HomeMy WebLinkAboutSYNOPSIS - 2019-08-12 th SYNOPSIS OF THE MINUTES OF THE 1,878 REGULAR MEETING LIVONIA CITY COUNCIL – AUGUST 12, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Brandon Kritzman, Cathy White, Kathleen McIntyre, Brian Meakin, Jim Jolly, and Laura Toy. Absent: Scott Bahr. #266-19 Resolution by Jolly and White, unanimously adopted, approving the minutes th of the 1,877 Regular Meeting of the Council held July 22, 2019. Councilmember Kritzman presented a commendation on behalf of Mayor Wright and the Council to Craig Pastor for his 15 years of service on the Zoning Board of Appeals. Councilmember McIntyre thanked Craig Pastor for his many years of dedicated service to Livonia. Councilmember Meakin also thanked Craig Pastor for his dedicated service to Livonia. President Toy also thanked Craig Pastor for his many years of service and requested a moment of silence to honor the recent passing of longtime Livonia resident and a great asset of the community Bob Hardies. President Toy also thanked Mayor Wright and Brian Duggan for bringing the Vietnam Moving Wall Memorial to Livonia as well as all the corporate and community sponsors. President Toy indicated it was well attended and a great success. Mayor Wright indicated the turn-out was tremendous for the Vietnam Moving Wall Memorial and thanked the incredible volunteer force that helped make the event such a success. Mayor Wright indicated the Moving Wall had a very emotional impact on all who visited the monument and those who lived through that time period of history. Mayor Wright stated it was a lot of hard work and was very proud of Livonia for doing it right. Councilmember McIntyre thanked former Mayor Engebretson for his role in helping the committee bring the Vietnam Moving Wall Memorial to Livonia. Councilmember Kritzman stated the Vietnam Moving Wall Memorial was a great learning opportunity for his family and stated the impact was felt throughout the entire country. At the direction of the Chair, Item #3 was removed from the Consent portion of the Agenda. AUDIENCE COMMUNICATION Glenn Moon, 34461 Wood, Livonia offered a prayer. The following items were received and filed: Communication from the Department of Finance, dated July 26, 2019, re: various financial statements of the City of Livonia for the month ending June 30, 2019. Communication from Jim Cummings, Project Manager/Project Architect, Neumann/Smith Architecture, dated August 6, 2019, re: containing revised Preliminary Site Plan documents th SYNOPSIS OF THE MINUTES OF THE 1,878 REGULAR MEETING 2 LIVONIA CITY COUNCIL – AUGUST 12, 2019 as prepared by Nowak & Fraus Engineers, dated August 6, 2019, re: waiver use petition submitted for renovations at Salvation Army resale store at 33600 Plymouth Road. (Petition 2019-06-02-09) The following resolutions were offered by Kritzman and McIntyre: #267-19 Approving noise ordinance waiver as requested by Old Rosedale Gardens Homeowners Association to host family friendly movie beginning at dusk until the end of the movie on Friday, September 13, 2019 in Kleinert Park. #268-19 Approving agreement between SMART and the City for Municipal Credit Contract for period of July 1, 2019 through June 30, 2020, with all credits to be used for Livonia Community Transit Program. A roll call vote was taken on the foregoing resolutions with the following result: AYES: Kritzman, White, McIntyre, Meakin, Jolly, and Toy. NAYES: None. #269-19 Motion by Kritzman and White, unanimously adopted, approving waiver use petition submitted to expand floor area, renovate the exterior appearance of the building and modify the parking layout of existing Salvation Army resale store located at 33600 Plymouth Road subject to conditions. (Petition 2019-06-02-09) White gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 16 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS“THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3.____ THERETO. (Petition 2019-05-01-03) White gave Second Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 010 OF TITLE 12, CHAPTER 16 (PARKS AND PLAYGROUNDS) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: Kritzman, White, McIntyre, Meakin, Jolly, and Toy. NAYES: None. #270-19 Motion by Meakin and White, unanimously adopted, approving agreement with Simple Recycling for four-years with option to extend an additional four years to provide services for the collection of soft recyclables. #271-19 Motion by Kritzman and McIntyre, unanimously adopted, approving site plan submitted by SC Health to construct a new four-story medical/health services facility located at 18600 Haggerty Road, subject to conditions. (Petition 2019-06-08-09) th SYNOPSIS OF THE MINUTES OF THE 1,878 REGULAR MEETING 3 LIVONIA CITY COUNCIL – AUGUST 12, 2019 #272-19 Motion by White and Meakin, unanimously adopted, approving Special Assessment District for Street Lighting Project for Heritage Square Site Condominiums. #273-19 Motion by Meakin and McIntyre, approving waiver petition submitted by Ocean Wellness, LLC to operate a massage establishment located at 16345 Middlebelt, subject to conditions. (Petition 2019-04-02-07) A roll call vote was taken on the foregoing resolution with the following result: AYES: Kritzman, White, McIntyre, Meakin, and Toy. NAYES: Jolly. #274-19 Motion by Jolly and McIntyre, unanimously adopted, authorizing an additional appropriation and expenditure for 2019 Asphalt Road Program, Lathers Avenue from Curtis to Deering Avenue, drainage improvements for an additional $36,098.39 from Unexpended Fund Balance from Road, Sidewalk and Tree Fund. At 7:30 p.m. President Toy passed the gavel to Vice President Jolly. #275-19 Motion by Toy and Meakin, unanimously adopted, referring subject matter of food trucks and licensing under City Ordinances to the Committee of the Whole for further discussion. President Toy resumed the gavel at 7:32 p.m. AUDIENCE COMMUNICATION Skip Nairne, 16855 Mayfield, spoke regarding his volunteerism at the Vietnam Moving Wall monument and thanked all who helped bring it to Livonia. Mr. Nairne was pleased with the event and stated it was a “point of pride” for Livonia. Councilmember Meakin wished his daughter Kellianne a Happy Birthday. th By Jolly and Kritzman, unanimously adopted, adjourning this 1,878 Regular Meeting of the Council of the City of Livonia at 7:35 p.m. on August 12, 2019.
