Present: Cathy White, Kathleen McIntyre, Brian Meakin, Jim Jolly, Brandon Kritzman, Scott Bahr, and Laura Toy. Absent: None. th #276-19 Resolution by Jolly and White, approving the minutes of the 1,878 Regular Meeting of the Council held August 12, 2019. A roll call vote was taken on the foregoing resolution: AYES: White, McIntyre, Meakin, Jolly, Kritzman, and Toy. NAYES: None. PRESENT: Bahr. Councilmember McIntyre offered condolences to the family of Reserve Police Officer Tom Gibson who recently passed. Councilmember McIntyre wished a Happy Birthday and th Anniversary to her husband, Brian, and indicated they will celebrate their 30 anniversary this week. Vice President Jolly wished his wife, Katie, a Happy 11th Anniversary. Councilmember Bahr wished all the kids returning to school a great year. President Toy presented commendations on behalf of Mayor and Council to the multitude of sponsors, friends and volunteers who were instrumental in their support and dedication th to bring the Vietnam Moving Wall Monument to the City of Livonia August 8 through th August 12. AUDIENCE COMMUNICATION Jan Tagami, 36507 Dover, addressed Council re: sidewalk collapsing in front of her home as result of a sewer line problem. She inquired if the City could assist with the cost of repairing the sidewalk and indicated the cost has become overwhelming. Gini Krenz, 34075 Pembroke, inquired if Council would consider addressing the exploding population of deer and coyotes throughout the community. Sabrina Hana, 36218 Roycroft, stated her family is throwing her a going away party this Thursday as she is getting married soon and requested permission for a noise waiver to have a party at her home with DJ music until 11:00 p.m. #277-19 Motion by White and Meakin, unanimously adopted, approving noise ordinance waiver as requested for gathering at the home of Sabrina Hana, 36218 Roycroft, with DJ music on Thursday, September 29, 2019, until 11:00 p.m. th SYNOPSIS OF THE MINUTES OF THE 1,879 REGULAR MEETING 2 LIVONIA CITY COUNCIL – AUGUST 26, 2019 The following items were received and filed: Communication from the Department of Finance, dated July 31, 2019, re: forwarding Quarterly Investment report of the City of Livonia as of May 31, 2019. (Petition 2019-02-01- 02) th SYNOPSIS OF THE MINUTES OF THE 1,879 REGULAR MEETING 3 LIVONIA CITY COUNCIL – AUGUST 26, 2019 The following resolutions were offered by Jolly and Kritzman: #278-19 Approving noise ordinance waiver as requested to host wedding reception with a DJ on Saturday, September 7, 2019, from 5:00 p.m. - 12:30 a.m. Sunday, September 8, 2019 at 19340 Merriman Court. #279-19 Approving block party request for Saturday, September 7, 2019 from 2:00 p.m. - 10:00 p.m. on Flamingo Blvd. between St. Martins and Bretton, with rain date of Sunday, September 8, 2019. #280-19 Approving block party request for Saturday, September 21, 2019 from 3:00 p.m. - 10:00 p.m. on Grandon, between Harrison and Brentwood. #281-19 Approving block party request for Saturday, September 28, 2019 from 2:00 p.m. - 8:00 p.m. on Edgewood, between Scone and Perth. #282-19 Approving designation as non-profit organization for sake of obtaining a charitable gaming license through State for Livonia Community Swim Club. #283-19 Approving designation as non-profit organization for sake of obtaining a charitable gaming license through State for Livonia Youth Philharmonic of Michigan. #284-19 Approving sidewalk waiver for newly constructed single-family home at 16855 Mayfield Street as requested by DeVonce Custom Construction, Inc. #285-19 Accepting proposal for replacement of Hinbern House cedar shake roof at Greenmead, from budgeted funds. #286-19 Accepting proposal to extend cell phone coverage within Kirksey Recreation Center with Verizon Wireless for the benefit of their customers. #287-19 Approving emergency repair for Bicentennial Park walking path, from budgeted funds. #288-19 Approving waiver of bid process and authorizing purchase of (2) Lucas Chest Compression Systems from Stryker Medical, sole source, to provide community with state- of-the-art, highly efficient CPR and improving patient care, from budgeted funds. #289-19 Approving waiver of bid process and authorizing purchase of (1) Power Load Cot Fastening System from Stryker Medical, sole source, to add to the Fire Department’s existing fleet of compatible Stryker ambulance cots, from budgeted funds. #290-19 Approving establishment of improvement bonds for installation of public improvements at Dover Court Site Condominiums, south side of Ann Arbor Trail between Norwich and Wayne Road. (Petition 2018-05-02-11) #293-19 Referring matter of Small Cell Wireless Facility Zoning Regulations to City Planning Commission to hold public hearing. A roll call vote was taken on the foregoing resolutions with the following result: AYES: White, McIntyre, Meakin, Jolly, Kritzman, Bahr, and Toy. NAYES: None. White gave Second Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 16 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3.____ THERETO. (Petition 2019-05-01-03) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: White, McIntyre, Meakin, Jolly, Krtizman, Bahr, and Toy. NAYES: None. #294-19 Motion by white and Meakin, unanimously adopted, approving waiver petition submitted by Livonia Healthcare Real Estate, LLC, to demolish existing nursing home (St. Jude) and construct a new building to operate a nursing and physical rehabilitation facility (Mission Point Livonia) at 34350 Ann Arbor Trail, subject to conditions. (Petition 2019-05- 02-08) President Toy passed the gavel to Vice President Jolly at 7:48 p.m. to speak on the following matter. #295-19 Motion by Kritzman and McIntyre, unanimously adopted, approving site plan petition submitted by CBL & Associates on behalf of Dunham’s Sports, to renovate exterior of unit at Laurel Park Place Shopping Center, subject to conditions. (Petition 2019-06-08- 10) President Toy resume the gavel at 7:51 p.m. from Vice President Jolly. #296-19 Motion by Jolly and White, unanimously adopted, denying rezoning petition submitted by Etkin Management, LLC, to rezone property on north side of Seven Mile Road between Newburgh and I-275/96 Expressway (37640 Seven Mile Road) from R-U-F (rural Urban Farm) to R-8 (High Rise Multiple Family Residential District – Maximum four (4) Stories).
