SYNOPSIS OF THE MINUTES OF THE 1,888 REGULAR MEETING
LIVONIA CITY COUNCIL – JANUARY 15, 2020

Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Scott Bahr,
Cathy White, Brandon McCullough, Rob Donovic, Jim Jolly, Laura Toy, and Kathleen
McIntyre. Absent: None.

#01-20 Resolution by Toy and Jolly, approving the minutes of the 1,887 Regular
Meeting of the Council held December 16, 2019.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bahr, McCullough, Donovic, Jolly, Toy, and McIntyre.
NAYS: None.
PRESENT: White.
Councilmember White recognized December City of Livonia retirees as follows: Brian
Leigh, Senior Police Sergeant with 25 years of service and Roy Harris, Department of
Public Works with 38 years of service. She offered congratulations to both retirees and
wished them well in retirement.
Police Chief Caid was present to recognize and honor Steve and Ramona Hadley, Livonia
residents of 22 years, for their donation to the Livonia Police Department for crime
prevention use. Chief Caid thanked Mr. and Mrs. Hadley for their support and very
generous donation. Mr. Hadley thanked Council, Chief Caid and the Police Department
for their joint team effort to make Livonia such a great community.
AUDIENCE COMMUNICATION None.
The following items were received and filed:
Communication from the Office of the Mayor, dated January 6, 2020, re: forwarding the
Annual report for the Fiscal Year 2018-2019, which reflects activities of the Livonia City
Departments, Commissions and Boards.
Communication from the Office of the City Clerk, dated December 2, 2019, re: forwarding
the tax rate request for the Wayne County Zoological Authority for the year 2019 to set
the rate of tax to be levied and requested that it be collected as a winter tax.
Communication from the Office of the City Clerk, dated December 2, 2019, re: forwarding
the tax rate request for the Wayne County Art Institute for the year 2019 to set the rate of
tax to be levied and requested that it be collected as a winter tax.
Communication from the Office of the City Clerk, dated December 2, 2019, re: forwarding
the tax rate request for the Huron Clinton Metropolitan Authority for the year 2019 to set
the rate of tax to be levied and requested that it be collected as a winter tax.
Communication from Dave Varga, Director of Administrative Services, dated January 10,
2020, re: forwarding an email communication from Jerome Hanna, Director of Inspection
re: inspections on City buildings.

Communication from Council President Kathleen McIntyre, received at the January 6,
2020 Committee of the Whole meeting, re: presenting the Chairpersons and members
of the various Council Committees for the years 2020-2021.
At the direction of the Chair, Item #1 was removed from the consent portion of the Agenda.
The following resolutions were offered by Jolly and Donovic:
#02-20 Approving location and schedule of dates and times for 2020 Board of
Review meetings, as well as the compensation rates for members.
#03-20 Approving proposed temporary classifications wage increase as a result of
State of Michigan wage rate increase for positions of College Co-Op, High School Co-
Op, Library Page, Seasonal Clerk and Student Page.
#04-20 Approving award of bid through Tri-County Public Purchasing Cooperative
for gasoline and diesel fuel for period February 1, 2020 through January 31, 2022.
#05-20 Approving request to change authorized representative for DWRF Project
No. 7452-01 as requested by Public Service Division to allow for seamless reporting
required for improvements to the existing water treatment and distribution system.
#06-20 Approving appropriation and expenditure to Belfor USA for materials,
equipment and labor necessary to perform the emergency clean-up of the ceiling collapse
at Fox Creek from budgeted funds.
#07-20 Approving final cost information and authorizing additional appropriation
and expenditure for the 2018 Sidewalk Program. (Contract 18-G; CR 102-18)
#08-20 Approving waiver use petition submitted by ARCO Construction Company,
Inc. re: senior assisted living facility at 33579 Eight Mile Road, subject to conditions.

A roll call vote was taken on the foregoing resolutions with the following result:
AYES: Bahr, White, McCullough, Donovic, Jolly, Toy, and McIntyre.
NAYES: None.
#09-20 Motion by Bahr and Toy, unanimously adopted, amending Council
Resolution 306-19 to specify the beginning date of the approved Commercial
Rehabilitation Exemption Certificate to be December 31, 2020 for Schoolcraft Lodge, Inc.
and the rehabilitation of the obsolete property located at 31501 Schoolcraft Road.
#10-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Jim Jolly as City’s delegate to the Southeast Michigan Council of Governments
(SEMCOG) and Rob Donovic as the alternate.
#11-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Laura Toy to serve as the Council representative on the Board of Directors of the Livonia
Anniversary Committee (SPREE) and Cathy White as the alternate.

#12-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Cathy White as the Council Parliamentarian.
#13-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Cathy White as the official and voting representative on the Board of Trustees of the
Livonia Employees Retirement System.
#14-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Brandon McCullough to serve as the Council representative on the City’s Tree
Committee.
#15-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Scott Bahr to serve as the Council representative on the Hearts of Livonia Board.
#16-20 Motion by Toy and Jolly, unanimously adopted, approving designation of
Rob Donovic to serve as the Council representative on the St. Mary Hospital Healthy
Livonia and Brandon McCullough as the alternate.
#17-20 Motion by Toy and Jolly, unanimously adopted, approving purchase of
adjudication module software and election management system software and hardware
to streamline the processing of ballots, from budgeted funds.
