJ on July 20, 2019 from 8:00 a.m. to 3:00 p.m. #215-19 Approving noise ordinance waiver for Sports Locker Bar & Grill for parking lot party with live music on August 31, 2019 from 5:00 p.m. to 11:00 p.m. #216-19 Approving appropriation and expenditure to enable payment to Buckmaster Contracting Co. for critical repair and replacement of existing wood, gutters and shingles on the South Barn at Greenmead. #217-19 Approving designation of authorized depositories for City to collect property tax payments and water bills, as well as purchase Certificates of Deposit, at these financial institutions. #218-19 Approving software maintenance agreement with ESRI Inc. for City’s Geographic Information System (GIS) for one-year period from budgeted funds. #219-19 Approving sale of City-owned vacant parcel at 8971 Floral to Soave/Oro Construction for sale price of $33,001.00. #220-19 Approving resolution supporting project plan for wastewater system improvements to the Rouge Valley Sewage Disposal System and to designate Elmeka Steele as the authorized project representative. A roll call vote was taken on the foregoing resolutions with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, White, and Toy. NAYES: None. Jolly gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 040 OF TITLE 13, CHAPTER 08 (WATER SERVICE RATES AND REVENUES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Jolly invoked the Emergency Clause to allow for the Second Reading of the foregoing Ordinance. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, White, and Toy. NAYES: None. White gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 050 OF TITLE 13, CHAPTER 08 (WATER SERVICE RATES AND REVENUES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. White invoked the Emergency Clause to allow for the Second Reading of the foregoing Ordinance. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, White, and Toy. NAYES: None. Jolly gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 120 OF TITLE 13, CHAPTER 20 (LIVONIA SEWAGE DISPOSAL SYSTEM) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Jolly invoked the Emergency Clause to allow for the Second Reading of the foregoing Ordinance. Kritzman gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 130 OF TITLE 13, CHAPTER 20 (LIVONIA SEWAGE DISPOSAL SYSTEM) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Kritzman invoked the Emergency Clause to allow for the Second Reading of the foregoing Ordinance. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, White, and Toy. NAYES: None. Meakin gave Second Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 6 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3.____ THERETO. (Petition 2018-10-01-09) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, White, and Toy. NAYES: None. #221-19 Motion by Jolly and Meakin, unanimously adopted, approving site plan petition submitted by Livonia Hotel Group, LLC to construct a new six-story dual brand hotel (Aloft & Element) located at 19265 Victor Parkway in the Southeast ¼ of Section 6. (Petition 2019-04-08-06) #222-19 Motion by Meakin and Jolly, unanimously adopted, approving special assessments on properties whose owners have not paid charges for 2018 Sidewalk Program, Contract 18-G. (CR 102-18 and CR 23-19) #223-19 Motion by Meakin and Jolly, unanimously adopted, approving purchase of two (2) Dell Poweredge R750 servers through State of Michigan contract pricing bid to replace servers at Police Department from budgeted funds. #224-19 Motion by Jolly and Bahr, unanimously adopted, approving sale of City-owned vacant property at 16147 Henry Ruff to Soave/Oro Construction, LLC for a sale price of $55,001.00. #225-19 Motion by Jolly and White, unanimously adopted, approving waiver use petition submitted by My Mechanics Place for outdoor storage and rental of U-Haul trucks at 35655 Plymouth Road, subject to conditions. (Petition 2019-03-02-04) #226-19 Motion by Meakin and McIntyre, approving establishment of Commercial Rehabilitation District on behalf of Schoolcraft Lodge, Inc. for property at 31501 Schoolcraft. A roll call vote was taken on the foregoing resolution with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, and White. NAYES: Toy. McIntyre gave First Reading to the following Ordinance: AN ORDINANCE ADDING CHAPTER 06 (SMALL CELL WIRELESS FACILITIES DEPLOYMENT) TO TITLE 12, OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. White gave First Reading to the following Ordinance: AN ORDINANCE RENAMING CHAPTER 05 (TELECOMMUNICATIONS SUBJECT TO THE METROPOLITAN EXTENSION TELECOMMUNICATIONS RIGHT-OF-WAY OVERSITE (METRO ACT) TO TITLE 12, OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. #227-19 Motion by McIntyre, seconded by Meakin, unanimously adopted, accepting Grant of Easement without monetary consideration from Soave Homes, Inc. for new storm sewer at 9835-9855 Cranston in the Northeast ¼ of Section 34. #228-19 Motion by McIntyre, seconded by Jolly, unanimously adopted, to suspend the rules for procedure to allow item that did not appear on the Agenda. #229-19 Motion by Meakin, seconded by White, unanimously adopted, approving two-year extension of Taser Axon body cameras and the Officer Safety Program to mirror the expiration of the in-car agreement expiring July 1, 2024.
