Home My WebLink AboutSYNOPSIS - 2019-06-03 th SYNOPSIS OF THE MINUTES OF THE 1,874 REGULAR MEETING LIVONIA CITY COUNCIL – JUNE 3, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Cathy White, Kathleen * McIntyre, Brian Meakin, Jim Jolly, Scott Bahr and Laura Toy. Absent: Brandon Kritzman. (Kritzman was absent at time of roll call and arrived to meeting at 8:03 p.m.) rd #192-19 Resolution by McIntyre and Jolly, approving the minutes of the 1,873 Regular Meeting of the Council held May 20, 2019. A roll call vote was taken on the foregoing resolution with the following result: AYES: White, McIntyre, Jolly, Bahr and Toy. PRESENT: Meakin. NAYS: None. Councilmember Bahr presented the Livonia Youth Symphony Orchestra with a th commendation for their 60 year and praised them for all their organization’s accomplishments and acknowledgments. Councilmember McIntyre and President Toy congratulated the LYSO for their achievements and thanked them for extending tickets to their events. Councilmember Meakin indicated Livonia hosted its’ annual Memorial Day event this past weekend at the Veterans Memorial Park and indicated this year was very special and thanked all who attended to make it a success. th Vice President Jolly wished his daughter, Lexie, a Happy 8 Birthday and extended his love. st Councilmember Meakin wished his son, Brendan, a Happy 21 Birthday and also wished his wife, Colleen, a Happy Birthday. Councilmember McIntyre wished a Happy Birthday to her mother. She also spoke about the ribbon cutting for St. Mary’s festival held on Thursday and indicated the Michigan Festival is a great family event in the community. She also acknowledged the Livonia Save Our Youth 5K Walk/Run and stated it was a great way for the community to become involved and its supported by many local organizations and businesses. Councilmember White discussed the topic of First Responders showing up on the “Waze” app and stated she recently learned through the Michigan Mutual Risk Authority’s Newsletter it’s use has been expanded to first responders in several Michigan communities. #193-19 On a motion by White, seconded by Meakin, and unanimously adopted, the Council does hereby refer the subject matter of how first responders can utilize the “Waze” app to minimize traffic incidents to the Fire Chief for a report and recommendation. th SYNOPSIS OF THE MINUTES OF THE 1,874 REGULAR MEETING 2 LIVONIA CITY COUNCIL – JUNE 3, 2019 Councilmember Bahr shared a story about first responders and how a resident had a heart attack while mowing his lawn in the Castle Gardens subdivision and neighbors who witnessed the event stopped and performed CPR and called 911. Councilmember Bahr reported sadly the resident passed away, however, the officers on the scene stayed on and finished mowing the man’s yard and went far above in this case. AUDIENCE COMMUNICATION Nancy Klein, 33373 Myrna Court, addressed concerns for fence put up in her neighborhood. Ms. Klein indicated she is the president of the Homeowners Association and the City in the past honored the by-laws of an HOA and would not issue a permit for fences because it violates them. She expressed her displeasure with how the City handled this matter. Kathleen Bilger, 19170 August Court, addressed Council to encourage residents to participate in a fundraiser called “Buckeyes for Greyhounds”, which is to support greyhounds in shelters by donations of used leashes, collars and harnesses of any size. Ms. Bilger explained they are used for the rehabilitation and care of greyhounds who have become injured in race and has coordinated four drop-off locations throughout the City and encouraged residents to donate any used items to help the greyhounds. Jim Davis, 29807 Oakley, introduced himself to Council and indicated he was running for a seat on Council in the August Primary. Mr. Davis indicated he is a retired Deputy Chief for the Wayne County Sheriff Office and is an instructor at Wayne State University and is looking forward to serving the Livonia community. Kelly Dobson, 9103 Sunbury, addressed Council to express her concerns regarding a neighbor who operates a medical marijuana grow operation out of their home. She indicated the smell of the grow operation and its effect on the air quality surrounding her home has caused her family to suffer; she expressed concern for increase in crime due to a “cash only” business being operated within a residential community; and she expressed concern about selling her home should she choose to leave the community as no one would want to purchase the home due to the smell. Deb Treloar, 18701 Deering, addressed Council to express concern about vandalism and theft at her home and was looking for guidance from Council to follow up on the matter. The following items were received and filed: Communication from Department of Finance, dated May 15, 2019, re: Retirement System Annual Report – Fiscal Year 2018 as submitted pursuant to Public Act 202 of 2017. Communication received from the Engineering Division, dated May 20, 2019, re: recommendation to waive sidewalk requirement at newly constructed home located at 29106 Broadmoor. (Petition 2018-12-02-24) The following resolutions were offered by White and Jolly: #194-19 Approving block party to be held August 10, 2019 from 4:00 p.m. to 10:00 p.m. on Marie Court, between Knolson and Minton. #195-19 Approving block party to be held September 28, 2019 from 2:00 p.m. to 8:00 p.m. on Parklane Street, between Margareta and Clarita. #196-19 Approving sidewalk waiver requirement for newly constructed home at 10166 Laurel. #197-19 Approving sidewalk waiver requirement for newly constructed home at 29106 Broadmoor. #198-19 Approving five-year contract with Routematch Software for software and technical support for Livonia Community Transit Program for period 12/18 – 11/23, from budgeted funds. #199-19 Approving purchase of (1) trailer mounted asphalt hotbox for use by Roads Division, from budgeted funds. #200-19 Authorizing purchase of (1) 2019 Ford F-550 to be upfitted for Sign Maintenance Section, from budgeted funds. th SYNOPSIS OF THE MINUTES OF THE 1,874 REGULAR MEETING 4 LIVONIA CITY COUNCIL – JUNE 3, 2019 #201-19 Authorizing purchase of (3) 2019 Ford F-250’s and (1) 2019 Ford Pickup truck through State of Michigan and Macomb County Co-Op Agreement for use by various departments within Public Service, from budgeted funds. #202-19 Approving contract with Nagle Paving Company for Whispering Willows Golf Course Parking Lot Improvements (Contract 19-M), from budgeted funds. #203-19 Approving proposal of OHM Advisors re: Whispering Willows Golf Course Parking Lot Improvements (Contract 19-M), from budgeted funds. #204-19 Approving Greenbelt Petition submitted by Plymouth Woods Apartments, LLC, subject to conditions. Jolly gave Second Reading to the following Ordinance: AN ORDINANCE VACATING THE USE OF PORTIONS OF STREET, ALLEY AND PUBLIC GROUND. (Petition 2019-02-03- 02) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: White, McIntyre, Meakin, Jolly, Bahr, and Toy. NAYES: None. Meakin gave Second Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 4 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3._____THERETO. (Petition 2018-08-01-05) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: White, McIntyre, Meakin, Jolly, Bahr, and Toy. NAYES: None. #205-19 Motion by Meakin and McIntyre, unanimously adopted, approving Waiver Petition submitted by Leo Soave Building Inc. to develop a Planned Residential Development under the Single-Family Clustering option (Capri Court) on property located on west side of Farmington, between Norfolk and Eight Mile. (Petition 2019-03-02-02) #206-19 Motion by Bahr and White, unanimously adopted, approving Waiver Petition submitted by KAC Livonia, LLC to construct an addition, increase service bays and renovate exterior of existing auto and truck repair facility (Kirk’s Auto Care) located at 31390 Plymouth, subject to conditions. (Petition 2019-03-02-03) #208-19 Motion by White and Meakin, unanimously adopted, approving waiver of 1,000-foot separation requirement from existing Class C liquor licenses for operation of an indoor golf and Millionaire gaming facility for property at 36115 Plymouth. (Petition 2019- 03-02-03) #209-19 Motion by McIntyre and Bahr, unanimously adopted, accepting Grant of Easement secured without monetary consideration from 29330 Schoolcraft LLC for variable width public utility easement for installation of sidewalk “A” at ALDI store located at 29330 Schoolcraft. #210-19 Motion by White and Bahr, unanimously adopted, accepting Grant of Easement secured without monetary consideration from 29330 Schoolcraft LLC for variable width public utility easement for installation of sidewalk “B” at ALDI store located at 29330 Schoolcraft. *Councilmember Kritzman arrived in the Auditorium at 8:03 p.m. AUDIENCE COMMUNICATION Bill Craig, 20050 Milburn, addressed Council to express concern for the sale of parkland property at Newburgh Mill and encouraged Council to write a letter to Wayne County expressing their objection to sale of said property. th By McIntyre and Jolly, unanimously adopted, adjourning this 1,874 Regular Meeting of the Council of the City of Livonia at 8:04 p.m. on June 3, 2019.
