SYNOPSIS OF THE MINUTES OF THE 1,873 REGULAR MEETING
LIVONIA CITY COUNCIL – MAY 20, 2019

Meeting was called to order at 7:00 p.m. by President Toy. Present: Scott Bahr, Cathy
White, Kathleen McIntyre, Jim Jolly, and Laura Toy. Absent: Brian Meakin and Brandon
Kritzman.
#170-19 Resolution by White and McIntyre, unanimously adopted, approving the

minutes of the 1,872 Regular Meeting of the Council held May 8, 2019.

#171-19 Resolution by Bahr and White, approving the minutes of the 253 Special
meeting of the Council held May 13, 2019.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bahr, White, McIntyre, and Toy.
PRESENT: Jolly.
NAYS: None.

Councilmember Bahr wished his wife a Happy 17 Anniversary and indicated the month of
May is a very busy month for his family.
Councilmember McIntyre congratulated the Livonia Youth Symphony and Livonia Civic
Chorus for their great events hosted this past weekend and indicated the community is
better for having two outstanding art organizations.
President Toy announced various local community events and stated she recently received
Bob Hardies “Best Kept Secrets of Livonia Parks” which she found fascinating and
informative.
On behalf of the Mayor and Council, President Toy presented commendations to the St.
Michael’s Girls Varsity Basketball Team and the St. Michael’s Boys Varsity Basketball
Team as winners of the 2019 CYO Championship.
AUDIENCE COMMUNICATION Javion Johnson spoke on behalf of State Representative
Jewel Jones and provided an update on various House Bills which have been introduced
in Lansing and are currently working their way through the legislative process.
The following items were received and filed:
Communication from Department of Finance, dated April 26, 2019, re: various financial
statements for the City of Livonia for the month ending March 31, 2019.
Communication from Chief of Police, dated May 2, 2019, re: request to purchase 42 in-car
cameras with unlimited Cloud data storage.
Communication from Fred E. Sackllah, Festival Chairperson, The Basilica of St. Mary
Antiochian Orthodox Church, re: request for approval of issuance of permit for fireworks

display at 11 Annual Michigan Fest.

Communication from the Plymouth Road Development Authority, dated May 3, 2019, re:
waiver petition submitted by KAC Livonia. (Petition 2018-12-02-24)
The following resolutions were offered by Jolly and White:
#172-19 Approving block party to be held June 15, 2019 from 3:00 p.m. to 9:00 p.m.
on Louise Street between 17137 Louise Street to Bobrich.
#173-19 Approving sidewalk waiver requirement for newly constructed home at 20005
Osmus St.
#174-19 Approving reappointment of David Bongero to the Livonia Planning
Commission for a three-year term to expire on June 9, 2022.
#175-19 Approving reappointment of Gregory Coppola to the Economic Development
Corporation for a six-year term to expire June 7, 2025.
#176-19 Approving sidewalk waiver requirement for four (4) newer homes constructed
at Washington Park Site Condominiums located a 9361, 9371, 9379 and 9387 Liberty Ct.

#177-19 Approving waiver of bid process and authorizing purchase of 42 in-car
cameras with unlimited Cloud data storage for Police Division for period of five years.
#178-19 Approving 2019-2020 CDBG Program Annual Action Plan and Budget.
#179-19 Approving 2019-2020 CDBG Program Hold Harmless Contracts.
#180-19 Approving contract for 2019-2020 Sidewalk and Pavement Replacement
Program – Water Main Breaks (Contract 19-F) for a two-year contract.
#181-19 Approving amendment to engineering contract and additional appropriation
and expenditure for Phase 2 of Five Mile Road (Merriman Road to Middlebelt Road) Water
Main Replacement Project. (CR 365-16)
#182-19 Approving award of contract for Five Mile Road Water Main Replacement
Project – Phase 2, from Merriman Road to west of Middlebelt Road, from Unexpended
Fund Balance of the Water & Sewer Fund. (CR 303-16)
A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Bahr, White, McIntyre, Jolly, and Toy.
NAYES: None.
Jolly gave First Reading to the following Ordinance:
AN ORDINANCE VACATING THE USE OF PORTIONS OF
STREET, ALLEY AND PUBLIC GROUND. (Petition 2019-02-03-02)

#183-19 Motion by McIntyre and White, unanimously adopted, tabling subject of
proposed amendment to Zoning Ordinance as submitted by Leo Soave Building, Inc. re:
property located on west side of Farmington Road, between Norfolk Avenue and Eight Mile
Road, to the next Regular Council meeting for hearing. (Petition 2018-08-01-05)
#184-19 Motion by Bahr and White, unanimously adopted, tabling waiver petition
submitted by Leo Soave Building, Inc. re: property located on west side of Farmington
Road, between Norfolk Avenue and Eight Mile Road, to the next Regular Council meeting.

#185-19 Motion by Jolly and Bahr, unanimously adopted, approving issuance of permit

for fireworks display by Great Lakes Fireworks to be held at St. Mary’s Church for 11
Annual Michigan Fest on May 31, 2019, with rain dates on June 1, 2019 and June 2, 2019.
#186-19 Motion by White and Jolly, unanimously adopted, approving necessity for the
Heritage Square Site Condominiums located east of Newburgh Road and south of Six Mile
Road.
#187-19 Motion by McIntyre and White, tabling subject matter of waiver petition
submitted by KAC Livonia, L.L.C. for renovations of Kirk’s Auto Care on 31390 Plymouth
Road to the next Regular Council meeting. (Pet. 2018-12-02-24)
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bahr, White, and McIntyre.
NAYES: Jolly and Toy.
#188-19 Motion by White and McIntyre, unanimously adopted, approving lease
amendment with 123.Net, Inc., of Southfield, to occupy a portion of the Livonia Police
Communications Tower.
#189-19 Motion by White and McIntyre, unanimously adopted, accepting Grant of
Easement from Consumers Energy for a six (6’) wide utility easement in connection with
installation and maintenance of a gas line through portion of Civic Center to service T-
Mobile and AT&T Generators at the base of the LPD Communications Tower.
#190-19 Motion by McIntyre and Jolly, unanimously adopted, to suspend the rules of
order to allow item not on the Agenda to be considered by Council.
#191-19 Motion by Jolly and White, unanimously adopted, approving noise ordinance

waiver for 15 annual Memorial Day weekend gathering with live music at 19467 Fitzgerald
Street from 7:00 p.m. to 11:00 p.m. on Sunday, May 26, 2019.
