HomeMy WebLinkAboutSYNOPSIS - 2019-12-02 th SYNOPSIS OF THE MINUTES OF THE 1,886 REGULAR MEETING LIVONIA CITY COUNCIL – DECEMBER 2, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Brandon Kritzman, Scott Bahr, Kathleen McIntyre, Brian Meakin, Jim Jolly, and Laura Toy. Absent: Cathy White. #388-19 Resolution by McIntyre and Kritzman, unanimously adopted, approving the th minutes of the 1,885 Regular Meeting of the Council held November 18, 2019. Councilmember Meakin announced the retirement of Dave Bostater, Battalion Chief for the Fire Department, with 25 years and 9 months of service. Councilmember Meakin wished him well in his retirement. Councilmember McIntyre indicated she attended the first day of business for a new coffee shop called Anastasia and Katie’s Coffee Shop & Café located at 19215 Merriman Road. Councilmember Bahr expressed good wishes to outgoing Councilmembers Brandon Kritzman and Brian Meakin. Councilmember Bahr stated it was both a pleasure and privilege to work with them and stated they will be missed on Council. President Toy wished Councilmember Meakin a Happy Birthday. She also extended Happy Birthday wishes to Linda McCann, Director of Community Resources and Mayor Dennis Wright. City Treasurer Lynda Scheel indicated winter tax bills have been sent out to residents and business owners. Ms. Scheel stated full payment is due no later than February 14, 2020 without interest and can be mailed back to the Treasurer’s Office in the blue envelopes, dropped off in the red box in front of City Hall or one can stop by the Treasurer’s Office during normal business hours. AUDIENCE COMMUNICATION Jim Baringhaus, 37195 Weymouth, Chairman of Greenleaf Commission on Sustainability, addressed Council to thank the support of Council, Mayor Wright, and DPW Director Don Rohraff to engage in recycling with Simple th Green. He indicated it will launch the week of December 9 and packets were mailed to homeowners with information and bags to participate. Mr. Baringhaus thanked Kristin Houchins, Communications Manager for the City, for providing information and answering resident questions via multiple social media platforms. Preston Peterson, Chief of Staff for State Representative Jewel Jones, addressed Council to speak about various items taking place in Lansing, specifically: State legislature is working on pending bills to help protect children on school busses; recently adopted an expungement bill that will remove some criminal convictions from background information to help individuals seek and obtain gainful employment to improve their lives; and was asked to announce the online voter registration system and encouraged residents to use the new system. th SYNOPSIS OF THE MINUTES OF THE 1,886 REGULAR MEETING 2 LIVONIA CITY COUNCIL – DECEMER 2, 2019 The following items were received and filed: Communication received from the Director of Finance and the Director of Public Works, dated November 7, 2019 and November 18, 2019, regarding cost allocation and funding sources for the DPW HQ/Water Building. Communication from the Departments of Public Works and Finance, dated October 25, 2019, re: status of the new DPW Building Project and proposed Guaranteed Maximum Price (GMP). Handout presented at the Capital Outlay & Infrastructure Committee meeting from Sidock Group, Inc. and DeMaria Building Company. Communication received from the Director of Community Resources, dated November 20, 2019, attaching revised contract for caretaking services at Historical Village at Greenmead, for period February 1, 2020 through November 30, 2022. At the direction of the Chair, Agenda Item #5 was removed from the Consent portion of the Agenda. The following resolutions were offered by Jolly and McIntyre: #389-19 Approving Notice of Intent resolution for bonds to reimburse improvements to the water supply system of the City’s existing Water Supply and Sewage Disposal System through approved State Drinking Water Revolving Fund (DWRF) loan to be closed June 12, 2020. #390-19 Awarding bid for purchase of police uniforms for a two-year period, with two (2) one-year extensions, to Allie Brothers, Inc., from budgeted funds. #391-19 Approving contract with Hard Rock Concrete for the Fire Station No. 3 Parking Lot Improvement Project at unit pricing awarded in Contract 19-C. (CR 54-19) #392-19 Approving contract with Nagle Paving for the 2020 Jack E. Kirksey Recreation Center Parking Lot Improvement Project, Phase II at unit pricing awarded in Contract 19-A. (CR 119-19) A roll call vote was taken on the foregoing resolutions with the following result: AYES: Kritzman, Bahr, McIntyre, Meakin, Jolly, and Toy. NAYES: None. #393-19 Motion by Meakin and McIntyre, unanimously adopted, moving subject matter of approving additions to the Local Street System for Act 51 computations for streets to next Regular meeting of December 16, 2019. #394-19 Motion by Bahr and McIntyre, unanimously adopted, referring subject of proposal to amend Subsection 2 of Section 2.10, (definition of “Bed and Breakfast Establishment”) of Article II, to include residences marketed and offered for rent online by platforms such as “Airbnb”, “VRBO”, “HomeAway” or other similar websites to the Committee of the Whole for its report and recommendation. (CR 346-19 and CR 30-19) th SYNOPSIS OF THE MINUTES OF THE 1,886 REGULAR MEETING 3 LIVONIA CITY COUNCIL – DECEMER 2, 2019 #395-19 Motion by Meakin and McIntyre, unanimously adopted, moving subject matter of proposed DPW Water & Sewer Building to next Regular meeting of December 16, 2019. McIntyre gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTIONS 020 AND 070 OF TITLE 8, CHAPTER 40 (NOXIOUS WEEDS AND REFUSE) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Meakin took from the table for Second Reading the following Ordinance: AN ORDINANCE ADDING CHAPTER 22 (ILLICIT DISCHARGE ELIMINATION) TO TITLE 13 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: Kritzman, Bahr, McIntyre, Meakin, Jolly, and Toy. NAYES: None. #396-19 Motion by McIntyre and Bahr, unanimously adopted, approving contract for caretaking services at Greenmead for the period February 1, 2020 through November 30, 2022, with an option to renew for two (2) additional two-year terms. #397-19 Motion by Jolly and Meakin, unanimously adopted, approving City of Livonia AFSCME Local 1917 contract for period December 1, 2019 through November 30, 2022. #398-19 Motion by Jolly and Kritzman, unanimously adopted, approving salary and benefit adjustments for non-represented classifications for the period December 1, 2019 through November 30, 2022. #399-19 Motion by Jolly and Kritzman, unanimously adopted, approving salary and benefit adjustments for appointed Department heads for the period December 1, 2019 through November 30, 2022. AUDIENCE COMMUNICATION None. Councilmember McIntyre extended condolences to the City of Trenton for the recent loss th of their Mayor, Kyle Stack, who passed away unexpectedly November 29. th By Meakin and and Bahr, unanimously adopted, adjourning this 1,886 Regular Meeting of the Council of the City of Livonia at 7:58 p.m. on December 2, 2019.
