SYNOPSIS OF THE MINUTES OF THE 1,881 REGULAR MEETING
LIVONIA CITY COUNCIL – SEPTEMBER 23, 2019

Meeting was called to order at 7:00 p.m. by President Toy. Present: Jim Jolly, Brandon
Kritzman, Scott Bahr, Cathy White, Kathleen McIntyre, and Laura Toy. Absent: Brian
Meakin.

#311-19 Resolution by McIntyre and Bahr, approving the minutes of the 1,880
Regular Meeting of the Council held September 9, 2019.
Councilmember McIntyre congratulated the Livonia Arts Council for a great concert Friday
evening at the Alexander Blue House.
President Toy wished Treasurer Lynda Scheel a Happy Birthday.
President Toy announced the following Public Hearing to take place in the Auditorium of
City Hall on Wednesday, October 2, 2019 at 7:00 p.m.:
Proposed Special Assessment Street Lighting Project for the Adams
Court Site Condominiums, located south of Plymouth Road, between
Eckles Road and Alois Avenue, in the Southwest ¼ of Section 30, in
the City of Livonia, Wayne County, Michigan, for the establishment
of the assessment roll, pursuant to Chapter 08 of Title 3 of the Livonia
Code of Ordinances, as amended, entitled “Special Assessment
Procedure Ordinance.”
President Toy indicated the annual Shred Day was a success and requested a moment of
silence to honor the passing of John Bates, owner of Bates Hamburgers. President Toy
also recognized the passing of news broadcaster Cokie Roberts and requested continued
prayers for Janelle who is recuperating from her injuries.
AUDIENCE COMMUNICATION John Grzebik, 11301 Hubbell, thanked all who helped
bring the Moving Vietnam Memorial Wall to Livonia.
#312-19 Resolution by Bahr and White, unanimously adopted, to have subject matter
of economic tools available and strategic moves for redevelopment along Plymouth Road,
between Inkster Road and Middlebelt, identified in the Master Plan as one of three focus
zones, to the Economic Development, Strategic Planning and Technology Committee for
report and recommendation.
The following items were received and filed:
Communication from the Planning Commission, dated July 29, 2019, re: 2019-2024 Capital
Improvements Program as required by State law, to be used as a guide to funding priority
capital projects.
Communication from the Department of Assessor, dated May 13, 2019, re: 2019
Assessment Data booklet.

Communication received from the Department of Law, dated August 27, 2019, submitted
per CR 275-19 re: draft proposed amendment adding new chapter to Title 8 (Health and
Safety) of the Code of Ordinances.
An e-mail communication from petitioner dated August 7, 2019, re: Sign Permit Application,
indicating he is no longer the owner of the property. (Petition 2015-09-SN-05)
The following resolutions were offered by Jolly and Kritzman:
#313-19 Approving block party request submitted by Theresa Willyard for September
28, 2019, from 3:00 p.m. to 10:00 p.m. on Ramblewood, with a rain date of October 5,
2019.
#314-19 Approving block party request submitted by Stacie Anselmo for October 19,
2019, from 2:00 p.m. to 10:00 p.m. on Middleboro, with a rain date of October 26, 2019.
#315-19 Approved sidewalk waiver as requested by Michael Liss, for a single-family
home to be constructed at 18428 Foch.
#316-19 Approving continuation of membership in Oakland County’s Courts and Law
Enforcement Management Information System (CLEMIS) for the Police Department for a
period of five (5) years.
#317-19 Approving payment and extension of contract with BS&A Software as
requested by the Treasurer’s Office for period of November 1, 2019 through October 31,
2022. (CR 383-16)
#318-19 Approving appropriation and expenditure to enable payment to Ultra Green
for emergency need to cut tall grass and weeds throughout the City as requested by the
Department of Inspection.
#319-19 Referring vacating request submitted by Engineering Division for water main
easement within Schoolcraft College, located at 18600 Haggerty Road and 17950 College
Parkway, to the City Planning Commission.
#320-19 Approving additional appropriation and expenditure for Ann Arbor Trail
Intersection Project (Contract 19-C) (Newburgh Road and Ann Arbor Trail) for an additional
$25,091.00 and revising contract total to $4,525,091.00. (CR 54-19)(CR 248-19)
#321-19 Approving waiver petition submitted by Green Palace Reflexology to operate
a massage establishment at 29447 Five Mile Road, subject to conditions. (Petition 2019-
07-02-11)
#322-19 Referring subject of 2019-2024 Capital Improvements Program as submitted
by Planning Commission to the Capital Outlay and Infrastructure Committee for report and
recommendation.

A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Jolly, Kritzman, Bahr, White, McIntyre and Toy.
NAYES: None.
#323-19 Resolution unanimously adopted to request assistance from the Michigan
Legislature re: adopting excise tax legislation to utilize said tax proceeds to reimburse the
City’s costs in responding to police and fire calls from local hotels as adopted at the
Committee of the Whole meeting held August 28, 2019.
#324-19 Motion by Kritzman and Jolly, unanimously adopted, to take no further action
re: rezoning petition submitted by Leo Soave for properties located at 20209, 20219, 20225,
20235, and 20307 Farmington Road. (CR 432-18) (Petition 2018-08-01-05)
#325-19 Motion by Bahr and McIntyre, unanimously adopted, to take no further action
re: subject matter of employee wellness. (CR 90-17)
#326-19 Motion by Jolly and Kritzman, unanimously adopted, to take no further action
re: Sign Permit Application submitted by YM Associates. (Petition 2015-09-SN-05)
At the direction of the Chair, Item #13 was removed from the Agenda and will be heard at
the Regular Meeting of October 7, 2019.
#327-19 Motion by White and McIntyre, unanimously adopted, approving waiver
petition submitted by Zukin’s Rib Shack to utilize a Class C liquor license (sale of beer,
wine and spirits for consumption on the premises) and to expand the existing food service
for full-service restaurant located at 33897 Five Mile Road. (Petition 2019-07-02-12)
#328-19 Motion by White and Kritzman, unanimously adopted, waiving 1,000 foot
separation requirement from existing Class C licenses businesses for waiver use petition
submitted by Zukin’s Rib Shack. (Petition 2019-07-02-12)
#329-19 Motion by Bahr and McIntyre, unanimously adopted, to refer subject matter
of options available re: deer and coyote populations in the City to the Public Safety, Health
and Environment Committee for report and recommendation.
AYES: Jolly, Kritzman, Bahr, White, McIntyre and Toy.
NAYES: None.
